Postal department is under the control of Ministry of Communications & IT, Govt. of India with all statutory & constitution provisions. Branch Post Office (BO) rules are also statutory.
Working staff in BOs i.e., GDS are being administered by the non-statutory rules in the name of ‘conduct & engagement’
