Dear Comrades,
Festival & Seasonal Greetings and congratulations to all of you

Our 2nd All India Conference was concluded with the constructive resolutions leading towards the emancipation of our cadre. It has given more inspiration and stimulation and also created a great confidence about the future of the GDS among the membership as well as the leadership of our NFPE and GDS (NFPE). The discussions and deliberations made by our GDS delegates are so much appreciated and valued and also directed the higher bodies to ensure to continue our struggle till the reach our goal ‘departmentalization of BOs & regularization of GDS’ organizationally and legally.

NFPE and our CHQ is abiding the directions of all the delegate comrades and representatives of all divisions of all the Circles and commenced our struggle programme immediately after the conclusion of our AIC by conducting a mass dhana at Jantharmanthar in New Delhi on 22-09-2015 demanding the settlement of our GDS demands organized by Postal JCA with the participation of both Secretary Generals of NFPE & FNPO and respective General Secretaries of all affiliated unions of both Federations along with 200 more participants. Even though the department urged and attempted by all means to cancel the dharna, PJCA decided to hold it and focused our resentment over the neglect of the Dept and Govt in resolving the issues of GDS and departmental employees.

The Govt, as expected, rejected the inclusion of GDS in 7th CPC even after repeated attempts made by the Dept of Posts. The long pending demand of ‘cadre restructuring’ for departmental employees is kept doldrums. All other justified demands are being dragged in such a way to come out from the purview and the recommendations of 7th CPC. Even though the Central Pay Commission is ready to submit its report by 30th September, the Govthas extended the date of submission of 7th CPC up to 31st December 2015. There is an ample time of 3 more months for the 7th CPC panel to consider the demand of GDS by modifying the Terms of Reference.

Further the Postal JCA decided to go for strike from 23rd November 2015 for ‘inclusion of GDS in 7th CPC’ as the prime demand. Though there is a call of NC JCM (Railway, Defense & Confederation of CGE) for indefinite strike from 23rd Novembers, irrespective of any decisions, Postal JCA is decided to go for indefinite strike from 23rd November 2015 itself.

The foremost task of our GDS Representatives is to enlighten and educate the members by conducting meetings, giving much publicity about the demands of PJCA by circulars and pamphlets, hand billsfor circulation among the GDS members. Time left for our struggle is just few weeks. Unless we act swiftly, we cannot make the strike a grand success. I hope that every representative of our union from branch level to Circle level will take all out efforts to implement the decisions of CHQ and give much priority to implement the directions  of our All India Conference.

Comrades, our GDS cadre is already under pressure and is being exploited by various decisions taken by the department and the Govt viz., introduction of various BD activities with and without incentives, Direct Benefit Transfer Schemes without observing the basic conditions of the BOs and time factor and the work load, Reduction of allowances, combination of duties, no medical facilities, inadequate supply of amenities to BOs, imposing impracticable targets on various items of work etc.

We are ready to serve for the Department, for the people and the nation but it requires that we should be provided with adequate means of livelihood with the civil status in the department and society. We are being deprived of many facilities in the background of policy offensives and need to overcome all the hurdles created by various factors. This time our struggle is sacrifice oriented. Let us do or die. Let us prepare for that and to prove our ability, strength and militancy through our united struggles with NFPE and PJCA.                                                                             
Grand success of 2nd All India Conference of AIPEU GDS (NFPE) – SHIMLA

The 2nd All India Conference of AIPEU GDS (NFPE) has been held on 19th& 20th September 2015 in Ram Mandir Complex, Shimla. It was a grand success with the participation of 483 GDS Delegates representing from 287 divisions and 17 Circles. 13 CHQ office bearers, 15 Circle Secretaries, 3 Mahila Committee Members attended. More than 70 GDS delegates deliberated in the session. It proved the expansion of our union and improvement in the divisions.

The Reception Committee deserved all appreciation for their hospitality and warm reception in making nice and good arrangements for the Guests, Invitees, Delegates and visitors. In fact, Shimla division situated in the small circle like Himachal had taken challenge to hold All India Conference for GDS (NFPE) union and also made it grand success which was witnessed by all. On behalf of our CHQ we extend our sincere thanks and greetings to the team of NFPE leaders and GDS comrades for their commitment and zeal over the organization and receptivity.

