AS THE ONLY ONE RECOGNISED GDS UNION

Dear Comrades,
                   As all of you are aware Department of Posts has commenced the process of verification of membership of Gramin Dak Sevaks for grant of recognition.  The AIPEU-GDS was formed in the year 2012 and the Federal Council of NFPE held at Hyderabad in 2013, which is the highest decision and policy making body of NFPE, has decided to grant  “Associate Membership” to the newly formed AIPEU-GDS.  For the last four years, AIPEU-GDS is functioning without recognition and joined all the programmes of NFPE including strike.  During this four year period it had conducted two All India Conferences and formed Branches in all the 22 Circles.  After formation of AIPEU-GDS, it is the first membership verification taking place.
                There is no doubt that the AIPEU-GDS will get recognition and shall become number one recognised GDS Union, with flying colours.  But that is not enough - we should make the AIPEU-GDS as the only one recognised GDS Union in the Department of Posts.  It is not impossible.
                For fulfilling the above task, all Circle/Divisional Branches of NFPE affiliated Unions/Associations and also all CHQ office bearers are hereby requested to take immediate action to implement the following directions of NFPE.
1.           It should be ensured that Circle/Divisional Unions of AIPEU-GDS is formed in all Circles/Divisions.
2.        The name, designation and official address of the Circle/Divisional Secretaries should be intimated to “Com.P.Panduranga Rao, General Secretary, AIPEU-GDS, 1, Patel Road, Shadipur, Dada Ghosh Bhavan PO, New Delhi-110 008”.  Email ID: aipeugdsnfpe@gmail.com  Mob: 09849466595.  Divisional Secretaries should inform the above particulars to Circle Secretaries also.
3.                Still there are some divisions where the branches of AIPEU-GDS are not yet formed, inspite of repeated instructions from NFPE.   All those Divisions where the branch of AIPEU-GDS is not yet formed should form the Branch Union or at least an Adhoc Committee at Divisional level with a Secretary or Convenor before 15th April 2016.  The name, designation and official address with pin code and mobile number of the newly elected Secretary or Adhoc Committee Convenor should be intimated to the General Secretary and Circle Secretary.  Wherever Circle Unions are not functioning immediate action should be taken to form a functioning Circle Union or Circle level Adhoc Committee of AIPEU-GDS.
4.                It is reported from some circles that some P3 and P4 Divisional Unions of NFPE has not taken any positive action to form the Divisional Branches of AIPEU-GDS.  Not only that in some limited divisions, the rival GDS Union, which is campaigning against NFPE and has formed separate unions for Group-C and Postmen/MTS in the name of “UNITED” to break our P3 and P4 Union and thereby to destabilise NFPE, is given all help and assistance by the some P3 and P4 Unions of NFPE and also holding joint meetings with the rival GDS Union which is no more an affiliate or Associate of NFPE.  This is not permissile and is in violation of the directions and guidelines issued by NFPE.  It is once again made clear that disciplinary action will be taken against those divisions which refuse to form the branches of AIPEU-GDS and which are still cooperating and extending all help to the rival GDS Union and conducting joint meetings.  The recognition of all such Divisional Unions which refuse to carry out the directions of NFPE will be withdrawn without any further notice.
5.                Last date for submission of application by GDS Unions for participating in the membership verification process is 31-03-2016.  AIPEU-GDS has already submitted application to the Directorate on 18-03-2016.  Please note that the name of our union is “AIPEU-GDS”.  Department may issue orders fixing the last date for submission of authorisation forms to the Divisional heads, along with the model authorisation form with the signature of an officer of the Directorate.  Immediately on publishing the authorisation form by the department all the affiliated unions of NFPE should jointly jump into action and collect maximum number of authorisation forms from GDS of each division.  As GDS are working in remote villages, action plan should be chalked out now itself, for visiting each and every Branch Post Office by the NFPE leadership, for collecting authorisation forms signed by the GDS in favour of AIPEU-GDS.
6.               AIPEU-GDS is the GDS Union of NFPE and it is the collective responsibility of all Circle/Divisional Unions of NFPE to make our GDS Union as the only one recognised union.  Let us take it as a challenge and prove that it is possible.

