“Note 1: A document may contain a letter as defined in sub-regulation (1) of regulation 87 or any other communication, written, drawn, printed, or a package containing complimentary items or items having no re-sale value, which shall include––
(a) banking, financial services and insurance items like welcome kits or letters, passbooks, cheque books, bank statements, plastic cards, debit cards and credit cards;
(b) Government documents such as PAN Cards, Aadhaar cards, Electoral Photo Identity cards, passports, driving licenses; and
(c) items, upto 500 grams, like Rakhi envelopes or packages, greeting cards or packages, except merchandise or commercial items.
Note 2: All items other than the items referred to in Note 1 shall be dealt with under parcel category.”
They shall come into force on the 1st day of August, 2026
