Relaxation in percentage of marks for SC/ST candidates from GDS to
appear for PA/SA examination- Reg.

I would like to draw your kind attention to this letter regarding
the recruitment for PA/SA posts from
unfilled vacancies of LGOs offered to GDS by way of Direct Recruitment. It is
observed that w.r.t Directorate letter
No.60-9/2009-SPB-1, dated 08-05-2012 the minimum marks condition for appearing
such examination by GDS is mentioned as 50% in +2 qualification to all GDS with
out any relaxation to SC/ST categories.
Where as in open market Direct Recruitment, it is specified 45% as
minimum marks in +2 qualification for
SC/ST categories, which is highly discriminated and caused severe
discontentment among GDS staff belongs to certain categories.
The decision taken by the Department in this regard is very much
deviated from the true spirit of the Govt. and defeat the very purpose of
reservation opportunity in the appointments. Taking into consideration of the
view point of our Union and requested to
take all necessary measures to modify
the condition by fixing 40% minimum marks in +2 examination for SC/ST
categories for the examination notified for 2010 unfilled vacancies of LGOs
vide letter above cited.
It is requested to take immediate action on the subject and a line
reply to this Union is highly solicited.

Sub:- Information on Sanction of Severance Amount to GDS selected to
departmental cadres – reg.

Madam,
I would like to draw your kind attention to this letter regarding
the sanction of Severance Amount of Gramin Dak Sevaks after their selection to the posts in departmental cadres viz.,
postman, MTS, Postal Assistant either by way of seniority-cum-selection or by
direct recruitment is denied or proper information is not supplied to them.
With regard to the sanction of Severance Amount, those GDS opted for
Service Discharge Benefit Scheme the amount accrued for GDS will be added to
NPS after selection to Departmental cadre that is which is not properly
informed to the GDS after his appointment. Still much number of GDS is to
receive the PRAN cards after their enrolment to the Scheme in many Circles.
It is requested to our Hon’ble Secretary cause to issue suitable and
necessary instructions to the authorities concerned to take appropriate steps
to supply PRAN cards to all GDS those enrolled in the SDBS scheme and specific
information would be given to the GDS those selected for Departmental cadre
posts after their appointment.
Action taken on the subject may please be intimated to this Union.

Sub:- Verification of SB withdrawals in BOs by Mail Over Seers &
SDHs – reg.

Madam,
This brings to your kind notice that the verification of POSB
withdrawals made for Rs.5,000 in BOs by the Inspecting Authorities is still in
practice even after the limit of with drawl amount from POSB enhanced to
Rs.5,000 by BPMs in BOs without necessary sanction from the Account Office by SPM
and where the condition of deposit amount in a POSB account is become
unlimited.
It is opined by this Union that the categorical mention under Rule 85 of PO SB Manual Vol.I the
verification of all with drawls of Rs.5,000 and above in the Branch Offices and
Single Handed Departmental SOs needs to be changed to avoid additional
expenditure on the Dept. for visiting BOs and SOs by the authorities concerned particularly
Mail Overseers, for the purpose of occasional verification and further suggesting
to modify the limit exceeding by
Rs.10,000/-
It is requested to intimate the action taken on the subject to this
Union will be highly solicited.

Sub:- Fixed monetary compensation to GDS staff brought on holiday
duties – reg.

I would like to bring this to your kind notice that in many B &
C class Post Offices, the GDS Mail Deliverers
and GDS Packers are being called on duty for delivery of letters viz.,
Speed Post Articles & Aadhar letters etc., during holidays.
It is learnt that a revised
Fixed Monetary Compensation is being sanctioned to the PAs / SPMs, Postmen
& Gr.D staff for holiday duties. But there is no specific mention about GDS
staff working along with our departmental staff. The benefit of such allowance
may also be extended to the GDS staff working in Post Offices on holidays at
par with departmental staff.
It is requesting our Hon’ble Secretary, cause to issue suitable
instructions to the concerning authorities to modify the present Directorate
orders by emphasizing the sanction of Fixed Monetary Compensation to the GDS
staff also.
It is requested to intimate the action taken on the subject to this
union and a line in reply is highly solicited.