MAKE AIPEU-GDS THE NUMBER ONE AND ONLY ONE RECOGNISED UNION OF GDS


Govt. of India, Department of Posts, has issued two important orders relating to Gramin Dak Sevaks.  First order is regarding appointment of separate GDS committee headed by retired Postal Board Member (P) Shri.Kamalesh Chandra, Second order is long awaited Membership verification orders of GDS.
                   Regarding GDS Committee headed by the retired officer Shri. Kamalesh Chandra, NFPE and AIPEU-GDS had already submitted its memorandum on 18-03-2016.  Our main demands submitted before the GDS committee are (1) Grant of civil servant status and all benefits of departmental employees on pro-rata basis (2) Pay scale, increment and all other allowances admissible to departmental employees on pro-rata basis (3) Fixation of minimum five hours and maximum eight hours wages (4) Pension and other pensionary benefits like Family Pension, Commutation Pension, Leave surrender etc. (5) Time bound promotion or Assured Career Progression (ACP) on completion of 10,20 and 30 years of service (6) Medical reimbursement facilities and (7) Grant of all kinds of leave including CL, EL, Commuted Leave, Maternity Leave, Child Care Leave and Special Casual leave etc.  There are many other demands also which we have included in the memorandum. 
                   Chairman, GDS Committee has written a letter to General Secretary, AIPEU-GDS for submission of memorandum to the Committee.  The Committee has assured NFPE and AIPEU-GDS that they will be given an opportunity to give oral evidence before the Committee.  We will try our best to get our demands accepted by the GDS Committee.
                   NFPE and AIPEU-GDS has already filed a case in the Supreme Court for implementation of the 1977 judgement and grant of Civil servant status to GDS.  Supreme Court has transferred the case to Delhi High Court and High Court has transferred the case to Principal Bench, Central Administrative Tribunal (CAT) Delhi.  The case is posted for final hearing on 4th April, 2016.
                   Regarding membership verification, all of us are aware that AIPEU-GDS was formed in the month of April, 2012.  For the last four years we are working without any recognition from the Government and Department.  Majority of the GDS in all 22 circles have joined AIPEU-GDS.  We have conducted two All India Conferences at Chennai and Shimla.  Full-fledged democratic functioning is ensured from Branch/Divisional level to Circle and All India.  We have conducted two All India strikes jointly with NFPE and AIPEU-GDS in December 2012 and February 2014 in which the main demands are GDS issues.
                   Recognised GDS union is functioning for the last seventeen years, with all the help and patronage of the Department and Govt. including Department provided Union office in Delhi.  Talwar Committee report was implemented partially and in a distorted manner in the year 1998 and GDS was granted TRCA, Increment, Paid leave, Ex-Gratia Gratuity, Severance Amount etc.  The recognised GDS Union was formed in the year 1999 ie. after partial implementation of Talwar Committee recommendations.  
                 After the formation of the recognised union not even a single demand of GDS was settled.  Natarajamurthy Committee made most retrograde recommendations including change of cash handling point from Rs.1000/- to Rs.20,000/-.  This time also recognised GDS union signed an agreement with the department for appointment of separate GDS committee.  All the main demands of GDS such as Civil Servant status, Minimum and maximum wage, promotion, pension, medical facilities still remained unsettled.  
What is the balance sheet of the recognised GDS Union for the last seventeen years?  It is a big zero.  
           Whatever benefits achieved for GDS was only because of the struggle conducted by NFPE in the past.  Recognised GDS Union went on accusing NFPE and tried its best for dividing GDS and Departmental employees.  AIPEU-GDS always believed in united struggle of GDS and Departmental employees.  Thus it can be seen that AIPEU-GDS is the only GDS union which is fighting, both organisationally and legally, for the cause of GDS.  Recognised GDS Union is spreading lies and always cheating the GDS and failed miserably to settle any of the demands of the GDS.
                   GDS want change and this is the time for change.  In the coming membership verification, it is the duty of every GDS and all NFPE members to defeat the recognised GDS Union and make AIPEU-GDS the only one recognised GDS Union.  We should get the membership authorisation letter signed by all GDS in favour of AIPEU-GDS and submit it to the concerned authorities duly countersigned by the Divisional Secretary or authorised representative of AIPEU-GDS.  
                 There are some divisions where the Branch of AIPEU-GDS is not yet formed.  In such Divisions we should form an adhoc Committee immediately and intimate the name and designation of the authorised representative or convenor / secretary to General Secretary AIPEU-GDS.
                   Let us declare that we will make AIPEU-GDS, the only one recognised GDS Union of GDS in the membership verification.

