LAST DATE FOR SUBMISSION OF MEMORANDUM TO 7TH CPC EXTENDED

As per the request of the JCM National Council Staff side, 7th Central Pay Commission has granted extension of time upto 15.07.2014 (15th July 2014) for submission of memorandum by individual organizations other than JCM staff side. The following is the revised time schedule (Last date).

1.JCM National Council Staff side                           :           30.06.2014
2.All other Federations / Unions/Associations          :           15.07.2014

JCM National Council Staff side will be submitting a common memorandum before 30.06.2014 on the common demands of the Central Government Employees. The Copy of the JCM Staff side memorandum will be placed in the website.

All affiliated organizations of the Confederation are requested to prepare their sectional memorandum well in advance and be ready to submit it before 15.07.2014 to the 7th CPC. New Pay scales demanded by the JCM Staff side will be available in the common memorandum of the JCM Staff side.

Confederation National Secretariat meeting will be held on 31.05.2014 at ITEF Head Quarters (Rajouri Garden) at 2 PM as already notified to finalise the common memorandum. (Please note the time change from 11 AM to 2 PM). All National Secretariat members are requested to attend the meeting.

NATIONAL LEVEL TWO DAYS WORK SHOP ON 7th CPC MEMORANDUM

The AIPEU Gr.C (CHQ) has conducted a National Level Workshop for two days (26th & 27th of May, 2014) in Shah Auditorium, New Delhi - 110 054.
On 26th the Workship inaugurated by Com.K.K.N.Kutty, President, CCGEW. Com.S.K.Vyas, Patron & Advisor for CCGEW also attended as Guest of Honour and graced the session.
Shri Alok Saksena, DDG invited as Chief Guest and delivered speech on the important issues to be focused in the Memorandum submitted to 7th CPC.
About 300 comrades representing from all Circles in the country and participated in the discussion with constructive deliberations along with suggestions to include in the memorandum. NFPE Office bearers, Gr.C CHQ office bearers, Circle Secretaries were witnessed the session.
Com. M.Krishnan, General Secretary, AIPEU Gr.C presented the memorandum by reading in the sessions and opened for discussion.
Com.K.V.Sridharan, former General Secretary & Leader, JCM Staffside also present and made all his contributions in the discussion part of the memorandum.
Com.R.Sivannarayana, President, Gr.C CHQ presided the work shop in a delightful manner.

Dear Comrades,

For the last few days our CHQ & NFPE is receiving large number of phone calls every day enquiring about the formation of divisional unions in the name of AIPEU GDS (NFPE) in the respective circles besides seeking information about the Court Case for Departmentalization of GDS & GDS Pay Committee etc.,

Our Secretary General, General Secretaries are very much patiently answering to all and explaining the current situation on organizational set up  and GDS issues. After knowing all the facts about the efforts of NFPE & AIPEU GDS (NFPE) for Departmentalization of BOs and Regularization of GDS for the last two years; the GDS members are very much impressed and enthusiastically join in AIPEU GDS (NFPE) by forming the Divisional Unions in their respective Circles.

Now it is very well aware of thousands of GDS that the agreement signed by the so called recognized union is a DEATH WARRANT and happened to be a big hurdle for inclusion of GDS in 7th CPC.

AIPEU GDS (NFPE) CHQ has been prepared a comprehensive memorandum on GDS issues to submit before the 7th Pay Commission. After submission it will be published in our websites.

Com. M.Krishnan, Secretary General, NFPE called by the Secretary, 7th Pay Commission for an interaction meeting on Postal Staff related issues on 29-05-2014.

The Secretary General, NFPE will explain all about the GDS Court Case and issues related to GDS and request need to consider GDS wage revision and service conditions under the purview of 7th CPC.

Let us hope for the best.
  
For the information of GDS comrades, our Union is well established in many Circles & divisions, however in some areas it is not taken place because of some limited reasons or the other, it is now well known to the GDS comrades of each and every division of such Circles and seeking cooperation from our CHQ in the formation of Divisional Unions and ready to joining as members of AIPEU GDS(NFPE).

Welcoming the situation, our CHQ is sincerely assuring that what ever cooperation and information regarding GDS office bearers and Circle Secretaries are ready and one can contact them in such instance. After the formation of new Govt. a huge responsibility is going to be shouldered by the GDS to achieve the demand of “inclusion of GDS in the purview of 7th CPC”.

Simultaneously, legal battle is going on. It is informed that the Dept. & Govt. has not yet submitted any reply to the High Court of Delhi till 07-05-2014. Further requested the Hon’ble High Court for 6 weeks of time to submit the reply and it is granted. Next date of adjournment is 19-09-2014.

Comrades, it is the high time to prepare ourselves for united struggles along with NFPE & Postal JCA. Many of our GDS have well experienced with the fragmented strikes conducted by the so called recognized union and adverse effects of such struggles.

