Ministry of Communications & IT bifurcated to MoC & ME & IT
The Ministry of Communication and Information Technology was an
Indian government ministry. It was bifurcated into Ministry of Communications
and Ministry of Electronics and Information Technology in July 2016. It
contained three departments viz.Department of Telecommunications, Department of
Electronics and Information Technology (Deity) and Department of Posts.
The following cadre controlling authority of the Civil Services
(including Indian Telecommunication Service, Indian Postal Service, Indian
Radio Regulatory Service, Telegraph Traffic Service and Indian Posts and
Telegraphs Accounts and Finance Service) are under the administration and
supervision of the Ministry of Communications and Information Technology.
G Mail going to be stopped w.e.f. 01.09.2016 in India Post domain
This is regarding regularizing email communications between
various levels in the Indiapost VPN network. Towards implementation of the
Technology Policy, the following email policy is proposed to be adopted, from
1st September 2016.
1. Email from India post email
ID to all other emails are to be allowed in the Indiapost VPN Network
2. Emails from any other
emails to India post mail ID is to be allowed
3. Emails of all other email
service providers like Google, Yahoo, MSN, Hotmail etc will not be allowed to
open in India post VPN Network
Email IDS have been provided to all offices in the country.

All official designations (Officers) up to Sub-Divisions have
already been created and communicated.
·
Email IDs to offices in 10 Circles, up to Single handed SPMs
completed.
· Email IDs to all offices in Kerala, Rajasthan and Delhi circles
would be circulated by10th August 2016.
·
Email IDs to all offices in Maharashtra, Gujrat, Tamilnadu,
Andhra pradesh, Uttar Pradesh, West Bengal and Punjab Circle would be
circulated by 15th August 2016.
Hence, all officials at all levels should be informed and
educated to use India post email ID for all correspondences. The email
communications between circles, regions, divisions and post offices including
the system administrators should be strictly implemented to use India post mail
IDs alone.
This may kindly be circulated to all concerned to prepare them
for using Indiapost email, as access to all other mail services would be
stopped from 1st September 2016 in our network.

CONGRATULATIONS & HEARTY WELCOME TO OUR SECRETARY, DEPT OF POSTS
Sri Boyapati Venkata Sudhakar (IPoS 1981) is appointed as Secretary, Postal Services Board. He belongs to Andhra Pradesh State.
1981 batch IPoS Officer and worked in various capacities in combined AP circle as DPS Hyderabad region, PMG Vijayawada & Kurnool regions and as Chief Postmaster General from May 2013 to Aug 2015.
From Aug 2015 onwards as Member (PLI) & Member(Tech).
He is well known for his dynamism, all round knowledge and proactive attitude to set new bench marks on the development side of the Department.
He is a sports lover and plays the games like Cricket, Volleyball, Badminton etc., like a professional player. Apart from that he is a good Swimmer and nature's lover.
Congratulations to the officer and wish the officer all success in rejuvenating the Postal Department and take a lead to new heights not only in providing better services but also in revenue generation.
He is courteous of his nature regarding many cases of GDS and their issues in all offices he worked. He always be remembered with his quotataion : "istapadi kashta padithe, kashta padaalani ishtapadithe, saadhincha lenidi yemiledu"

Comrades,
2nd SEPTEMBER-2016 – GENERAL STRIKE
All Central Trade Unions and independent Federations of Employees of different industries and services including Confederation of Central Government Employees and Workers and National Federation of Postal Employees have decided to organize One day All India General Strike on 2nd September-2016 against the anti-people , anti worker policies and authoritarian attitude of the N.D.A. Government on the 12 Points Charter of Demands.
Being the affiliate of Confederation of Central Government Employees and Workers, We endorse the decisions taken by National Secretariat of Confederation held on 24th July, 2016 at New Delhi. The Confederation Circular No. Conf/Sectt/2016 dated 26th July, 2016 is enclosed herewith for taking necessary action accordingly. The demands of Confederation and NFPE are also added as Part –B of Charter of Demands.
The Campaign Tour programme of All India Leaders of NFPE is enclosed.
All are requested to arrange campaign meetings as per programme of Confederation and NFPE. All Circle Secretaries of NFPE affiliated unions are also requested to launch Campaign Programme in their respective Circle to Mobilize maximum participation in 2nd Sept,2016 Strike.

2016 September 2nd General Strike 12 Point Charter of Demands of Joint Platform of Central Trade Unions submitted to government:
PART – A
1. Urgent measures for containing price rise through universalization of public distribution system and banning speculative trade in commodity market.
2. Containing unemployment through concrete measures for employment generation.
3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4. Universal social security cover for all workers.
5. Minimum wage of not less than 18000/- per month with provisions of indexation (for unskilled worker).
6. Assured enhanced pension not less than 3000 p.m for the entire working population (including unorganized sector workers).
7. Stoppage of disinvestment in Central/state public sector undertakings.
8. Stoppage of contractorisation in permanent/perennial work and payment of same wage and benefits for contract workers as that of regular workers for the same and similar work.
9. Removal of all ceilings on payment and eligibility of bonus, provident fund and increase in quantum of gratuity.
10.Compulsory registration of trade unions within a period of 45 days from the date of submitting application and immediate ratification of ILO conventions C-87 & C-98.
11.No FDI in Railways, Defence and other strategic sectors.
12.No unilateral amendment to labour laws.
PART – B : (CGE & POSTAL DEMANDS)
1. Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially increase in minimum pay a fitment formula. Implement the assurance in a time bound manner.
2. Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.
3. Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.
4. No privatization, outsourcing, contractorisation of Government functions.
5. (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allownaces of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.
6. Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.
7. Remove ceiling on compassionate appointments.
8. Extend benefit of Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc bonus/PLB of Central Govt. employees with effect from the financial years 2014-15. Ensure payment of revised bonus before Pooja holidays.
9. Revive JCM functioning at all levels.
10. Implement Cadre restructuring in left out categories of Postal Department. i.e RMS,MMS,PA CO, SBCO & Postal Accounts etc..
11. Settle the problems related CBS, CIS & stop harassment and Trade Union victimization.

1. All General Secretaries of NFPE will consult with Circle leaders and if any change is required can make suitable change.
2. Leaders whose names are given should compulsorily attend the meeting.
3. Circle Secretaries of NFPE should take initiative to arrange the joint meeting. They should consult each other and finalise the programme and arrange grand meetings..
4. Maximum publicity should be given to campaign programme and maximum participation of employees should be ensured.
5. Circle Unions / Divisional Unions should make maximum effort to make the strike a grand success. Joint campaign programme by Circle / Divisional Union Leaders may be organized in all Circles / Divisions.
6. Strike notice will be served to Secretary, Department of Posts on 12.08.16. Copy may be served to all Circles / Divisional heads also by organizing demonstrations at all places. Copy of the strike notice may be down loaded from websites of NFPE& affiliated unions of NFPE.
