Postal Network Spread Across the Country to be Used for Increasing Access to Formal Financial System

 The Finance Minister, Shri Arun Jaitely presenting the Union Budget 2015-16, here today, said that the government is committed to increasing access of the people to the formal financial system. In this context, Government proposes to utilize the vast Postal network with nearly 1,54,000 points of presence spread across the villages of the country . The Minister hoped that the Postal Department will make its proposed Payments Bank venture successful so that it contributes further to the Pradhan Mantri Jan Dhan Yojana.

   Shri Jaitley said that to bring parity in regulation of Non-Banking Financial Companies (NBFCs) with other financial institutions in matters relating to recovery, it is proposed that NBFCs registered with RBI and having asset size of Rs. 500 crore and above will b considered for notifications as ‘Financial Institution’ In terms of the SARFAESI Act, 2002.

Multi-tasking staff is the eyes and ears at ministries - They would carry his briefcase, make him comfortable in the waiting room and offer him tea: Business-Standard News

During the second term of the United Progressive Alliance (UPA) government, every time the former head of a particular commodity exchange would visit the consumer affairs ministry, the peons - officially called the multi-tasking staff - would rush to open the door of his car and escort him to the minister's office. They would carry his briefcase, make him comfortable in the waiting room and offer him tea. The grapevine has it that they would get a hefty tip from this high-profile visitor for their hospitality.

Officially, the multi-tasking staff's job includes ferrying files from the minister's room to the section office, keeping the office tidy, running errands, fetching tea and escorting guests. Their day is packed, beginning at 9 in the morning and often stretching beyond the prescribed eight hours. What doesn't constitute their brief is exchanging information and gossip in return for tips and gifts. The recent arrest of some members of the multi-tasking staff in connection with the smuggling of what is believed were crucial documents from the petroleum ministry has brought the spotlight on these junior-most government employees.

These are people who are known for not only getting things done, but are also the custodians of crude intelligence regarding developments in the ministries and government offices. This was evident during the transition of power from UPA to the National Democratic Alliance government in May last year. During the first week, the peons posted in a high-profile ministry that was seen as a major hurdle in the way of big-ticket projects were confused about which lobbyists to side with. They studied the movements and body language of the lobbyists visiting the offices and soon judged the direction in which the wind was blowing.

"They can change their loyalty in minutes," says a bureaucrat, narrating how the staff refused to acknowledge the presence of a former Intelligence Bureau chief who had retired only the day before. This was despite the fact that the intelligence chief had walked those corridors for years.

It's just not lobbyists who tap the multi-tasking staff to track the movement of their files and the schedule of the bureaucrats. Journalists too rely on them for information. Many even pay them to eavesdrop on the conversations their bosses have on phone or with other ministerial staff.

They have their "prized" ministries, the ones they lobby for with the general administration office. The preferred positions are at the minister's office or at an office that involves public dealings. Like in politics, caste sometimes plays a part here. "I was shunted from the fourth floor office of a minister to the ground floor of the ministry," complains one. "I lost out because I belong to another caste."

Theirs is a much sought-after job. "Even graduates are applying for it," says one. To become a member of the multi-tasking staff, a person has to clear an examination conducted by the Staff Selection Commission (SSC). He has to be a matriculate and should be in the age group of 18-25 years. Once he has cleared the exam, he is tested for basic language skills. The pay is "decent" - Rs 5,200 to Rs 20,200. The multi-tasking staff with an experience of 20-22 years gets, in hand, a salary of Rs 18,000-19,000 a month. This is after contributing to the provident fund, pension and medical benefits. Those employed with central government are given the benefit of the Central Government Health Scheme (CGHS), which provides healthcare facilities to the employees, the pensioners and their dependants. Besides other benefits, they are also entitled to a government quarter.

Not all members of the multi-tasking staff, however, had to appear for a test to get the job. Those who were employed before the Sixth Pay Commission joined through the employment exchange on temporary basis but were later made permanent. Many were hired on the recommendation of influential officials or secretaries.

There are also those who join on contractual basis. Each ministry is entitled to hire multi-tasking staff on contract through tenders. The terms include police verification and a guarantee of minimum wages, provident fund and insurance. "My contractor pays me Rs 8,500 a month," says a 30-year-old contractual worker who joined three months ago. He is not a matriculate, so he cannot take up the job through the SSC selection process.

But there are many others who would rather slog it out to make it in. The job, after all, comes with plenty of "perks".

