This portal has been developed ‘In-House’ under vision of ‘Mission Karmayogi’, which was conceptualized by Prime Minister Shri Narendra Modi with a view to bring efficiency in actions of all the employees of Government of India and transforming efficiency of bureaucracy with ‘Minimum Government’ and ‘Maximum Governance’.

 ‘Dak Karmayogi’ portal will enhance the competencies of about 4 lakh Gramin Dak Sevaks & Departmental employees by enabling the trainees to access the uniform standardized training content online or in blended campus mode to enable them to effectively deliver a number of G2C services for enhanced customer satisfaction. On successful completion of final summative assessment, a system generated course completion certificate will be sent on trainee’s registered email ID automatically. Trainees can give their feedback, ratings and suggestions for each and every video and other learning content so that necessary enrichment can be ensured.

Department of Posts has been imparting training to its employees through its network of 10 Postal Training Centres/Regional Training Centre and Rafi Ahmed Kidwai National Postal Academy (RAKNPA), a Central Training Institute. However, with the launch of this portal, Departmental employees and Gramin Dak Sevaks will be able to avail training ‘Any-time, Any-where’ and upgrade their Attitude, Skill and Knowledge (ASK), as per their convenience. The portal is expected to go a long way in being an enabler in providing better services by upgrading employees and Gramin Dak Sevaks.

To recognise the good performance of employees of Department of Posts and motivate them to maintain or improve their good workMeghdoot Awards were also conferred in eight different categories by Shri Ashwini Vaishnaw, Minister of Railways, Communications and Electronics & Information Technology and Shri Devusinh Chauhan, Minister of State for Communications during the event.

Following employees of Department of Posts have been conferred with Meghdoot awards for the year 2021:

(i) Sh. Ashok Kumar Sahoo, GDS BPM, Cuttack South Division, Odisha Circle – He has been playing a key role in creating financial awareness among the public, and encouraging them to open accounts under Post Office Savings Bank and India Post Payments Bank. His contribution in insuring lives of rural people under Rural Postal Life Insurance is commendable.

(ii) Sh. Prem Lal, Mail Runner, Mandi Division, Himachal Pradesh Circle – He is working as Mail Runner in Udaipur Shalgran Mail Line of Lahual which covers distance of 32 kilometers in difficult terrain with an altitude of more than 9000 feet above mean sea level. It is snowbound for major part of the year and is known to have avalanches during winter. While moving on this line, fraught with risk and danger, Shri Prem Lal uninterruptedly completes his daily to and fro journey.

(iii) Sh. Dhananjay T, Postal Assistant, Circle Office, Karnataka Circle – His idea of modification of value of ‘Maximum Transmission Unit’ has helped in enhancing performance of Finacle at lower bandwidth. He has developed software tools for online premia payment of Postal Life Insurance (PLI), Incentive payments, monitoring Net Accretion of PLI premium, which made PLI operations user-friendly.

(iv) Sh. Vijender Singh Rana, Technical Supervisor, Mail Motor Service, Delhi Circle – He made significant contribution in development of ‘workshop tools’ for repair of CNG vehicles. Innovative approach in mechanical modification of vehicles has proved to be highly useful in MMS operations.

(v) Sh. Sandeep Gundu Kadgaonkar, ASP, Goa Region, Maharashtra Circle – He adopted ‘cluster approach’ for monitoring which resulted in higher level of achievement of revenue targets and operational efficiency. He ran special campaign ‘Suvarnkanya’ for 100% coverage of eligible girls under Sukanya Samriddhi Yojana.

(vi) Sh. Randhir Kumar, Assistant Director, Circle Office, Bihar Circle – He has been instrumental in providing Micro-ATM facility at doorsteps of common people through ‘Aadhar Enabled Payment System’. He motivated the staff to implement technology projects, expand coverage of Post Office Savings Bank (POSB) and India Post Payments Bank (IPPB).

