Dear Comrades,

The CHQ is receiving number of phone calls and messages on the orders of implementation of GDS Committee report.

It is well aware that on 25th June 2018, orders have been issued on prime recommendations viz., Drawal of arrears, Pay fixation including DA & Annual increase, some Allowances.  After that on 27th June 2018 orders on Maternity Leave to women GDS, GDS Gratuity, Severance Amount, SDBS have been released.

It is observed that there are some deviations / modifications from the true spirit of the recommendations of the GDS Committee to the orders / instructions given for implementation.

Our CHQ is keenly pursuing the situation and requesting the members to discuss about the observations made on the orders issued to give feedback to CHQ. Further requesting to hold conventions, meetings with well-wishers, senior comrades including the concerning officials in the division for good awareness about the implementation of the positive recommendations of the GDS committee.

It is informed that the instructions on the implementation of the orders are yet to be received by many divisions from RO/CO. In some divisions, drawal of arrears is being made by depositing amount in POSB accounts of respective GDS.

The much resentment is expressed by GDS comrades all over the country on the drawal of lesser amounts regarding arrears from 01-01-2016 and also on the modification of recommendations. Still many more orders / instructions are to be released on many positive recommendations in due course.

However, all GDS unions are having a common understanding for the cause of GDS regarding the implementation of positive recommendations of GDS Committee. Future course of action will be decided soon and all details will be communicated to the members.

Telangana postal circle ranks 3rd in fastest Aaadhaar enrollment in country



Hyderabad, Jul 6 (UNI) Telangana Postal Circle has been ranked 3rd in the category of “Fastest Roll-out of Aadhaar Enrolment and Updation Centres” in the country, while Punjab and Bihar postal circles secured first and second ranks respectively in the same category.

UIDAI has announced the Aadhaar Excellence Awards, 2018, constituted to appreciate the commendable efforts of India Post in setting up and operating Aadhaar Enrolment and Updation Centres across India. 

India Post will have over 14000 Aadhaar Enrolment and Update Centres, across the country. A total of 66 awards are being in 3 categories--Best Performing Postal Circle ( 3 awards : Maharashtra, Karnataka and Punjab) , Fastest rollout in the country by a Postal Circle ( 3 awards 

to Punjab, Bihar and Telangana) while 60 awards for Best Performing Post Office in a Postal Region , said G. Venugopal Reddy, Deputy Director General, UIDAI Regional Office(Hyderabad) said in a release here on Friday.

Telangana Postal Circle Chief Postmaster General, Brig Bhuvanagiri Chandrasekhar will receive the award at the awards function which will be followed by a workshop on Aadhaar Best Practices , is being held on July 11 at New Delhi.

Secunderabad Post Master (HO) S Prasad Rao will receive the award for the “Best Performing Post Office” in the Hyderabad City Region, while K. Sampath, Post Master, Hanamkonda (HO )will receive the award for the “Best Performing Post Office” in the Hyderabad Region.

Aadhaar Erolment and Update Centres will function in 266 post offices in Telangana, 578 post offices in Andhra Pradesh, 473 post offices in Odisha and 161 post offices in Chhattisgarh. 

From Andhra Pradesh, J.Subbarayudu, Post Master, Cuddapah(HO), will receive the awards for the “Best Performing Post Office” in the Kurnool Region, while K Kanaka Ratna Rao, Post Master, Vijayawada (HO), will receive the awards for the “Best Performing Post Office” in the Vijayawada Region and R Ganesh Shankar, Post Master, Visakhapatnam (HO), will receive the awards for the “Best Performing Post Office” in the Visakhapatnam region.

Editorial :: Postal Crusader

FOUR YEARS OF LABOUR LAWS  REFORMS

BJP Lead NDA Govt. has completed four years. In these four years in the name of reforms and ease of doing business, so many labour laws have been amended.
                         
Just after coming in power NDA govt. proposed four labour codes, consolidating 44 labour laws. But during these four years none of the labour code was presented in the parliament. Only wages act 2017 was presented in Parliament. This act will replace 4 laws i.e.  minimum wages act, wages payment act, Equal wages act and Bonus act . Besides this two more code bills are also under process one related to social security and another related to job and profession.