AIPEU - GDS formation of Union

It is reported that AIPEU-GDS has been formed in Ramachandrapuram Branch under Rajahmundry Division (AP Circle) on 27-03-2016.

A general body meeting was conducted with the GDS members of R.C.Puram and an organizing body for AIPEU - GDS is elected for the ensuing period.

Com.D.A.S.V.Prasad, Circle Secretary, Gr.C., Com.K.Manohar, Circle President, GDS., Com.K.Nageswararao, Asst. Cir, Secy., GDS, Com.M.Satyanarayana, D/S, Gr.C, Rajahmundry, NFPE leaders of R.C.Puram Branch were also attended and addressed.

REVISION OF INTEREST RATES FOR SMALL SAVINGS SCHEMES

GET READY FOR VERIFICATION OF MEMBERSHIP FOR RECOGNITION OF AIPEU-GDS AS NUMBER ONE

Comrades,

If we think of it, it is very surprising that four years of time has gone, how fast,  as our AIPEU GDS (NFPE) formed in the month of April, 2012.

From the date of its formation, thousands of GDS comrades in hundreds of Divisions/Branches in 22 Circles still remained and continuing their militancy and courage with NFPE and its affiliates. None of the GDS went back or reel their membership or loyalty to the other GDS Unions. 

With great sacrifice and commitment every member of our Union followed the foot-steps of united struggles of working class in general and postal in particular for the last four years. Not only exclusive GDS demands but also common cause of demands , number of struggles our union has participated during this period.

Even though many of our companion GDS members of other unions commented like anything about the RECOGNITION of our union, with bare-foot we walked with the support and cooperation of Departmental unions, Federations in postal, other working class organizations and all other Central Govt organizations including Railways & Defence. 

In many divisions/branches/circles Biennial conferences are going on and  two All India conferences were held, obviously, the formation of our AIPEU-GDS branches are continuing to fly our flag in all divisions & Circles.

We laid and build a pucca foundation to our Union with the recognition of large membership of GDS in almost all divisions/Circles, in which it extended to Departmental Unions, Federations, Postal JCA, Confederation of Central Govt Employees, National  JCA and many other Trade Unions, what else, except to participate in the verification process to get RECOGNITION  from the Dept & Government.

Even though our Union conducted individual struggles viz., Dharna programmes at all levels, Parliament March etc.,  we are not alone. We shouldered with NFPE, Postal JCA, Confederation, NJCA  in many struggles for the cause of GDS besides all Central Govt Employees & working class of this nation.

Simultaneously, except our Union, with the cooperation of NFPE, started ‘Legal battle’ by filing a historic case in SUPREME COURT for getting Civil Servant Status to Gramin Dak Sevaks. Even though it may take some time, the Dept & Govt are bound enough to implement the privatization policies namely, franchising the BOs etc., in the rural net work that which caused the continuance of rural postal system in this country.

GDS are in the toughest situation now. You are well aware of much news heard about 7th CPC recommendations. Our GDS Committee is also to be in touch with 7th CPC as referred in the Terms of Reference. Except UNITY with our postal working class, we cannot march forward.

Our Union has elevated to a higher level with its militancy and larger participation of membership in all the struggle programmes for the last four years.

Now the time has come to prove our strength and ability to get RECOGNITION as number ONE union among GDS cadre Unions.

Our sacrifice for the last four years has to become fruitful.

It has no other option except to franchise your declaration / authorization in favour of AIPEU-GDS.

A letter dated 04-03-2016 was addressed by the SR Section of the Directorate, Dak Bhawan, New Delhi to The General Secretary, AIPEU GDS (NFPE). Accordingly, AIPEU GDS (NFPE) CHQ submitted its application in the name* of AIPEU-GDS to participate in the ensuing verification process for RECOGNITION OF SERVICE ASSOCIATIONS under EDA (RA) Rules, 1995.