A HISTORIC SUCCESS.

The Central Government is reluctant to settle the justified and genuine demands of Central Government employees i.e. 100% D.A. merger, 25% Interim Relief, Inclusion of GDS in 7th CPC , Date of Effect 1.1.2014 , Scrapping of New Pension Scheme , filing up of vacant  posts, in all Department’s , withdrawal of contractrization  and out sourcing  policy, removal of 5% ceiling on compassionate  appointments, Removal of MACP related  anomalies , Revision of OTA Rates  including some other demands.

Joint Consultative Machinery which was formed for the redressal of grievances of Central Government Employees by negotiations has been made defunct and no meeting has been held after 2010. After constitution of 7th CPC the views of Staff Side N.C. JCM has not been taken into account. The Terms of Reference of 7th CPC were declared unilaterally and agreed draft of Terms of Reference submitted by Staff Side was not given cognizance. The Minister in P.M.O. Shri Jitendra Singh replied in response to the question raised by some MPs that Government is not going to grant 100% or 50%  D.A. Merger , 25%  Interim Relief and inclusion of GDS in 7th CPC.

In the back ground of all these developments a National Convention of all constituents of National Council JCM was convened in New Delhi on 11th December-2014. All the participants’ organizations vehemently opposed the policies of Central Government.

After detailed deliberations it was decided that a massive Parliament March will be organized in New Delhi on 28th April-2015 in which the date of Indefinite Strike will be declared. Intensive preparation campaign is going on. NJCA was formed at National level in which the top leaders of AIRF, NFIR, AIDEF, NDWF, Confederation, NFPE and FNPO are included. State JCAs have been formed in most of the circles and State conventions have also been held and wherever it has not been formed the state leadership has been asked to complete this work very soon.

It has been decided to mobilize five lakh Central Government Employees to participate in Parliament March. Accordingly quota has been fixed for Railways,   Defence, Confederation and NFPE. Accordingly NFPE has also allotted quota to each affiliated union. Comrades, as we know that whatever we have achieved that is because of struggles only. The present government is functioning to give maximum benefit to the corporates and capitalists. It is not at all concerned about the working class. It started disinvestment in PSUs, Declared 100% FDI in Railway and 49 % FDI in Defence. The recommendations of Task Force Committee headed by TSR Subramaniam .are big danger for Deptt of Post which has paved the way of privatization through Corporatization.  

Confederation of C.G.E&W and NFPE have given separate programmes of agitation which should be observed with great enthusiasm.

NFPE calls upon the entire Postal, RMS  and GDS employees to make all the programmes a grand success and mobilize the maximum number employees, more than the quota allotted to each affiliated union to take part in  the Parliament March  on 28th April-2015 on call of National Council JCM to make it a historic success.

REVISION OF WAGES AND SERVICE CONDITIONS SHOULD BE INCLUDED IN 7TH CPC

WE DON’T WANT SEPARATE COMMITTEE

JOIN INDEFINITE STRIKE FROM 2015 MAY 6TH

In the discussion held on 05.02.2015 with the Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS), Secretary, Department of Posts has assured that the demand for inclusion of GDS under 7th CPC will again be referred to the Government by the Postal Board. If all the Postal Federations and Unions/Associations join together and go for an indefinite strike from May 6th as decided by the PJCA, Government will be compelled to include GDS under 7th CPC.

But the recognised GDS Union is demanding separate committee and conducting separate strike, breaking the unity of five lakhs Postal employees. Separate strike for a separate committee will weaken the demand for grant of civil servant status to GDS and will help the Government only.

When NFPE, FNPO, AIPEU-GDS (NFPE), NUGDS, Confederation of Central Government Employees & Workers, JCM National Council staff side including Railways & Defence are demanding inclusion of GDS under 7th CPC, why recognised GDS Union alone is demanding separate committee and conducting separate strike. Gramin Dak Sevaks should understand the hidden agenda of the recognised GDS union and defeat the demand for separate Committee.

All Gramin Dak Sevaks are requested to join the joint indefinite strike of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS) from 2015 May 6th. Our demand is inclusion of GDS in 7thCPC and grant of civil servant status. We don’t want a separate committee..

