Delhi: The central civil service rules do not allow recognition of separate
associations and unions on the basis of any caste, tribe or religious
dominations, Rajya Sabha was informed today.
In
his written reply to a question on the issue, Minister of State for Social
Justice and Empowerment Krishan Pal Gurjar said the Department of Personnel and
Training formulates policy for recognition of service associations of
government employees and this is done by the respective Ministries or
Departments in terms of CCS(RSA) Rules, 1993.
“Central
Civil Services (Recognition of Service Associations) Rules, 1993 do not allow
recognition of separate Associations/Unions on the basis of any caste, tribe or
religious denominations,” he said.
Replying
to another question, the Minister said as per information received from various
ministries and departments till date, the representation of Other Backward
Classes as on January 1, 2013 in 71 ministries or departments was 5,24,143
employees in the central government ministries or departments.