Soon after notification and publication of "Membership Form" Keep in pace with obtaining declaration / authorization from the GDS members with a bonafide  form signature.

MEMORANDUM SUBMITTED TO GDS COMMITTEE BY AIPEU-GDS

Dear Comrades,

A letter (dated 04-03-2016) has been addressed to the General Secretary, AIPEU-GDS(NFPE), New Delhi by the office of the GDS Committee to submit suggestions/views & memorandum on the Terms of the Reference of the Committee.

We have taken in to consideration of various views, suggestions, comments, ideas, rule provisions from all quarters of our departmental unions, well-wishers, GDS members besides thoroughly discussed in CWC meetings.

Even though a detailed memorandum submitted & discussed in the meetings by our Union, NFPE & NJCA the Chairman of the 7th CPC made some adverse comments on GDS cadre. 

We tried our level best to project almost all the issues pertaining to Gramin Dak Sevaks are placed before the GDS Committee through this Memorandum.

While submitting the memorandum also many points have been discussed with the Secretary, GDS Committee along with the Secretary General, NFPE.

We are confident and hopefully expecting that the future of Gramin Dak Sevaks would be kept in a respectful  & beneficial manner followed by the recommendations of the GDS Committee.

5 Year Post office Time Deposit eligible for 80C

Investment made in "five year time deposit in an account under Post Office Time Deposit Rules, 1981" will be eligible for deduction from the Gross total income, under section 80C, with the overall section threshold of 1 Lakh.

The additional point to be noted is "The amendment shall apply to investments, as above, made during the financial year 2007-08 and subsequent years."

Below is the summary of the Finance bill presented in the budget:

Enlargement of the scope of eligible saving instruments under section 80C

Section 80C of the Income-tax Act provides for a deduction of upto rupees one lakh to an individual or a Hindu undivided family (HUF) for,-

(i) making investments in certain saving instruments; or
(ii) incurring expenditure on tuition fee and repayment of housing loan.

With a view to encourage small savings, it is proposed to enlarge the scope of eligible saving instruments by inserting two new clauses in sub-section (2) of section 80C. The following investments made by the assessee, during the previous year, shall be eligible for deduction under section 80C within the overall ceiling of rupees one lakh:-

(i) five year time deposit in an account under Post Office Time Deposit Rules, 1981; and
(ii) deposit in an account under the Senior Citizens Savings Scheme Rules, 2004.


Further, it is also proposed to provide that where any amount is withdrawn by the assessee from such account before the expiry of a period of 5 years from the date of its deposit, the amount so withdrawn shall be deemed to be income of the assessee of the previous year in which the amount is withdrawn. The amount so withdrawn, accordingly, shall be liable to tax in the assessment year relevant to such previous year. 

The amount liable to tax shall also include that part of the amount withdrawn which represents interest accrued on the deposit. However if any part of the amount so received or withdrawn (including the amount relating to interest) has suffered taxation in any of the earlier years, such amount shall not be taxed again.

World Bank And International Banks Showing Interest To Partner With DOP

The Department of Post will be rolling out 10,000 ATMs and 20,000 micro ATMs across the country by the end of this year.

Finance Minister Arun Jaitley had announced that to provide better access to financial services, especially in rural areas, the government will undertake a massive nationwide roll-out of ATMs and micro ATMs in post offices over the next three years.
DoP has already announced plans to open 1,000 ATMs by March. Department of Post (DoP) will soon also approach the Reserve Bank of India for interoperability of its ATMs with commercial banks as it looks to roll out 10,000 ATMs across the country by the end of this year.

Communications and IT Minister Ravi Shankar Prasad has asked the department to take the proposal to RBI on a priority basis as it will help in popularising banking in rural areas. Interoperability of postal ATMs will help people to withdraw money from their bank accounts also. Currently, such ATMs can be used if people have an account in DoP.

 The government wants to leverage the vast network of India Post for implementing the mandate of financial inclusion and it has received renewed momentum from the Budget recommendations. India Post has more than 576 ATMs across the country and has also overtaken the State Bank of India to become India's largest core banking network having 18,231 branches.

