POSTAL DEPARTMENT BECOMES SMART WITH CSI TECHNOLOGY

Pilot project in Pune City East Division offers reliable mail delivery services by improving online tracking system

Now, tracking letters or documents sent by the post offices will become easier. The postal department has started the Core System Integration (CSI) as part of its IT modernisation project. This is the first time in Pune that regional post offices have been chosen for this initiative.

The postal department has picked the Pune City East Division for the pilot roll-out. CSI is an integrated system that includes counter operations, delivery operations, financial activities and human resource management. The CSI is designed to augment the service delivery efficiency of the post offices.

Ganesh V Sawaleshwarkar, postmaster general of Pune Region, informed, “With the implementation of CSI, Pune will have the distinction of implementing all modules of the IT modernisation project — core banking solution, core insurance solution, core system integration and rural information and communications technology. So far, the department would use different systems for various functions. With CSI, there will be one system and hence the work will be streamlined. We will be able to provide better services to the customers.”

Once the documents are sent, a notification will be available to know when it can be expected to reach the recipient. The sender can also track the stage of delivery by using the verification code, which will be generated by the postal office.

Cheering the initiative, Neshrul Ansari (35), a Lohegaon resident, said, “I received a document on Friday morning, which was sent on Sunday by my friend based in Nagpur. Nearly five hours later, my friend received a message on the phone that the package has been delivered. I am very pleased with the service.”

Delivery boys, who are under constant pressure to transport documents or other packages on time as well as furnish proof about the same to their seniors, are heaving a sigh of relief after this development.

Chirag Bhairavkar, who works for Lohegaon Post Office, shared, “Earlier, we used to put packages in the letter box of the recipient. Sometimes, if the documents did not reach the correct recipient, then they would come to the post office and create a ruckus. With the notifications on phone, the process becomes simpler for all.”

India provides USD 2.49 mn for postal road project in Nepal

Kathmandu, Jan 30 (PTI) India has provided USD 2.49 million to Nepal for the construction of postal highway which runs across the Terai region close to the Indo-Nepal border.
“Ambassador of India Ranjit Rae handed over a cheque amounting to Nepalese rupees 249,710,698 equivalent to USD 2.49 million to Minister for Physical Infrastructure and Transport Ramesh Lekhak at the ministry’s office at Singha Durbar in Kathmandu,” according to a statement issued by the Indian Embassy here.
A postal road is designated for the transportation of postal mail. It is also known as Hulaki Rajmarg which runs across the Terai region of Nepal, from Bhadrapur in the east to Dudhaura in the west, cutting across the entire width of the country.
It is the oldest highway in the country constructed by Ranas to aid transportation and facilitate postal services.
Ambassador Rae had inaugurated a campus building for Chautara Multiple Campus, Chautara in Sindhupalchok district situated in the east of Kathmandu last week.
The building has been constructed with financial assistance of Nepalese Rupees 27 million provided by India under its Small Development Projects Scheme as part of India Nepal Economic Cooperation Programme, the statement said.
The three-storied building consists of 12 classrooms and separate rooms for campus office, accounts, store, meeting hall, computer room and science laboratories.

AIPEU GDS -- GDS CONVENTION -- PALAKKAD DIVISION (KERALA CIRCLE)




AIPEU GDS, Palakkad Divsion has conducted GDS Convention in Palakkad on 29-01-2017. Com.Sashidharan, Local CoOrdinatin Committee Chairman presided the meeting. 

Com.M.A.Saboo, Circle Secretary, AIPEU GDS, Kerala Circle attended and addressed on the recommendations of Shri Kamalesh Chandra Committee on GDS in the Report submitted to the Department.
 Many other NFPE leaders are also attended and graced the Convention.
 


About more than 200 GDS comrades attended and took part in the discussion. Simultaneously, it is proposed to hold GDS conventions in other divisions also for the awareness of the recommendations made in the Report of GDS Committee.

Chip Based ATM cum Debit Card from IPPB (India Post Payments Bank)


The India Post Payment Bank will issue chip-based ATM cum debit card to its customers in lieu of conventional magnetic tape based cards. A microchip is embedded on the card and contains all information in an encrypted format. It also comes with a personal identification number (PIN). 

When a chip-based card is used at the point of sale (POS) terminal, the terminal reads the encrypted format on the card and asks for a PIN and only then is the transaction processed. A chip-based card cannot be read unless you punch in the PIN.

Following is the first look of Rupay Debit of IPPB to be supplied to its account holders.


So far, only Axis Bank Ltd, HDFC Bank Ltd, State Bank of India (SBI), ICICI Bank Ltd and Kotak Mahindra Bank Ltd have launched chip-based cards in India. Some banks offer chip-based cards without a PIN; they use your signature for authentication.

The pilot branches of IPPB will be inaugurated at Raipur and Ranchi through video conferencing by Arun Jaitely and Manoj Sinha on 30th January 2017, at 5PM.

            Secretary General, Confederation of Central Government Employees and Workers, vide Circular No. Confdn/TU Camp /2017 dated 18.01.2017, has intimated that Confederation Trade Union Education Camp will be held at Trivandrum (Kerala) from 6th to 7th May-2017 (Saturday and Sunday).

            Confederation has allotted quota of 100 delegates for NFPE.

