I would like to draw your kind attention to this letter regarding
the recruitment for PA/SA posts from
unfilled vacancies of LGOs offered to GDS by way of Direct Recruitment. It is
observed that w.r.t Directorate letter
No.60-9/2009-SPB-1, dated 08-05-2012 the minimum marks condition for appearing
such examination by GDS is mentioned as 50% in +2 qualification to all GDS with
out any relaxation to SC/ST categories.
Where as in open market Direct Recruitment, it is specified 45% as
minimum marks in +2 qualification for
SC/ST categories, which is highly discriminated and caused severe
discontentment among GDS staff belongs to certain categories.
The decision taken by the Department in this regard is very much
deviated from the true spirit of the Govt. and defeat the very purpose of
reservation opportunity in the appointments. Taking into consideration of the
view point of our Union and requested to
take all necessary measures to modify
the condition by fixing 40% minimum marks in +2 examination for SC/ST
categories for the examination notified for 2010 unfilled vacancies of LGOs
vide letter above cited.
It is requested to take immediate action on the subject and a line
reply to this Union is highly solicited.

I would like to draw your kind attention to this letter regarding
the sanction of Severance Amount of Gramin Dak Sevaks after their selection to the posts in departmental cadres viz.,
postman, MTS, Postal Assistant either by way of seniority-cum-selection or by
direct recruitment is denied or proper information is not supplied to them.
With regard to the sanction of Severance Amount, those GDS opted for
Service Discharge Benefit Scheme the amount accrued for GDS will be added to
NPS after selection to Departmental cadre that is which is not properly
informed to the GDS after his appointment. Still much number of GDS is to
receive the PRAN cards after their enrolment to the Scheme in many Circles.
It is requested to our Hon’ble Secretary cause to issue suitable and
necessary instructions to the authorities concerned to take appropriate steps
to supply PRAN cards to all GDS those enrolled in the SDBS scheme and specific
information would be given to the GDS those selected for Departmental cadre
posts after their appointment.
Action taken on the subject may please be intimated to this Union.

This brings to your kind notice that the verification of POSB
withdrawals made for Rs.5,000 in BOs by the Inspecting Authorities is still in
practice even after the limit of with drawl amount from POSB enhanced to
Rs.5,000 by BPMs in BOs without necessary sanction from the Account Office by SPM
and where the condition of deposit amount in a POSB account is become
unlimited.
It is opined by this Union that the categorical mention under Rule 85 of PO SB Manual Vol.I the
verification of all with drawls of Rs.5,000 and above in the Branch Offices and
Single Handed Departmental SOs needs to be changed to avoid additional
expenditure on the Dept. for visiting BOs and SOs by the authorities concerned particularly
Mail Overseers, for the purpose of occasional verification and further suggesting
to modify the limit exceeding by
Rs.10,000/-

I would like to bring this to your kind notice that in many B &
C class Post Offices, the GDS Mail Deliverers
and GDS Packers are being called on duty for delivery of letters viz.,
Speed Post Articles & Aadhar letters etc., during holidays.
It is learnt that a revised
Fixed Monetary Compensation is being sanctioned to the PAs / SPMs, Postmen
& Gr.D staff for holiday duties. But there is no specific mention about GDS
staff working along with our departmental staff. The benefit of such allowance
may also be extended to the GDS staff working in Post Offices on holidays at
par with departmental staff.
It is requesting our Hon’ble Secretary, cause to issue suitable
instructions to the concerning authorities to modify the present Directorate
orders by emphasizing the sanction of Fixed Monetary Compensation to the GDS
staff also.
It is requested to intimate the action taken on the subject to this
union and a line in reply is highly solicited.

Sub: - Discussion on National Postal Policy 2012.