(vii) Sh. Challa Sri Nagesh, Deputy Manager, CEPT, Hyderabad – He has developed ‘D-Cube’ software which is used for disbursement of MGNREGS wages to beneficiaries. He contributed immensely in development of Gramin Dak Sevak online engagement portal.

(viii) Smt. K. Kalaivani, Assistant Director, Southern Region, Madurai, Tamil Nadu Circle – She played lead role in the migration of Post Office Savings Bank (POSB) operations to Core Banking Solution and implementation of McCamish in Post Offices. She also developed rigorous monitoring mechanism to ensure disposal of grievances in time bound manner.

Meghdoot Award was introduced in the year 1984. This is the highest award of Department of Posts at National level for overall performance and excellence. This award is conferred in eight categories. Awardees are conferred with medallion, certificate and cash award of Rs. 21,000/-.

Meeting with GDS unions in Directorate ... 23-06-2022

A meeting with GDS union's Representatives regarding membership verification in GDS cadre in Directorate today (23-06-2022).

The GDS Unions viz., AIPEU GDS, AIGDSU & NUGDS participated in the meeting. BGDKS did not attend. 

Department proposed to conduct the GDS membership verification by adopting technology as there is feasible accessibility network in all parts of the country.

Other two GDS union Representatives  expressed their views in a different way.

On behalf of AIPEU GDS, we expressed our view that in view of check off system, collection of declaration from the member is our priority. But as the issue is being delayed badly so we have cleared that what ever the methodology adopted by the Department, we are ready to participate in the verification process. Further requested to take a decision to commence the process of verification as early as possible.

    As you all are aware that the Department is launching new schemes and policies like introduction of Dak Mitra, Common Service Centre's, RTN, Decentralisation of PAOs and now has ordered the migration of POSB to IPPB, which is an indication of Corporatisation of the Department. 

    Recommendations of the Task Force Committee are being implemented forcibly behind the curtains. 

    Postal JCA (NFPE - FNPO & AIPEUGDS - NUGDS) has given a clarion call to hold Lunch hour Demonstration at all work places on 22-6-2022, a resolution is to be passed and sent to the Authorities .

PNOP- Parcel Network Optimization Project- a India Post Project .....

PNOP is a project of the Department of Post which was started on 17.08.2018. The full form of the PNOP is Parcel Network Optimization Project.

The main aim of PNOP project is to establishment of a network in between all Parcel Hub of the Department of Post in India. The PNOP was undertaken by the Department of Posts to streamline parcel operations to make them predictable, reliable, and efficient by standardization in the processes across the country so that all parcel sorting centers function in the same manner as consistency in operations ensures better monitoring and reporting.

These Parcel Hubs are categories as per L1 and L2. There are 57 L1 Parcel Hub and 137 L2 Parcel Hub available in India as per PNOP Project. L1 Parcel Hub will close bags to all other L1 Parcel Hubs of the country and for L2 Parcel Hubs of within circle and delivery post office mapped with L1 Parcel hub.

Post office mapped with L1 or L2 parcel hub will prepare two separate bags. i.e. TD and NTD bag as per the PNOP project of India Post. 

Required Operational area for a parcel hub as per PNOP

1. Upto 500 parcels processed in a parcel hub in a shift/set is called very small category and it should have 500 sqr feet operational area.

2. 500 to 1500 parcels processed in a parcel hub in a shift/set is called small category and it should have 1500 sqr feet operational area.

3. 1500 to 3000 parcels processed in a parcel hub in a shift/set is called medium category and it should have 3000 sqr feet operational area.

4. 3000 to 8400 parcels processed in a parcel hub in a shift/set is called large category and it should have 8456 sqr feet operational area.

Retail Booking of Parcel as per PNOP

Complete recipient address to be entered.

Value of parcel to be entered for commercial shipments.

Parcel dimensions to be measured and entered.

IP enabled weighing machine to be used wherever applicable for weighing parcels.

Parcel related documents to be placed in a pouch to be pasted on each parcel.