            Accordingly the quota is allotted to all affiliates as mentioned below:

            Accommodation will be arranged by the Reception Committee from 5th May after Noon to 08th May morning 6 A.M.  Food will be supplied from 5th May Night to 7th May Night.

            Reception Committee Volunteers will be available  at RMS office  situated near Railway Station Trivandrum  and Bus  Stand  Trivandrum  from 5th May  morning to 8th May  Morning.

            Nobody will be allowed to leave the Camp from 6th Morning to 7th evening. Strict discipline will be enforced in the Camp. Those people who want to visit places should arrange their travel in such a way so that they may attend camp on 06th & 7thMay-2017.

Govt to look into issues of Aadhaar being made mandatory for select schemes


The Centre is examining various questions raised by Software Freedom Law Centre (SFLC), a legal services organisation, with regard to violation of the Supreme Court’s order against making Aadhaar mandatory for access to certain services, sources close to the development, told Business Line.

According to sources, Ravi Shankar Prasad, Minister of Electronics and Information Technology, has recently responded to a letter by Rajya Sabha MP, Rajeev Chandrasekhar, saying he was ‘getting the matter examined’.

Chandrasekhar, in his letter to Prasad in December, had asked the government to state the ‘correct position under law’ on the issue of Aadhaar being made mandatory by various government and private entities with regard to their schemes, which, he said was a violation of the apex court’s orders.

Chandrasekhar had also raised question in the Rajya Sabha in November, after which SFLC had written in detail to Chandrashekar, listing out about 120 violations between September 2015 and September 2016, based on which the MP had written a letter to Prasad, who incidentally is also the Law & Justice Minister.

Exempted schemes

The Aadhaar scheme is instituted and operated by the Unique Authority of India (UIDAI) and in 2015, the Supreme Court had restricted the voluntary use of Aadhaar to six government schemes — the public distribution system (PDS), LPG, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Prime Minister’s Jan Dhan Yojna and National Social Assistance Programme (old age and widow pension). The court had clearly emphasised that no person should be denied any service for lack of an Aadhaar card or number.

However, many schemes are being run wherein Aadhaar has been made mandatory to avail of the services.
  • Citing SFLC’s list, Chandrasekhar highlighted some of the schemes wherein Aadhaar has been made mandatory.
  • “For instance, he has mentioned government considering EPFO’s voluntary pension scheme linked with Aadhaar, Linking BPL ration cards with Aadhaar made mandatory for PDS in Bengaluru, Paytm starting Aadhaar-based KYC process, government saying households not to get LPG subsidy without Aadhaar,” said a government official.
  • 111 crore cards issued
  • Meanwhile, the government is enrolling Aadhaar numbers to the maximum number of people, including children, asking the authority to enrol as many people as possible at the earliest.
  • As of Wednesday, 111 crore Aadhaar cards have already been generated, according to the UIDAI website.
  • Recently, Prasad had also said that the more people are enrolled with Aadhaar, the maximum number of benefits they would get. He had also said that the government was now going to introduce a new Aadhaar-based digital payment system for the common man.
  • But, several citizen groups have pointed out that the mandatory use of Aadhaar in social welfare schemes was leading to exclusion and harassment of the poor, and was in violation of Supreme Court’s six orders in three years.
  • The citizens groups also pointed out that the Aadhaar Act 2016, ‘nowhere authorises the seeding of the Aadhaar number in any database. “The 2016 Act clearly speaks only of ‘authentication’, viz., asking the UIDAI database to verify that we are who we say we are. So, asking anyone to put the number in any other database (the LPG database, for example, is unsupported by the law),” they said.

India Post becomes 3rd entity to receive licence to start payment bank operations

NEW DELHI: India Post has become the third entity to receive a final license last week from the Central Bank to start its payment bank operations. Country’s largest telcom service provider Bharti Airtel and digital payments firm Paytm are the other two to have received the license while only Airtel has started operations so far.

The government has also appointed AP Singh has interim MD and CEO of the India Post Payment Bank. A 1986 Indian Postal Service Officer he was earlier Joint Secretary in the department of disinvestment, ministry of Finance and Deputy Director General incharge of financial inclusion and payments systems at Unique Identification Authority of India (UIDAI). Singh was one part of the founding team that launched Aadhaar and was stationed at the department of Post prior to UIDAI. 

As per the initial road map, each post office in the country will offer the post bank services. The department of post has an existing network of around 1,55,000 post offices currently. ET had reported earlier that IndiaPost plans to open 650 new branches for the payment bank. The branches will be co-located with the existing post offices. The idea is that the 650 branches will be in located in postal district headquarters and all the branches under that particular head post office will be enabled by the payment bank services. This will cover the entire network of 155,000 post offices in the country. 

Earlier this month, Airtel Payments Bank launched nationwide operations, offering 7.25% interest on savings bank balances, which is more than the maximum 7% paid by SBI on its fixed deposits. Bharti and Kotak Mahindra, which holds a 20% stake in the payments bank, would invest Rs 3,000 crore in the venture.

Payments banks can accept deposits from individuals and small businesses of up to Rs 1 lakh per account. And RBI had set a condition that formal license has to be obtained before 31 March. 

Alibaba backed Paytm also said early in January that it has received the final license from RBI and the company hopes to launch operations in February with the first branch coming up in Noida, Uttar Pradesh. 

While operation of Payment Banks such as Paytm are likely to be focused on technology based differentiation, IndiaPost is banking on its huge reach especially in the rural areas to be successful.