Kindly refer to the proceedings of the meeting held at Dak
Bhawan under the Chairpersonship of Secretary, Department of Posts on
01.10.2012, on the above subject. The viewpoints expressed by the NFPE and its
affiliated unions on the specific issues of unbundling of functions and
introduction of an independent regulator for Indian Postal market is
summarized below:
(a) Theory of level
playing field and its negative impact in the Indian situation
In the National Postal Policy 2012 it is stated that it is
essential to allow free interplay of market forces and consequent stabilization
of the Postal market. This means opening up of entry in the Postal market for
national/international courier companies by granting licence for which
amendment to the Indian Post office Act 1898 is a must.
In India more than 70% of the population lives in rural
villages and the Department of Posts is the sole service provider in the rural
areas, through it’s a vast network of more than 1,55000 post offices. It is an
admitted fact that, even now couriers are not providing postal services in the
rural areas. On getting licence they will restrict their area of operation to
the metro cities/cities and shall capture a major share of Postal sector
revenue. About 70% of the revenue of India Post is from metro cities/cities.
The remaining rural villages where 70% of the population resides is
contributing less than 30% of the revenue earned by India Post.
If competition is allowed, it will never be a fair
competition in a level playing field. Aggressive competition will take place in
the profit making city areas and vast majority of the loss making rural areas
will be left to the India Post. This will result in further increasing the loss
incurred by the Postal Department and will lead to the natural death of the
India Post within a short span of time as the slogan is – “survival of the
fittest.”
The experience in the telecom sector clearly manifested that
the private telecom operators never cared to provide landline connections in
the rural areas, inspite of inclusion of a separate clause to this effect in
the licences granted to them, instead they opted to pay the meagre amount of
fine imposed on them for violation of the compulsory clause of provision of
rural landline connections. The Government and the regulator has always taken a
lenient view towards private operators. In the Postal also the same thing will
happen.
(b) Amendment to the
Indian Post office Act 1898
We do agree that many of the clauses of the Indian Post
office Act 1898 has become obsolete and many changes are to be incorporated
therein, especially in the context of induction of Information and
Communication Technology (ICT) in the Postal Services. But the amendment
envisaged in the National Postal Policy 2012 is quite unwarranted. By amending
the Act, the Government want to end the monopoly of the Department of Posts in
collection, processing, conveyance and delivery of letter mail articles. This
is mainly to facilitate entry of the private courier companies to compete in
the letter mail sector.
Earlier also Government has brought a bill called “Indian
Post office Act Amendment bill” in the Parliament for this purpose. The bill
was referred to the Standing committee of Ministry of Communications and IT.
The Committee after hearing all the stake holders including the courier
companies had given its report in which it was clearly recommended that the
exclusive privilege of collection, processing, conveyance and delivery of
letter mail articles should remain with the Postal itself. This being the
position the present move to again bring an amendment is against interest of
the people at large and the customers in particular. It is pertinent to mention
that in many foreign countries, the exclusive privileges of letter mail is
being preserved with the Government function and the existing right shall not
be removed at any cost.
(c) Road map to privatisation
Government of India wants to open or liberalise
the Indian Postal Sector for providing unhindered entry of the private sector.
In the long run, the Government may withdraw from its responsibility to provide
postal services to the public through Govt. owned Department of Posts. The
ultimate aim and hidden agenda of the National Postal Policy 2012 is to give
maximum patronage to the private sector and the “public-private partnership”,
“unbundling of functions” etc are mainly intended for achieving this goal.
In the telecom, the government refused to grant permission
to the Government owned BSNL for providing the value added cellular mobile
services in India.
Licences were granted to all other private cellular mobile companies and they
charged exhorbitant rates for incoming and outgoing calls. Only after six
years, that too after prolonged struggle by the BSNL employees and due to
mounting public opinion, the Government reluctantly granted licence to BSNL
also. If this can happen in Telecom, one can very well imagine what will be
attitude of the Government and the fate of Department of Posts.
(d) We oppose the neo-liberal
reforms
NFPE
as an organisation of the Postal employees has been fighting against the
neo-liberal globalization policies of the Government of India from 1991
onwards. When many countries where this reforms are implemented are reverting
back, we are at a loss to understand why Government of India is going ahead
with the reforms in the Indian Postal Sector. In fact, in the preamble of the
draft National Postal Policy itself it is admitted that – “though the
principle of separation of regulator and operator is widely discussed, it is
yet to find universal acceptance”
In
the above circumstances going ahead with the institutional reforms such as
unbundling of functions i.e.; operation, regulation and policy making in the
Postal Sector will be suicidal. We strongly oppose unbundling and setting up of
separate regulator.
(e) Department of Posts can
itself regulate the Postal market in India
Instead of creating a separate regulator, the Department of Post itself can
regulate the Postal market by framing necessary rules and by increasing the power
of the Postal Board and at the same time keeping its monopoly over the letter
mail.
In view of the above NFPE demands the Government of India
and the Postal Administration to desist from any move to unbundle the functions
and also from the move to appoint separate regular for Indian Postal market.

