PREPARE FOR INDEFINITE POSTAL STRIKE FROM 2015 MAY 6TH.

Gramin dak Sevaks do not want SEPARATE gds committee

Seperate committee (whether Judicial or Bureaucratic) is a wAste and farce.

Ø 2.76 lakhs GDS do not want a separate GDS Committee.
Ø   2.76 lakhs GDS want inclusion of GDS in the 7th CPC.
Ø  NFPE & AIPEU-GDS(NFPE) demanding inclusion of GDS in 7th CPC.
Ø  FNPO & NUGDS demanding inclusion of GDS in 7th CPC.
Ø   Confederation of Central Govt. Employees & Workers demanding inclusion of GDS in 7th CPC.
Ø JCM National Council (staff side) organisations including Railway & Defense Federations demanding inclusion of GDS in 7th CPC.
But Recognised GDS Union of Shri.Mahadevaiah is demanding Separte Committee for GDS
*      Hon’ble Supreme Court stated that GDS are Civil Servants and they are Central Govt. Employees.
*      Justice Singhal, Chairman 4th PC stated GDS are Civil Servants and they are Central Govt. Employees.
*      Justice Charanjit Talwar stated that GDS are Civil Servants and they are Central Govt. Employees.
*      Talwar Committee recommended to the Govt. that GDS should be included in Pay Commission and no separate committee should be appointed in future.
*      Govt. appointed 7th Pay Commission for Central Govt. Employees.
*      NFPE & AIPEU-GDS (NFPE) says GDS are part of Central Govt. Employees and they should be included in 7th CPC itself.
*      Confederation of Central Govt. Employees & Workers says that GDS are part of Central Govt. Employees and they should be included in 7th CPC itself.
*      JCM National Council (staff side) orgisastions including Railway & Defence Federations says GDS are part of Central Govt. Employees and they should be included in 7th CPC itself.
*      But recognised GDS union of Shri. Mahadevaiah accepted the Govt. stand that GDS are not part of Central Govt. Employees and hence he is demanding seperate committee for GDS.  He don’t want GDS to be included in 7th CPC.  His main demand in the charter of demandS is seperate committee for GDS .
*      NFPE & AIPEU-GDS (NFPE) declared joint indefinite strike under the banner of JCA from 2015 May 6th for inclusion of GDS in 7th CPC.
*      FNPO & NUGDS also declared joint indefinite strike under the banner of JCA from 2015 May 6th for inclusion of GDS in 7th CPC.
&     Confederation, Railways & Defence Federations organised joint National Convention of entire JCM staff side orgnisations and decided to organise massive Parliament March in April 2015 to declare indefinite strike of entire Central Govt. Employees.  Inclusion of GDS in 7th CPC is included in the charter of demands as number one demand.
Recognised GDS union of Shri Mahadevaiah don’t want joint strike of GDS & regular employees.  He always declares fragmented strike to torpedo the unity of GDS and regulr employees.  He is desperately trying to retain his control over GDS.  He has written to the Govt. not to allow NFPE & FNPO to discuss GDS issues.  Govt. also wants to divide GDS and Regular employees so that they can easily deny the legitimate demands of the GDS including Civil Servant status and all benefits of regular employees.
Let us organise Joint indefinite Strike of five LAkhs GDS & Regular employees from 2015 May 6th under the banner of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS) demanding inclusion of GDS in 7th CPC & grant of all benefits of regular employees to GDS also.
Recognised GDS union of Mahadevaiah is against filing case in Supreme Court  for grant of Civil Servant status and all benefits of regular employees to GDS.  NFPE & AIPEU-GDS (NFPE) has filed a Writ Petition in Supreme Court and after the preliminary hearing Supreme Court transferred the case to Delhi High Court.  The next hearing of the case in Delhi High Court is on 4th February, 2015.
But Shri. Mahadevaiah had filed a case in the Karnataka High Court for his own benefit requesting to grant Foreign Service benefits to him.  (Writ Petition No.24106/2005 (S.CAT).  When he has filed Writ Petition in High Court for his own benefit it is perfectly alright, but when NFPE & AIPEU-GDS (NFPE) filed case in Supreme Court for the benefit of 2.76 lakhs GDS he is ridiculing it and opposing it.