But without getting these bills passed by the Parliament, Govt. has implemented some of the amendments. First attack on workers was unleashed by amending factories act.  According to amendment the no. of workers was increased from 10 to 20 for the factories run by power and 20 to 40 run without power.  Thus about 70% factories were put outside the purview of factories act and the workers working in these factories were deprived from protection of these laws. After amendment of 2015, the employer has been permitted to call the women workers to work in night shift.  Third amendment was made in 2016 and according to this the limit of over time has been enhanced from 50 hours to 100 hours for heavy work it is 115 hours and for the work of public interest it is increased as 125 hours.  So in the name of public interest, the employer has been given power to compel the worker to work on overtime for 125 hours in a quarter.

Second big attack was made under National Employability Mission under which the worker can be engaged as apprentice in the place of permanent or contract worker and he will be paid minimum stipend and can be engaged for three years which was 6 months earlier. Thus so many industrialists who are retrenching the permanent workers and engaging new workers on apprentice.

Third big attack now has come in the form of fixed term employment. In so many sectors this govt. has introduced fixed term employment in place of permanent job, and an impression has been created that all statutory benefits will be provided to the workers engaged under this. But what will be the fate of workers after that fixed term is not decided. The period of fixed term has also been left to the industrialists. They will decide as to for how much period worker is to be engaged. For such type of workers engaged under fixed term, the EPF contribution will be deposited by the Govt. This incentive given by the Govt. proves that the fixed term employment will be for three years only. After fixed term what will be the position of unemployment has been ignored by the Govt.

Thus the present Govt. making all amendments in labour sector for the benefit of industrialists and corporate in the name of ease of doing business and the rights of workers are being snatched slowly slowly and  our  country is moving ahead towards slavery system or bonded labour system again which was defeated by consistent struggle of workers.

DECISION OF THE NJCA MEETING HELD AT JCM (NC) STAFF SIDE OFFICE, NEW DELHI ON 3rd JULY 2018

Representatives of the Confederation took a stand that as two years are already over after the assurances given by Group of Ministers, NJCA should revive the deferred indefinite strike immediately and date of commencement of the strike should be decided. After detailed discussion and after considering the views expressed by other NJCA Members (representing Railway Federations & Defence Employees Federations), it was unanimously decided TO PASS A RESOLUTION against the anti - employee attitude of the Government and inform the Government that if the Government fails to settle the demands of the Central Govt. Employees raised by NJCA including the major demands viz; increase in Minimum Pay and Fitment Factor from 01.01.2016, Scrapping of NPS, implementation of Option - 1 from 01.01.2016 , withdrawal of "very good" bench mark for promotion , through a negotiated settlement on or before 07th August 2018 , then the NJCA would be left with no option than to revive the deferred indefinite strike action. The NJCA will meet on 18th August 2018, to decide next course of action.

NO CHANGE IN CONFEDERATION's ONE DAY STRIKE ON 15th NOVEMBER 2018
Keeping in mind our experience with NJCA, Conferation National Secretariat has decided to go ahead with the 15.11.2018 strike and Campaign programmes as decided in the 10th June Hyderabad National Convention demanding settlement of 10 points Charter of demands of Confederation.

AIPEU-GDS :: A.P CIRCLE :: COUNCIL MEETING ON 01-07-2018

Andhra Pradesh Circle AIPEU-GDS Circle Council meeting has been held on 01-07-2018 in Rajahmundry HO, Rajahmundry dn.

The meeting chaired by Com.K.Manohar, Circle President, AIPEU-GDS and inaugurated by Com.S.E.V.Sathyanarayana, Ex-Vice President, Gr.C,.

Com.P.Pandurangarao, General Secretary, AIPEU-GDS attended as Chief guest. Com.K.N.Chary, Orgg. Genl. Secretary (CHQ), Com.S.Swathi, Mahila Committee Member (CHQ) were also present.

Other NFPE leaders viz., Com.K.Kondababu, ACS, Gr.C., Com.N.V.Rathnam, ACS, P4, Com.K.MasthanRao, AIPRPA are also attended and addressed the meeting.

Com.M.Srinivasarao, Circle Secretary presented the Report and initiated the discussion. Elaborated deliberations were made on 16 days strike and implementation of the recommendations of Kamalesh Chandra Committee by the participant members.

Some resolutions were proposed and discussed on the issues viz., future course of action & struggle programmes of GDS Unions & Federations, modifications in the formula for calculation of arrears, Combined Duty Allowance, Weightage to Seniority,  grant of HRA etc., to forward to higher bodies for necessary action.

Meeting concluded with the vote of thanks by Com.K.Nageswararao, ACS, AIPEU-GDS and the organizer of the Council meeting. The arrangements made by the team of NFPE comrades deserves all appreciation.