MAINTAIN UNITY – DEFEAT THE DISRUPTORS
The
tradition of the Postal Trade Union movement, from the very day of its
inception, is the total unity of the entire Postal employees and Central Govt.
Employees – Whether they are called Departmental Employees or Extra –
Departmental Employees.
Late Comrades: Tarapada Mukherjee, Dada Ghosh, K. G.
Bose, N. J. Iyer, Adinarayana, K. L. Moza and all those great leaders stood for
the unity of the entire Postal workers. Unfortunately, of late, deliberate
attempt is being made repeatedly, from certain quarters, to split and weaken
the rock – like unity of Postal employees.
In
2008, all the unions of NFPE took an unanimous decision to go on indefinite
strike from 6th January 2009, raising the main demands of the Gramin
Dak Sevaks (GDS) i.e.; reject the retrograde recommendations of the Nataraja
Murthy Committee report. But suddenly a strike notice was served by the then
GDS union General Secretary for indefinite strike from 18.12.2008 i.e, 18
days before the proposed indefinite strike of NFPE. Other unions were not
consulted. After serving the strike notice only it was known to others.
What
was the need for going on strike in a so hurriedly manner, when NFPE was ready
for a joint strike from 06.01.2009. Will be sky come down if the strike is
delayed for 18 days to ensure cent percent unity of Postal Employees.
The
intention was very clear to divide the unity of the Postal workers. The
leadership of the so – called GDS union played in the hands of the Govt. and
the Postal bureaucracy who are hell-bound to demolish the rock-like unity of
Postal workers. With the help of the so-called GDS union General Secretary, the
Government succeeded to some extent in creating a division among Departmental
employees and GDS.
Now
again, the same thing is being repeated. The entire Central Government
Employees, including the National Federation of Postal Employees has decided to
go on a nation-wide one day strike on 12th December 2012. One of the
major demands of the strike charter is the issues related to the GDS employees
– i.e.; 7th Pay Commission to examine the wages and service
conditions of GDS, 50% DA merger for GDS and not 5% TRCA increase,
Departmentalization of GDS and extending all the benefits of departmental
employees, Bonus discrimination, protection of allowance, Health Scheme, time
bound promotion etc. Intensive campaign all over the country is taking place
for making the strike a grand success. The strike was declared on 2012 July 26th
in the historic Parliament March in which about 20000 Central Government
Employees participated in which a large majority of them being Postal & RMS
employees including Gramin Dak Sevaks.
Again,
all of a sudden, the General Secretary of the truncated GDS Union, gave another
strike notice for indefinite strike from 16th October 2012. When the
entire employees are preparing for a joint strike, what is the need of giving a
sudden notice for another strike. Again, the intention is very clear. They are
playing in the hands of the Government. The Central Government wants to scuttle
the December joint strike by creating division among the Departmental Employees
and GDS. The leader is behaving as an agent of the Government and poor GDS are
the victims. GDS are not going to be benefited by such sectarian strike.
Shall
we allow such leaders to break the unity of Postal workers, by stabbing from
the back? Shall we allow the Government to break our unity by joining hands
with such leaders? No, we shall not. We shall expose those disruptors and at
any cost, shall uphold the unity of the Postal workers and march forward under
the banner of NFPE for protecting the interest of the Postal employees
including Gramin Dak Sevaks. Let us fight against the policy of the Government
and make the 12th December strike a thundering success.

Federal Executive meeting of NFPE was
held at NFPE office, 1st Floor North Avenue Post Office Building, New Delhi on 27.09.2012
from 11.00 A.M.
The meeting was presided by Com. S.P. Mukherjee Vice President- NFPE. Com. R.N.
Parashar Assistant Secretary General NFPE welcomed all the leaders and guests
who came to participate in the Federal Executive Meeting.
Before commencement of the meeting, condolence message was read out by Com. M.
Krishan, Secretary General paying homage to those who lost their lives during
the period. After that two minutes Mourn was observed in respect of martyrs.
Com. M. Krishnan, Secretary General NFPE, presented a brief report on the
activities of NFPE since last Federal Executive Meeting held at Delhi on 21.03.2012.
The Federal Executive meeting was inaugurated by
Com. S.K. Vyas President Confederation of Central Govt. Employees and Workers
who elaborately discussed the need and justification of all the demands
mentioned in the 15 point Charter of Demands issued by confederation for the
strike on 12.12.2012. He appealed the NFPE leadership to make the strike a
historic success mentioning that the NFPE is the biggest affiliate of
Confederation. He also praised the participation and role of NFPE in success of
Parliament March on 26th July, 2012.