        This is regarding taking work load of Social Security Pensions into BPMs TRCA instead of payment of incentive. In this regard, please find enclosed a copy of Directorate letter No.5-1/2007-WS-1(Pt) dated 16-12-2010 on the above subject for information and necessary action.

2.      I am directed by the Competent Authority to reiterate the instructions as detailed below:

i.     All the concerned should follow the Directorate instructions issued vide letter No.5-1/2007-WS-1(Pt) dated 16-12-2010 while calculating the work load of disbursement of old age pensions being disbursed by GDSBPMs through Savings Bank Accounts with immediate effect.

ii.    Payment of incentive being paid to GDSBPMs @ 0-50ps per transaction may be stopped immediately in respect of old age pensions.

      The circular may be brought to the notice of all concerned. Please acknowledge the receipt of the letter by next post.

        Sub:- Discontinue of CSP services in disbursing NREGS/SSP payments - reg.

       A.P State Govt. desires that disbursement of NREGS wages / SSP pensions should be done through Department of Post functionaries only with immediate effect. In other words, both in BO GPs and BO GPs the disbursement should be made only by DoP staff. In this regard, the following guidelines are issued with the approval of competent Authority for immediate necessary action.

(1) No cash will be issued to CSPs with immediate effect.

(2) The services of CSPs may be terminated immediately by taking the balance of cash available and POTD from the CSP.

(3) The commission payable on NREGS wages paid to the CSP may be taken note of and they assured that the same will be paid at the earliest by AP Online. Any pending paid for disbursement of pensions will be paid by DoP.

(4) Please identify GDS other than PMs to disburse wages / pensions in CSP location. They may be allotted the POTD after due configuration and enrollment along with required cash.

(5) A review is underway on the commission payable for pension payment on the basis of transaction and not percentage of pension disbursed. The final agreed transaction based commission will be paid to GDS. The current commission of 1% for NREGS wage disbursed being paid by APOnline to CSP will be paid to GDS.

(6) The GDS so identified should make the payments to NREGS wage seekers and pensioner after attending to their regular duties.

(7) Necessary training may be given to all GDS concerned immediately.

(8) The above process should be completed from 29-11-2014.

     All the present CSP may be informed that their commission due will be paid very soon.

Department of Posts Launches Some More IT Based Services on Good Governance Day

On the occasion of Good Governance day today, the Department of Posts- “India Post” showcased some of the web based services which would be beneficial to the citizens of India. 
It participated in the exhibition organized by the Ministry of Communications & Information technology. The “India Post” pavilion showcased following initiatives:
The usage of hand held device which would be used by village Postmaster. All types of transactions related to the services of Post will be offered through the wireless hand held device in rural post offices under the ongoing IT project. 
(ii) My Stamp counter was set up where any individual who desires, can get customized stamp made which could also be used as postage. 
(iii) The monitoring of mail transmission under MNOP (Mail Network Optimisation Project) and of Project Arrow Offices through web based tools was displayed.
(iv) The functioning of e-Post Office- a virtual Post Office where an individual can do postal transaction was also on display. 
(v) A pilot connecting weavers of Varanasi with e-commerce was started today at Varanasi and its portal was displayed in the exhibition in Delhi. Under the Pilot, Department of Posts and M/s Snapdeal, under the existing agreement of cooperation, will do hand holding of domestic manufacturers by helping them through post office in putting their products on the e-commerce platform. An ecommerce desk is set up in Varanasi Head Post Office where registration of weavers etc and uploading of their products would be facilitated. Management of orders received, payment processing, returns management would be done by Snapdeal. Packaging, if required, booking of articles and final delivery to online buyer would be undertaken by Department of Posts.

