Dear Sir,
We submit herewith a copy of the Declaration, the Convention of
Central Government employees adopted on 11.12.2014 at New Delhi, which seeks
settlement of the ten point of charter of demands. We request you to
kindly forward the same to the Cabinet Secretary, Government of India, Rashtrapathy
Bhawan Annex, New Delhi. 110 001 as he is the Chairman, National Council JCM.
JCM was conceived as a platform to discuss and settle the common demands and
grievances of the Central Government employees in the aftermath of the 1960
Indefinite Strike action. It was conceived as an instrument to avoid
confrontation and strike action and bring about peaceful atmosphere taking into
account that the majority of the Central Government employees (85%) are
industrial/operational workers, covered under the Industrial Disputes Act.
The atmosphere of a confrontation has now been created primarily due to
the fact that the negotiating forum was made defunct for the past several
years. The National Council of the JCM was met in 2010 last, whereas it
ought to have met thrice in a year. The issues included in the
charter of demands were the subject matter of bilateral discussion but no
settlement was brought about. Our representatives were called in
for a discussion by the Government as late as 25th February 2015, but no
settlement on any issue was brought about.
We are aware from our past experience that the Government
would not consider the strike action of Central Government employees as a mere
employer-employee conflict but would face them as a rebellion to
its authority and suppress it by brutal force though the various State
apparatuses. It is in this context, we deemed it necessary to apprise you of
our grievances. . The enclosed declaration is self explanatory and
we request you to kindly inform the Government of the growing discontent of the
employees.