described the impact of
Globalization policies on working class in general and Postal workers in
particular and emphasized the need of united struggle to resist the onslaughts
unleashed by the Central Government in the wake of Neo Liberal Economic
policies.
Com. K.V. Sridharan Ex. General Secretary P-III and Leader, JCM Staff Side:
mentioned the achievements obtained by NFPE through various struggles. He
stated that most of the long pending demands of Postal & RMS Workers have
been settled and for remaining demands a memorandum should be submitted to the
Deptt.

for one day strike on 12.12.12 and assured to make all efforts to make the
strike a grand success.
All the leaders emphasized for the need of an agitational programme by the All
India leadership for the settlement of demands of GDS and Casual, part time and
contingent staff.
Com. M. Krishnan Secretary General NFPE :
summed up the discussion and clarified
that most of the major demands related to Postal and RMS employees have been
settled during the negotiations on strike charter of demands. Some demands are
still pending for which a detailed memorandum will be submitted to Secretary
(Posts) and even if these are not settled within stipulated period agitational
programme will be launched. For the settlement of demands of GDS, Casual,
Part-time and contingent employees, all efforts are being made and agitational
programmes will be launched against the Department. He appealed to all to make
all efforts for the success of one day strike 12/.12.12 on call of
Confederation and two days strike on 20th & 21st,
February, 2013 on call of all Central Trade Unions.

MADHYA PRADESH CIRCLE – AIPEU-GDS(NFPE) CIRCLE UNION FORMED
A General Body meeting with the members of AIPEU-GDS(NFPE), M.P Circle was conducted by Com.Vijay kumar Sharma, Circle Convener, AIPEU-GDS(NFPE) and held under the Presidentship of Com.Barelal Asati in Damoh Town, Damoh.
A large gathering of more than 300 delegates representing from more than 10 Divisions with 20 women comrades attended and paid their keen attention to the deliberations of the addressing leadership.
The Convention lead by Com.R.K.Choube with his delightful anchoring and witnessed by the leaders viz., Com.R.N.Parashar, Asst. General Secretary, NFPE, Com.K.V.Sridharan, General Secretary, AIPEU Gr.C., Com.I.S.Dabas, General Secretary, AIPEU Postmen&MTS/Gr.D., Com.Balwinder Singh, Treasurer, AIPEU Gr.C (CHQ), Com.P.Pandurangarao, General Secretary, AIPEU-GDS(NFPE) besides the leaders of the M.P Circle viz., Com.S.C.Jain, Circle Secretary, AIPEU Gr.C, M.P., Com.S.K.Nema, Com.I.S.Jaswal, Circle Secretary, AIP SBCOEA, M.P etc.,
Com.R.N.Parashar in his inaugural speech elaborately narrated the necessary in formation of new GDS union, its role for the last six months and support of NFPE and its affiliated unions and the future program of action by NFPE for GDS in the country.
Com.K.V.Sridharan explained about the GDS system and its vital role in the Department in plight of on-going developments in the Department and need of unity with NFPE and its unions for reaching the best achievements for GDS in a very detailed manner. The General Secretary made an appeal to all the Gr.C & P-IV leadership and well-wishers of NFPE to extend all their support and cooperation for successful gaining of all effective GDS membership under the banner of AIPEU-GDS(NFPE) in M.P circle.
Com.I.S.Dabas conveys solidarity from P-IV CHQ and the role of P-IV union for the emancipation of GDS under the leadership of Com.Adi and his successors from NFPE and requested the leadership of P-IV in M.P circle for their fullest cooperation for the upliftment of AIPEU-GDS(NFPE) in the Circle.
Com.P.Pandurangarao explained the need of formation of AIPEU-GDS(NFPE) and the organization achievements of the GDS union in the recent past, its progress in other Circles and getting ahead of GDs problems with the Dept. & Govt. with the total support of NFPE. The consequences from Department policies, its dangerous effect on GDS system and forgoing achievements gained by NFPE during last decade in a detailed manner.
All the Circle leadership expressed their total support and cooperation to stage all GDS in the Circle under the banner of NFPE and assured to form Divisional unions for AIPEU-GDS(NFPE) soon.
A Unanimous Circle Organizing body is constituted to take the responsibility to form AIPEU-GDS(NFPE) union in all the Divisions of M.P Circle.