System generated routing information to be pasted on the parcel

Parcels to be segregated by mode of shipment (Air/Surface) and further segregate by TD/ NTD.

Use of sure lock to seal parcel bags in POS system upon scanning of barcode on sure lock.

Automated transfer of bag manifest (bag level parcel details) from POS to Speed Net/Parcel Net now CSI SAP/Backoffice.

Work of sorting as per PNOP

Parcels pick up scan at customer location using SIM-based remote scanners.

Scanning of all parcels/bags at the time of unloading from vehicles.

The program assisted in sorting of the article based on article pin code.

Pin code data entry for parcels in which data is not available.

DWS/SWS machine to be used to find chargeable weight for e-commerce parcels.

Direct bagging of large parcels to last mile delivery center .

Separate area for processing return parcels.

Return article sorted with other articles once returns processing done.

Bag closed using barcoded sure lock tightened, bag weighed, routing label printed using thermal printer & to be pasted on sure lock flap.

System generated Delivery Bill for destination facility.

Automated transfer of Delivery Bill to destination facility.

Bag level expectancy created at destination facility.

Automated reconciliation of bags and parcels upon receipt at PO.

Data to be entered for parcels for which data is not available.

Sorting for delivery.

Primary sorting of parcels into areas.

What is PNOP Dashboard of India Post?

PNOP Dashboard is an online dashboard developed by CEPT, Mysore for better monitoring of the PNOP project activities by the Parcel Directorate.

The main purpose of this dashboard is to Monitor Civil works of all parcel hubs, procurement of standardized equipment for parcel hubs operationalization of Parcel Hubs, and Nodal Delivery Centres(NDC).  

The Dashboard is actually updated by the Circles or Divisions regularly on day to day basis and it is monitored by the Directorate. Here I am also sharing the link to PNOP Dashboard for your quick reference.

The above PNOP project Dashboard for PNOP IndiaPost works in Sify as well as broadband by using user ID and password shared to the Circles/Regions.

Further, PNOP Dashboard has the option to update RTN (Road Transport Network) movements. The Directorate will be monitoring the stage-wise movements of RTNs, whether they are adhering to the time, schedule, etc.

Norms as per PNOP

Here I am sharing the norms as per the PNOP project. Kindly check below all the norms of PNOP.

1. Bagging- 1 minute per bag

2. (i) Parcel Bag Dispatch scan & (ii) Parcel bag facility in- scan 4 Bags per minute

3. (i) Parcel SWS Weighment & (ii) Parcel exception scan- 6 parcels per minute
4. Booking Parcels- 48 parcels per hour

5. Sorting & bagging at a mixed station- 150 parcels per hour

6. (i) when Parcel bag opening, parcel receipt scan & primary sorting activity is done at the bag opening table & (ii) Bag opening, parcel scanning, and sector sorting & (iii) Secondary sorting of parcels & bagging- 250 parcels per hour

7. Parcel bag opening as per PNOP concept when only bag opening & parcel receipt scan activity is done at the bag opening table- 350 parcels per hour

8. Sorting of bags for post-sort staging- 360 Bags per hour

Homage to Dada Ghosh on his 61st death anniversary!

Com. Bhupendra Nath Ghosh (B. N. Ghosh) who was respectfully called Dada Ghosh by the P and T Fraternity and the First Secretary General of National Federation of P and T Employees (NFPTE) left us 61 years back on 7th June 1961.


Dada Ghosh was the Circle Secretary of the Postal and RMS Union, Bengal and Assam Circle during the II World War period and toured the conflict areas of Assam during the bombing by the Japanese and gave courage to the Postal workers to stick to their posts and continue duties. He lost his wife and son, while he was on the tour.

 As the first Secretary General of NFPTE, which was formed on 24th November 1954, he took initiative in forming the Confederation of Central Government Employees and Workers which along with AIRF and  AIDEF organised the historic 5 days strike in 1960 on the demand of Need Based Minimum Wage and DA according to cost of living index.

(He has written the history of the P and T Trade Union movement for the period 1939 to 1954).