RBI governor Raghuram Rajan hints at bank licence for India Post - NEWS

The RBI governor, who is known for his candid comments, suggested that the ‘Post Bank’ could be given a limited banking licence that will be able to raise deposits and offer payment and remittance services. 

NEW DELHI: Reserve Bank of India governor Raghuram Rajan has backed the postal department's demand to set up a bank, even as the finance ministry has tried to block the move.

At the annual day lecture of the Competition Commission of India on Tuesday evening, the RBI governor, who is known for his candid comments, suggested that the 'Post Bank' could be given a limited banking licence that will be able to raise deposits and offer payment and remittance services. There will, however, be restrictions on investments and the entire amount would be have to be parked in government securities.

"...the proposed Post Bank could start as a payment bank, making use of post office outlets to raise deposits and make payments," Rajan said.

The suggestion came in the wake of a statement that RBI, while being cautious with new players, can be a little more flexible in allowing players to set up a small bank or to operate in only one segment of banking business. "Such differentiated licenses - licenses with restrictions on the geographical reach or the products offered by a new bank - can generate more organizational variety and efficiency. Small banks tend to be better at catering to local needs, including needs of small and medium businesses," the governor said, adding that consultations will be conducted with stakeholders on the issue.

The model could be a win-win solution for the RBI and India Post, and also address the capital-related concerns that the finance ministry has. For RBI, a payments bank model will help it tap into the post offices' extensive reach that goes beyond what even State Bank of India can offer. Compared to SBI's over 15,000 branches, there are over 1.5 lakh post offices across the country.

For India Post, it means that it can get additional revenue stream, learn the tricks of the trade and then hope to convert into a full-fledged bank later. It also comes with the advantage that lower capital may be required to sustain this model.

RETIRED GOVT EMPLOYEES WILL GET EMPLOYMENT OPPORTUNITIES.

Retired Government employees can soon find employment opportunities back in government departments and other social organisations on a voluntary basis.
The Ministry of Personnel and Pensions has launched an initiative to route the skill and experience of retired government employees back into socially useful and constructive work.
“There are 50 lakh government employees today. But there are also 53 lakh retired employees, most of whom can still contribute to nation building exercise. We want to tap their skills and experience through the initiative Sankalp,” Sanjay Kothari, Secretary to the Ministry of Personnel and Pensions, said.
Portal set up
The Ministry has set up a portal where retired Government employees willing to work in different departments or social organisations can register. “We will ask interested employees which city they would like to work, how many days in a week or how many hours a day they would like to work. It is beneficial to them as after retirement, they can still share their skills and experience and get some economic benefits in the process,” he said at a meeting at the Administrative Staff College of India here.
Pilot project
The Ministry is launching this initiative as a pilot project, as its pan-India launch has been delayed due to polls. The pilot will initially cover 500 Central government pensioners on a first-come-first-served basis.
“To sensitise government employees on this initiatives, a workshop is being conducted for those employees due to retire in four months and the scope of the scheme is being explained,” Kothari said.
The UK had shown interest in implementing a similar scheme for its retired employees.

Post Card placed record in Guinness Book of World Records - Gujrat NEWS

SURAT: While the relevance of the age-old postcard may be debated in the cyber and mobile era, this humble piece of postal stationery helped residents and district administration of Valsad enter the Guinness Book of World Records on Saturday.

The entry is for 'most people sending a postcard from a single location simultaneously'. The people had pooled 17,599 post cards on April 30 that were addressed to their near and dear ones thanking them for participating in the Lok Sabha polls.

The residents of Valsad breezed past the previous record standing in the name of Nalanda Engineering College in Andhra Pradesh from where 14,004 postcards were sent in 2011.

A large number of people from different parts of the district had converged at the sprawling Bulsar District Cricket Association (BDCA) ground on Saturday morning to write the post cards. The entire programme was conducted by Valsad district administration under the leadership of district collector Dr Vikrant Pandey to express gratitude to the voters for the phenomenal turnout during the Lok Sabha polling on April 30. The postcards were written simultaneously by the residents and posted at virtual post offices set up by the Valsad postal department.

A team from Guinness Book of World Records led by its adjudicator Lucia Sinigagliesi from United Kingdom was in Valsad on Saturday to declare that the former record had been successfully broken. The announcement was welcomed amid celebrations marked by bursting of crackers.
Talking to TOI, Dr Vikrant Pandey said, "Voters in Valsad have broken all the past polling records with a huge 73.99 per cent turnout in polling on April 30. To commemorate the biggest achievement, we decided to break a Guinness Record by writing most postcards to the voters from a single location."


Pandey added, "At a time when the habit of writing postcards has almost died, it was a refreshing sight to see students, elderly and youngsters scribble their thoughts on the postcards."