By March, all the 25,000 departmental post offices would offer anywhere banking facilities using core banking solutions. As on February, India Post has issued 1,26,181 ATM/debit cards to its account holders. The Public Investment Board has already approved the Rs 800-crore proposal from India Post for setting up a payments bank. PIB, under the Finance Ministry, whets the investment proposals by state-run entities.

The department is also in the process of finalising selection of a consultant for setting up of the India Post payments bank. India Post payments bank will primarily target the unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services.

The pilot for the payments bank is set to start from January and the full-fledged operations may start by March 2017. As many as 40 international financial conglomerates including World Bank and Barclays have shown interest to partner the postal department for setting up the bank.


Reserve Bank has granted payments bank permit to the department, which is already into providing financial services and has 1.55 lakh branches across the country.

Digital India summit: Post offices pip SBI to have largest core banking footprint, says Ravi Shankar Prasad

Listing out the achievements of the Government as it looks to complete two years in power, Minister forCommunication and Information Technology, Ravi Shankar Prasad today said during his tenure and because of a sustained push, 20494 post offices have been connected under core banking solution, which is more than the 16333 enabled core banking branches of State Bank of India ( SBI). 

"I pushed my postal service to go digital, because postal service digitization is integral to digital India. The first thing we pushed was core banking solution, which means banking from anywhere. We have 25,000 district and sub-post offices that needed to be digitized. When I had become Minister only 230 post offices hadcore banking. Today, 20494 post offices have come under core banking solution and we will complete the remaining by April this year. Core banking linkage of post office is bigger than that of the State Bank of India," said Prasad at the Times Network organized Digital India Summit & Awards 2016. 

Prasad added that the number of ATMs in post offices has increased from 4 when he took over as the minister to 850 today and by April the number will rise to 1000. "By March next year we will bring in the payment bank of the postal department," said Prasad. 

Prasad listed another key achievement of his Ministry, which is the delivery of e-commerce consignments. "Parcel revenue had dipped by 2% in 2013-14, it rose by 45% in 2014-15 and now has risen by 120% by January 2015-16. This is the scale we have been able to achieve," said Prasad. 

Stating that digital infrastructure is important and has revolutionary potential, Prasad said that when he became the Minister the total length of pipes laid out was 2092 kms and optical fiber was at 398 kms. "Today, in less than two years we have laid pipes in 1,30,000 kms of pipes and optical fiber of 1,10,000 kms," said Prasad. 

The Minister went on to add that the number of Common Service Centers has increased from 83000 units when he took over to 157000 today. Next year the government plans to scale it by another 1 lakh units. Of these, 20,000 are being run by women entrepreneurs. He added that the government would also be pushing a BPO call centre programme in a big way to ensure Digital India as a mission percolates to even the smaller towns.

KALAHANDI DIVISION (ODISHA CIRCLE) - AIPEU GDS (NFPE) formed today

It is reported that the Divisional Union of AIPEU GDS (NFPE) has been formed for Kalahandi Division of Odisha Circle.

A general body meeting has been convened to form the division organizing body of AIPEU GDS (NFPE). Com.Nirmal. C Singh, Vice President CHQ & Circle Secretary, GDS (NFPE), Odisha Circle attended and addressed. The NFPE leaders of Divsional Union are also present and addressed.




WANAPARTHY DIVISION (ANDHRA PRADESH CIRCLE) - AIPEU GDS (NFPE) - formed today

It is reported that a joint general body meeting of GrC., P4., GDS has been held in Kothakota HO of Wanaparthy division.

It is reported that the Joint Biennial Divisional Conference of AIPEU GrC., P4., AIPEU GDS (NFPE) Tirupati Division has been held today in Nirmala Ramaiah Kalyana Mandapam, Tirupati.

Com.R.Sivannarayana, former All India President, AIPEU GrC (CHQ), Com.Ch.Vidya Sagar, Circle Secretary, P-4., Com.D.A.S.V.Prasad, Circle Secretary, Gr.C., Com.K.Sudhakar ex-ACS, AIPEU Gr.C., Com.K.N.Chary, ACS, GDS (NFPE) and many other leaders of NFPE attended and addressed.

A new set of Office bearers were elected unanimously for the Divisional Unions of Tirupati for the ensuing period.
