Respected Sir,
Sub:- Indefinite strike of AIPEU GDS from 22-05-2018 –
reg.
We are very much thankful to
the Department for arranging a meeting to discuss on the charter of demands
included in the notice given for an indefinite strike by AIPEU GDS from 22nd
May 2018.
This Union would like to present their views on the
demands as follows:
Kamalesh Chandra Committee for
Gramin Dak Sevaks in the Department of Posts submitted its report on 24th
Nov 2016. Nearly 18 months are over and the recommendations are yet to be
implemented
The Pay Commission for 32 lakh
Central Govt Employees, 33 lakh pensioners and few lakhs of Defence personnel
submitted report on 29-11-2015. The implementation of the 7th CPC
recommendations took place on 25-07-2016. The CPC covers various departments,
cadres, allowances and many other issues regarding Central Govt employees, it
has taken only 8 months.
The GDS Committee report
covers only one category i.e.Gramin Dak Sevaks, that too 3 lakh employees; for
studying and submitting report taken one year and for implementation it is 18
months. This type of situation never took place in the past.
Even then we have been told
and some RTI information revealed that pay & allowances have processed and
sent to Central Cabinet for approval. All other recommendations viz., leave,
retirement benefits, welfare issues are pending. It may take another one or two
years for processing it.
It is learnt that Finance
Department is objecting to grant revised pay as recommended by the Committee.
Departmental employees given revised pay from 01-01-2016 itself and allowances
from 01-07-2017. In case of GDS atleast that should be followed. Perhaps stand
taken by the Govt in delaying the case of GDS to deny the enhanced allowances
and arrears from 01-01-2016.
We feel that in our
department, GDS are totally discriminated and they are not given any importance
and being treated as third rate citizens.
The GDS committee
categorically mentioned that major revenue come from GDS Post Offices.
Regarding expenditure for them is only 15%. GDS are for productivity and profit
for the Department and GDS are working day & night for our department. As
per records, GDS maximum working hours are 5 hrs., but now a days they are
canvassing for PLI, RPLI, Various schemes of the Department & Business Development
activities which takes more than 5 hours. Inspite of all these, the department
is not giving any consideration for GDS. GDS are totally disappointed and
agitated.
AIPEU GDS in its 3rd
All India Conference held at Allahabad on 16th & 17th
March 2018, the entire delegates are agitated and finally decided to go for an
indefinite strike. For that we have extended the date maximum for the Cabinet
approval.
Regarding the Membership
verification process in GDS cadre :
In GDS cadre, the last
verification took place in 2010 and results announced in April, 2011.
As per the DoP&T
guidelines, the membership verification should be conducted for every 5 years
and after 5 years, the recognition has to be lapsed. AIPEU GDS is requesting
for membership verification from 2012 onwards after its formation. Even though
there is special provision for reverification, the department has not
considered our demand.
The recognition period of 5
years end by April 2016. Department issued notice for calling applications from
the participant unions during March 2016 itself. After that it was detained on
various reasons even getting all appropriate information from our Unions viz.,
formation of Branches, details of Authorized representatives etc., in the divisions.
Notification issued during July 2017 and the process of verification completed
by September 30th, 2017. Suddenly it was stopped and department told
that further notification will be issued soon. No further progress on the issue
even after 8 months.
We feel that there is a
deliberate attempt to deny recognition for AIPEU GDS, may be because of the
pressure of other unions. But there is no justification for continuing the
recognition period for others after 2 years of stipulated period.
AIPEU GDS strongly demanding
that notification should be issued immediately or otherwise provisional
recognition may be granted on the basis of ‘Letter of Authrozation’ submitted
as on 30th September 2017 and make recovery of subscription from the
GDS members as it was already made for September 2017 with trade union
facilities till further notification for membership verification is issued.
We shall be very thankful to
the department and all such necessary action may be taken on the demands at the
earliest to maintain peace and tranquility amongst GDS in the department.