Now, India Post to sell biscuits, photo frames and mugs - NEWS

CHENNAI: After introducing auxiliary mail services in an attempt to salvage its sinking fortunes, India Post will now sell biscuits, photo frames and mugs. After opening in Bengaluru and Mysore, Chennai's first Post Shoppe will come up at the head post office on Anna Salai next month.
Postmaster General Shri Merwin Alexander said the store would also sell pens, markers, gum, books and souvenirs with the India Post logo.
It will be located next to the multiple counters for postal and banking operations, so that customers can pick up stationery, and more.
"Post Shoppe is aimed at bringing various items of selected utility on sale under one roof. There will also be greeting cards," said Alexander. "Despite the internet, there are still many takers for greeting cards as it makes a difference to the receiver who would cherish it and keep it as a fond memory from a loved one," said Alexander. There was also a plan to have coffee vending machines at the shop, he added.
The postmaster general said the facility would augment the needs of the customer and also add value to the place. "If a customer walks in and finds that he is not carrying a pen, he can quickly get it from the Post Shoppe. And then there are other things he can buy. It is all about customer delight," said Alexander. "In short, it is expected to be a shelf of aesthetics and utility."
After seeing the response in Chennai, India Post will decide whether to replicate the store in tier two cities. Customers are welcome to send in suggestions on the content and feel of Post Shoppe, said an official.
Against the onslaught of email and instant communication using computers and smart phones, India Post has been trying to reinvent itself through a variety of improvised communication services such as e-post, e-money order and e-tracking.

No proposal to introduce flexi-time option for employees: Government -- NEWS

New Delhi: In what may not sound as a good news to government employees, the Centre on Wednesday said there is no proposal to introduce 'flexi-time' option for them.
"No madam," Minister of State for Personnel Jitendra Singh said in a written reply in Lok Sabha.
He was asked whether government proposes to introduce flexi-time option for its employees.
There were reports that the government could introduce this system to lessen the burden on employees who have been putting in more hours after the introduction of Aadhaar-based biometric attendance system.
The standard time in central government offices is 9 am to 5.30 pm. But several employees are putting in more hours. Against this backdrop, some Secretaries have allowed their personal staff to leave early on rotation basis as they also sit late with senior officials and even work on weekends.
Attendance system indicated that government employees who moved to the biometric system are already working 20 minutes longer than they did in September last when the system was introduced, some reports had suggested.
Most employees who come in late, also stay well past 5.30 pm to work more than the mandated 8 hours, senior officials have maintained.
The sixth Pay Commission had recommended flexi-timings for women if they put in the requisite 40 hours every week.

Mobile Post Offices out ..... franchise outlets in ........ !!!

PUNE: The department of posts recently stopped services under the 'post office-on-wheels' initiative due to poor response and lack of revenue. It had introduced two postal vans which would cover various locations in the city to offer doorstep postal services. 

These services were stopped in phases in the last six months due to poor response. "Though the initiative clicked in the initial phase and citizens welcomed the idea, for last one year, there has been a considerable drop in the response and daily earnings. A decision was taken to stop these services after reviewing the response and revenue generation," officials in the administration said. 

Pune was the first city in the state to have such a service. The department would announce the schedules of the two vehicles for every week for the benefit of members of the public from respective areas. The vehicle would work in two shifts in a day to cover important residential colonies and roads. The vehicle's staff was authorized to handle postal business, including various e-enabled services, opening of new post office saving accounts, issue of certificates, sale of postcards, inland letters and envelops. "We have stopped the services as of now. There is no plan to restart them immediately," officials said.


Meanwhile, officials said four new franchise post offices had begun functioning in the city in the last 10 months to cater to the requirements of citizens. These offices have commenced in newly developed residential areas of the fringes including Katraj, Narhe, Chinchwad and Bhosari. Besides, a new post office was started in Nighoj area located in Manchar in Pune district. 

The franchise postal outlets offer services like any other post office. The outlets have been opened as per requirement wherein people can purchase postal stationery. The project has been working in the city successfully for the last few years. The department identified the areas to extend postal services through franchise outlets, officials said. 

According to the officials, there was no proposal to open a new post office in the city area in the current financial year. In fact, steps were initiated to relocate existing staff to other locations to make sure that postal delivery reached customers on time. There are over 60 delivery post offices working under Pune circle. 

The Scheme 

Counter services are franchised through the franchise scheme, while delivery and transmission will be through the department. The franchisee will provide service across the counter for a minimum defined time schedule with flexibility to work round-the-clock.

What Postal Services Do People Value the Most? -- USPS NEWS

The OIG (Office of Inspector General) has conducted a nationally representative quantitative survey on the relative value of some key services provided as part of the universal service obligation (USO). This study is the first of its kind in the United States and was done in conjunction with the market research firm Gallup and Professor Michael Bradley of George Washington University’s Department of Economics. 