To mark the occasion the Minster of Communications &Information Technology Shri Ravi Shanker Prasad launched an e-Book and a pocket book on products and services of Department of Posts. He also announced the enhancement of maximum sum assured limit in Postal Life Insurance from 20 to 50 lakh rupees. Details are:

As part of the agenda to promote good governance through e-initiatives in the Department of Posts, an e-Book is being launched. This e-Book can be accessed directly on the India Post official website or by scanning a Quick Response (QR) Code Printed on a card. Details of the new initiatives of the Department of Posts, along with existing services are available on the e-Book. 
e-Pocket Book 
In order to provide an easy to carry reference book containing the details of all products and services of the Department of Posts in hard form, a Pocket Book is also being launched. This would be available in all post offices and shall promote Good Governance by making details of services and their rates available to the common man, in a simple, reader friendly and pocket sized format.
 Postal Life Insurance:

The present maximum sum assured limit in Postal Life Insurance is Rs. 20 lakh per individual. In order to give benefit of greater insurance to the customers, upper insurance limit has been enhanced from Rs. 20 lakh to Rs. 50 lakh.

Snapdeal, India Post partner to bring weavers online

New Delhi: Online marketplace Snapdeal has partnered India Post to jointly work on bringing thousands of weavers and artisans from Varanasi through its website.

Snapdeal has launched a pilot with India Post to set-up facilitation desks at Varanasi post offices to enable local weavers to sell on its platform.
  
"This is an endeavour by Snapdeal and India Post to empower local artisans, small and medium entrepreneurs to sustain their livelihood by providing a platform to popularise their indigenous products," Snapdeal CEO and co-founder Kunal Bahl said.
  
Through this association, weavers will be able to access the national audience by listing their products on Snapdeal, at negligible cost, he added.
  
The post offices will act as a dropping point for sellers, and India Post will deliver the goods to the buyers.
  
"India has a number of unique and highly specialised art forms and weaves. However, with the fast changing fashion trends and readily available products we are losing out on this rich heritage. If we don't act now, soon the rich designs and weaves will be extinct," he said.
  
Through this partnership, Snapdeal will take the Banarasi weaves to customers in all corners of the country and extend this platform to include more weavers and artisans of the country, Bahl added.
  
Snapdeal will also create an 'India Post' store to feature the associated sellers exclusively.
  
Besides, the City-based firm will also share its expertise in fashion and market insights with weavers to help them create designs and products, which will appeal to a variety of customers across the country, he said.
  
Previously, India Post had partnered with Snapdeal to reach out to the philatelists to offer stamps priced between Rs 300 and Rs 5,500.
  
India Post is world's most widely distributed postal system with over 1.54 lakh post offices all over the country.

Government asks ministries, departments to shun use of private email services

New Delhi: The government has asked all central and state departments and ministries to stop using private email services for official communication and instead use of indigenous services provided by NIC, to prevent "misuse" or "leakage" of classified data.

A recent circular, accessed by media, issued to all government bodies by the CERT-In under the Union Ministry of Communication and Information Technology has stated that homegrown and India-based email communication systems should be preferred for official work as the servers of private email service providers are based out of India and is prone to "misuse" or "leakage" of classified and proprietary data.

"It has been observed that a number of officials in the ministries/departments in the central and state governments are using the private mail services particularly hosted and operated from outside India for official communications. Such official communications are government and also the public records.''

It is to mention that data pertaining to such emails and web services is stored by these service providers outside Indian and is fully under their control.
  
"At the time of any security breach incident or data loss it becomes very difficult to obtain data from those service providers apart from the possibility of leakage of information as they are controlled by the service providers outside the country," the circular-cum-advisory issued last month said.''

The agency, while issuing the circular, has invoked Section 4 of the Public Records Act, 1993 (Prohibition against taking public records out of India) and some recent concerns raised by the Delhi High Court to buttress its point.

Keeping in view both the things in mind, the circular said, "All the ministries, departments of central and state governments should either use email services provided by National Informatics Centre (NIC) or they should use their own email and web services being fully controlled by them and hosted in India for official communication. CERT-In security guidelines/advisories as issues time to time should be followed."
  
The CERT-In is the nodal agency to combat hacking, phishing and to fortify security-related defences of the Indian Internet domain.