On 19.9.2015 at 10.30 hrs, the National flag was hoisted by Com K.V.Sridharan, Former General Secretary, P3 and the NFPE flag was hoisted by Com R.Sivannarayana. Our Union flag was hoisted by Com Gopal Sur, All India President in the midst of thundering slogans. Then the Delegate Session was inaugurated by Shri Sanjay Chauhan, Hon’ble Mayor, Shimla and Chairman, Reception Committee. Shri Nirmal Singh, Director of Postal Services, Shri T.R.Sharma, Member (Retd) Postal Services Board, Shri Singhal, SSPOs, Shimla, Shri K.L.Gautham, General Secretary, CoC, Shimla, Shri Rakesh Singh, Ex-MLA are prominent dignitaries attended and addressed.

Open session was inaugurated by Com. Tapan Sen, Hon’ble Member of Parliament & General Secretary, CITU. Com.K.K.N.Kutty, President, CCGEW, Com.R.N.Parashar, Secretary General, NFPE & General Secretary, Com.Giriraj Singh, President, NFPE & General Secretary, Com.K.Raghavendran, Former Secretary General, NFPE & General Secretary, AIPRPA, Com.K.V.Sridharan, Former General Secretary, AIPEU Gr.C& Leader JCM Staff-side, Com.R.Sita Lakshmi, General Secretary, P-4, Com.D.B.Mohanty, Dy. EDITORIAL POSTAL CRUSADER OCTOBER-2015

2nd SEPTEMBER-2015 –A HISTORIC STRIKE

            2nd September 2015. Historic  Strike  was a grand success in almost all the  sectors of working class whether it is Government Sector, Public Sector, Private Sector – organized or unorganized. Crores and crores workers have taken part in it and established so many mile stones in the history of working class movement. The grand success of this strike in strategic fields like Road transport, Coal Mines, Petroleum, Power, Tele Communication is one of the important phenomenas.

            This strike was organized by the sponsoring Committee of all Central Trade Unions pursuing 12 points Charter of Demands including withdrawal of anti Labour Laws amendments and FDI in strategic sectors, in protest against lend acquisition Ordinance and Bill and peasants distress and for changing the neo-liberal path of development.

            The strike was the result of hard labour of the thousands of Trade Union activists who mobilized and launched vigorous campaign for the months together..

            This strike of crores of workers has given clear indication to present Central Government that now the worker has awakened and he is not going to allow the attacks and dangers being unleashed on him in the pursuance of neo-liberal economic policies.

            This time this strike was a grand success among Central Government Employees.

            In Postal except some circles it was grand success and better than the previous strikes. It shows that the Postal Workers are also not agreed to accept the proposals and recommendations submitted by Task Force Committee headed by T.S.R. Subramanian Ex. Cabinet Secretary as Chairman who laid out a road map of corporatization and Privatization of Department of Post. This is also culmination of anger and protest of Postal Employees that the 50% Work force of this Department i.e. Gramin Dak Sevaks, who are not treated as Civil servant. The demand of NFPE and PJCA for inclusion of GDS in 7th CPC has not been accepted by Government of India. The Cadre restructuring proposals of all Cadres of Postal; were agreed long back but not being implemented. Thousands and thousands of posts in all Cadres are also not being filled besides vigorous pursuance by the NFPE and PJCA.

            The PJCA comprising NFPE, FNPO, AIPU-GDS (NFPE) and NUGDS has viewed very seriously with grave concern the totally negative attitude of the Government of India and Department of Post and has decided to go on indefinite strike from 23rd Nov-2015 on the above demands.

            NFPE appeals to the entirety of Postal, RMS and GDS Employees to start preparations right now to make the indefinite strike from 23rd November-2015a grand success to compel the Government of India and Department of Post to concede our demands. Nothing in past has been achieved without struggle and nothing is going to be achieved without struggle. So unite and fight and achieve.

Comrades,

            The Postal Joint Council of Action comprising NFPE, FNPO, AIPE Union GDS (NFPE) & NUGDS has viewed with grave concern, the total negative attitude of the Central Government towards the genuine demands of the Postal employees which includes the revision of wages and service condition of the Gramin Dak Sevaks by 7th CPC, implementation of Cadre Restructuring Agreement and filling up of all vacant posts in all cadres of Department of Posts.

            As the 7th CPC  may  submit its report  any time before 31st  December,2015 , delay in settling the above demands will  result in denial of justice to 5.5 lakhs Postal Employees .

