TIME TO ACT FAST

APPEAL TO COMRADES

Dear Comrades,

There is hardly one month left for the All India Conference of GDS [NFPE] Union from today. We tried to impress upon you the need for funds collection for successfully holding the AIC in Chennai. Unfortunately, the response from you is not encouraging and very slow. We have many deadlines to meet with the arrangements of the Conference including payment of rent etc as per conditions. Many other arrangements purely rest on the collection of desired level of donations from staff, donations from public as well as most importantly the advertisements for the Souvenir.

It seems most of the divisions are yet to commence any serious preparations for either collecting the 100/- donations from staff and other collections from the public. Since we are facing certain deadlines as explained, it is the requirement that all of you act with seriousness and speed.

The Reception Committee is fully dependent on the cooperation of all of you from divisions and branches. The Reception Committee once again appeal to all Divisional and Branch Secretaries of NFPE Unions to come forward to fulfil the task immediately. This is most urgent.

APPEAL FOR EXPEDITING COLLECTION OF ADVERTISEMENTS AND DONATIONS

Reception Committee requests all Divisional and Branch Secretaries from all Circles except Tamilnadu to expedite sending at least one Advertisement to the Souvenir as per the Tariff already sent to all by the Reception Committee.

Divisional and Branch Secretaries of NFPE Unions in Tamilnadu Circle are kindly requested to complete the donation collection of Rs.100/- from every employee and remit the same before 15th of February, 2013. Similarly all are requested to expedite to collect maximum donations from members of public as well as  Advertisements for Souvenir at the earliest.

Time is running out. The Reception Committee is in dire need of arrival of collections for fulfilling all arrangements for the successful conduct of the All India Conference.

All are requested to act quickly.

LET ALL ROADS LEAD TO CHENNAI AIC

The three lakh Grameen Dak Sevaks remains as the symbol of British colonialism and still exploited even after the independence of the Nation. The "Extraneous Departmental Agents" which was the nomenclature of the GDS during the British regime and equated with the Government employees became the “extras” of the Department after Independance. Justice Talwar has declared that they are holders of Civil Posts as per the Supereme Court Judgment and should be called as Grameen Dak Karmchari with departmental status. But the Govt. of India has chosen the nomenclature as "Grameen Dak Sevak" not as Karmachari.

The GDS Rules were subsequently amended in 2001 and 2011 and made the GDS as holder of Civil Post “outside the civil service” and applied only for the Disciplinary rules which is also not a statutory one. They have been denied the prorata wages at par with the Departmental employees. The pay has been termed as Time Related Continuity Allowance (TRCA). All the positive recommendations of Justice Talwar Committee were buried after the implementation of R.S.Natarajamuthy Committee. The GDS are now equated with the part time workers. The Bonus which was granted at par with Departmental employees was snatched away and files were constructed in  such  way to deny all the benefits to GDS permanently. The Officer who was associated with the Nataraja Murthy committee has given the responsibility of implementing his own recommendations!! But there was no protest at that time from the so called recognized GDS union. A static silence due to obvious reasons of the leadership.

There is a clear discrimination between the regular and GDS officials and we lost many things during this last thirteen years. Wages have been reduced. Protection of pay granted in 1986 was freezed. Now after one year there is no protection and the reduction will take place. Bonus ceiling reduced to Rs.2500 from Rs.3500. The GDS workload norms were tightened. The vacant GDS posts have not been filled up. The indiscriminate combination of duties is the order of day and there is no prorata wages to GDS as per the Sixth CPC. The 100% promotional avenues enshrined for the GDS in MTS and Postmen recruitment rules were modified and open market recruitment is resorted to. The relaxation of standard in the question papers have been withdrawn and now tightened with the pattern of CBSE Xth standard resulting many vacancies were not filled up and will go to the open market, thus the GDS will be deprived of fair chances.