The study, What Postal Services Do People Value the Most?

focused on four attributes of the USO: 

= mode of delivery, 
= access to postal services, 
= frequency of delivery, and 
= price. 

This study is a follow-up to our white paper Guiding Principles for a New Universal Service Obligation in which we discuss the need for such a study. 

The survey found that both consumers and businesses still value postal services, especially door and/or curb delivery instead of delivery to a cluster box or parcel locker. Respondents also value the ability to access postal services through post offices, rather than using other alternatives such as postal counters in non-postal retail stores and self-service kiosks. 

In addition, while consumers and businesses are indifferent when it comes to the Saturday delivery of letters, consumers still place value on the Saturday delivery of parcels. Furthermore, consumers and businesses also value lower prices and may be willing to accept lower levels of service to keep prices from rising sharply.

In Madanapalli Branch 99% are NFPE members and in GDS it is 100% but remained in AIGDSU because of some misapprehensions over the leadership. Now 90% of the GDS membership followed the path of GDS (NFPE) & NFPE.

Major ports to go on indefinite strike from March 9 - NEWS

The workers of all the major ports of the country will go on an indefinite strike from March 9 against the government's decision to corporatise the sector.
The national coordination committee of Port Workers Federation today announced its decision to go on strike.
The strike has been called against the unilateral decision of the Shipping Ministry to corporatise the country's major ports, a release by Transport and Dock Workers' Union, Mumbai said.
The decision to this effect was taken during a Federation's meeting held in Mumbai on January 28-29, 2015.
"The ministry has taken the decision disregarding several assurances given to the Federation as well as the unanimous recommendations contained in the Parliamentary Standing Committee's 117th report, which was presented in the Rajya Sabha on 11 August, 2011," core leader in Federation in Mumbai, S R Kulkarni said in a statement.
The leaders stated that the present attempt of the Ministry is not only detrimental to the interest of the port, dock workers and pensioners, but also against the sovereignty of the country at large.
They criticised the attitude of the Ministry for not taking the workers into confidence while making radical changes in the organisational structure and the consequences arising out of it.
Port authorities are blatantly violating statutes by not implementing several statutory settlements relating to serving employees and pensioners signed between Port management and the Federation before central authorities.
The union leaders alleged that the Ministry has even initiated action to enforce decision on industrial relations policy in vogue, in recalcitrance to Major Ports agreement with the Federation, even disregarding the Labour Ministry's guidelines and several Court judgements.

..Strong government doesn't move always in right direction, says RBI Governor Raghuram Rajan - NEWS

Citing Hitler's example, RBI Governor Raghuram Rajan on Friday cautioned that a strong government may not always move in the right direction, while suggesting a middle path between unchecked powers to the administration and a "complete paralysis".
Giving a lecture on 'Democracy, Inclusion and Prosperity' in Goa, Rajan said India has strong institutions like the judiciary, the Opposition, media and NGOs, but the government and regulatory capabilities need to be strengthened.
At the same time, the country would have to resist the "temptation to implant layers and layers of checks and balances even before the capacity has taken root," he said.

"We must choose a happy medium between giving the administration unchecked power and creating complete paralysis, recognizing that our task is different from the one that confronted the West when it developed, or even the task faced by other Asian economies," Rajan said.

While stating that a strong government should be led by those who have expertise, motivation and integrity and can provide the needed public goods, Rajan warned that "strong governments, may not, however, move in the right direction".
"Hitler provided Germany with an extremely effective administration -- the trains ran on time, as did the trains during our own Emergency in 1975-77.
"His was a strong government, but Hitler took Germany efficiently and determinedly on a path to ruin, overriding the rule of law and dispensing with elections.

"It is not sufficient that the trains run on time, they have to go in the right direction at the desired time," the RBI Governor said.

The economic inclusion, he added, should mean easing access to quality education, nutrition, healthcare, finance and markets to all citizens for ensuring sustainable growth.
He further said that in many areas of government and regulation the country needs more specialists with domain knowledge and experience.
"For instance, well-trained economists are at a premium throughout the government, and there are far too few Indian Economic Service officers to go around," Rajan said.

Observing that democratic accountability is very strong in India, he said "we may have a long way to go (as far as) the capacity of the government, by this I mean regulators like RBI also, to deliver governance and public services".
