GDS
PARLIAMENT MARCH -- 11-12-2013
With all spirits, our CHQ is on the move to resolve
the charter of 32 demands framed in 1st All India Conference of AIPEU GDS (NFPE) held
in Chennai during March 2013 and as per the decisions taken in the AIC, a
series of struggle program has been declared viz., Dharna at Divisional level
during the month of 28th May, Circle level Dharna during 25th June, Dak Bhawan Dharna on 23rd July 2013 and all these programs have been conducted in a successful way.
Next phase of our struggle program is “Parliament
March” on 11-12-2013 exclusively on GDS demands along with the affiliated
unions of NFPE. We have to mobilize the GDS membership in a large number from
all divisions in all circles. It is needs an effective and authorized
leadership to lead the members for the historic program in Delhi.
Our CHQ has allotted circle-wise quota for GDS in
advance to participate in the Parliament March and all the CHQ office bearers
and Circle Secretaries along with branch / divisional secretaries are requested
to take all necessary and appropriate measures to mobilize the GDS members from
their respective divisions and circles by popularizing the GDS demands and need
of the struggle in such a way.

Bonus Ceiling of Rs.3500- for GDS :
The proposal of enhancement of bonus ceiling to
Rs.3500- for GDS submitted by the Department is cleared by Ministry of Finance during last week of
August and it is informed that Cabinet approval is required. As per the latest
information on 2nd Sep 2013, a note has been submitted by the
Department to Ministry of Finance to submit to Cabinet. It may likely be
approved in the ensuing meeting of the Cabinet.
Circle Welfare Fund Scheme for GDS :
The Department published a draft scheme proposal
“Circle Welfare Fund for GDS”. It was studied in detail and expressed our
disappointment and dissatisfaction over the scheme because of the fact that the
said scheme will be operated by the contribution of GDS and the Dept. as well
and reveals not more useful for the GDS as most of the proposed benefits in the
scheme are already being enjoyed by GDS with the grants for Welfare measures by
the Govt and without any contribution from GDS.
However, it may be useful for GDS in some circles as
there are no such schemes operated and introduced by Circle Welfare Fund. Our
union is requesting the Department to modify the scheme after studying the
schemes now existing in many Circles and make it more attractive and beneficial
to the GDS.
Medical care facilities to GDS:
Under the welfare schemes of the Govt. viz., Rashtriya
Swastha Bhima Yojana (RSBY), Department proposed a scheme to provide Medical
care facilities to GDS. It is learnt that data collection from GDS and process
of recording is underway in the divisions. However, our union is demanding that
the Medical care facilities scheme should be implemented at par with regular
departmental employees (as item No.11)
New incentive structure for MNREGS:
Recently the Department revised the incentive
structure for MNREGS by deleting the minimum condition for drawl of incentive
“in excess of 20 transactions”, which is demanded by our Union (as item No.32
in charter of demands) and instructed to sanction incentive on “opening of new
a/cs in BOs. Our CHQ is further demanding to consider the MNREGS in to the work
load of the BO (as item No.24&26).
Comrades, we have to express our ability to achieve
the prime demand of GDS “Departmentalization of BOs & Regularization of
GDS”. It will be possible only with the inclusion of GDS under the purview of 7th
Central Pay Commission and none with any other pay committee constituted
distinctively for GDS. As we have experienced with many historic struggles but
this time we have to march ahead with much more determination to reach our
goal.