All these adverse effects had taken place during the last 13 years and the so called recognized union  remained as mute spectator under the chauvinist leadership of GDS who was always taking position against NFPE. Now we have to revive our activities by united approach under the NFPE with the total cooperation of departmental and GDS comrades and fight against all these exploitation and discrimination and undo all the injustices caused to us. We have to act swiftly in unifying all the GDS comrades under one plartform of  NFPE and formulate our demands in particular for the departmentalization of GDS for which the unity among the GDS is a must. We are not chauvinistic but really practical; we will put ourselves into constructive criticism of our activities.

Comrades, we are meeting shortly in Chennai in our first All India Conference from 21.03.2013 to 22.01.2013. We are going to discuss and debate all our issues dispassionately and decide our future course of action. We should evolve the strategy for the future programme of action in mitigating the GDS problems and also on our organisational advancement.

We are now an “Associate Member” of NFPE and NFPE leadership has assured us to extend whole hearted support and join with us in all the struggles including strike.

Let us meet in Chennai, discuss, deliberate and decide our future course of action by fullest mobilization. Let all GDS comrades march forward to Chennai and make the 1^st AIC a historic success.

SPECTACULAR SUCCESS OF TWO-DAYS STRIKE BY C.G.EMPLOYEES ALONGWITH WORKING CLASS OF INDIA

CONFEDERATION OF CENTRAL GOVT. EMPLOYEES AND WORKERS

PRESS STATEMENT

About 8 lakhs Central Government employees took part in the 48 hour (two day) general strike yesterday and today organised by the Indian working class as per the call of the Joint platform of 11 Central Trade Unions of the country. Besides 5 lakh Defence Civilian employees are also reported to have participated in this historic action.

The Strike was total and cent per cent in Income tax and Postal departments. The participation ranged from 60 to 90% in other Government of India organisations except in the Central Secretariat. As per the report, the strike was total in Assam, Tripura, West Bengal, Orissa, Bihar Andhra Pradesh, Tamilnadu, Kerala, Chhattisgarh and 60 to 70% in Rajasthan, Gujarat, Madhya Pradesh, Punjab, Haryana and partial in other States.

In Delhi, the Income tax and RMS offices of the Postal Department virtually remained closed. Not a single employee reported for duty in these offices. Many offices of the Civil Accounts and Post offices in Delhi also did not function on these two days.

Many establishments of Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, Medical Depots, Customs, Ground Water Board, ISRO, Directorate of Marketing Inspection, Civil Accounts, Central Public Works Department remained closed throughout the country on both the days.

The National Secretariat of the Confederation places on record its sincere gratitude and appreciation of the efforts undertaken by the State/Branch level leaders to make this historic action of the Indian working class a resounding success by eliciting the total participation of the Central Government employees. The success of the two days strike action will no doubt embolden the employees and workers to chalk out intensified action programme including indefinite strike action to compel the Govt. to rescind the anti-people economic policies pursued since 1991.

We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal and RMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal and RMS offices including Branch Post offices remained closed for two days. About more than five lakh employees including Gramin Dak Sevaks struck work. Though the strike will be over tonight, the struggle against the anti-worker policies will continue.

On 17-02-2013 AIPEU-GDS(NFPE) Convention has been held at Com. D.P.Diwakar Memorial Hall (Bansi Bhawan), Beawar town, Beawar under the Presidentship of Com.Pusaram Chaudhary, Circle President, Gr.C., Rajasthan Circle.

Com.N.M.Shrimali, Divisional Secretary, Gr.C., Beawar Division welcomed all the Guests and delegates to the Convention and anchored the meeting in a befitting manner.

You are well aware that the 1^st All India Conference of AIPEU-GDS(NFPE) is going to be held on 21^st & 22^nd March 2013 in Chennai (Tamilnadu). The arrangements are going on to make it successful  and  a historic one.

In the mean time it is our sincere responsibility to share the appreciation for its memory, need to cooperate with the Reception Committee.

I hope that already a Circular with its importance has been reached  all most all the branch & divisions of Gr.C, P-4 and GDS in all the Circles.