            In view of the above serious situation the PJCA  unanimously decided to  revive the  postponed indefinite strike of  May 6th  and  to commence  the indefinite  strike  from 23rd November, 2015, the date  from which JCM National Council  Staff Side  is going  on indefinite  strike. It is further  decided  that  in case  the JCM  Staff Side  change their decision the PJCA  will go on  strike from 23d November,2015 itself for the following  demands:

            (i)Include GDS in 7th CPC for wage revision and other service related matters.

            (ii)Implement cadre Restructuring proposals in all cadres including Postal     Accounts and MMS in Department of Posts

            (iii)Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA,       Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in MMS, PA CO, PA SBCO , PO Accounts & Civil Wing  Staff)

Postal JCA (NFPE & FNPO) strike from 23rd November 2015

The meeting of the Postal Joint Council of Action comprising NFPE, FNPO, AIPEU GDS (NFPE) & NUGDS has viewed with grave concern the totally negative attitude of the Central Govt. towards the genuine demands of the Postal Employees which includes the revision of wages and service conditions of Gramin Dak Sevaks by 7th Central Pay Commission, implementation of Cadre Restructuring agreement.

In view of the above serious situation the Postal JCA unanimously decided to revive the postponed indefinite strike of May 2015 and to commence the indefinite strike from 23rd November 2015 the date from which JCM National Council Staff-side is going on indefinite strike. 

It is further decided that in case the JCM Staff-side change their decision, the Postal JCA will go on strike from 23rd November 2015 itself.

POSTAL JCA OF NFPE & FNPO 
STAGE DHARNA AT JANTAR MANTAR

            The Postal Joint Council of Action of NFPE & FNPO with their GDS Unions staged a Dharna in Jantar Mantar today stressing their Postal Charter of Demands. However the focus had been on the issue of GDS. 

The JCA demanded that the GDS wage issues should be referred to the 7th CPC for appropriate recommendations instead of referring them to any Officer headed Committee. The NFPE Federal Executive decision to discuss with Postal JCA for a decision to go on strike from November 23 for the Postal Charter with GDS issue as the prime demand was declared in the Dharna by the Secretary General NFPE. 

The Secretary General FNPO also was favourable for an action in November and he too stressed the need for united action by JCA as in the past.  The Dharna was presided over by Comrade Giriraj Singh the NFPE President. 

Comrade K.Ragavendran Ex-SG NFPE and GS AIPRPA inaugurated the Dharna. POLICY & PROGRAMME
RESOLUTION ADOPTED IN THE ALL INDIA CONFERENCE

1.   The after effects of the recession that devastated the economy of the capitalist countries are still looming large over their head and there is no immediate sign of recovery, even though the pro-capitalist economists and heads of the developed nations are claiming to the contrary. The financial and industrial sectors of these countries are reeling under the negative impacts of recession.  Unemployment is growing like anything.  The bailout packages and other short and long term measures taken has only helped the trans-national corporations to survive, but the plight of the workers and common man is becoming more and more miserable.  Cuts in employment and social security measures have further aggravated the situation. The economies of the countries which are pursuing a pro-socialist and anti-globalization policy are comparatively less affected and are poised for rapid economic growth.  The resistance against the ill-effects of the neo-liberal globalization policies is gaining momentum all over the world.  Workers went on strike and common people of those countries are also coming out to the street in large numbers protesting against these policies.  This 2nd All India Conference of AIPEU GDS (NFPE) extend full solidarity and support to the struggles conducted by the workers and other toiling masses all over the world and pledge to be a part and parcel of this struggle.

2.   In our country, the NDA Govt. is virtually toeing the US line and is going ahead with the neo-liberal agenda.  Steep rise in prices of essential commodities, disbanding of public distribution system, disinvestment of public sector, introduction of casual and contract labour system,  decision to allow 51% FDI in multi-brand retail trade, hectic persuasion to get major financial sector related bills on pension privatisation, banking and insurance sector, the game plan for privatisation of vital infrastructural and public utility services, the so-called private-public partnership in almost every sector, the repeated hike in prices of petroleum products are glaring examples of this policy. Struggle and strikes are taking place in every sector against the neo-liberal reforms and also against the anti-worker, anti-people policies of the Govt.  The entire working class of India under the banner of United Platform of Mass Organizations is spearheading the struggle against these policies.  In the coming days, the struggle will be further intensified.  The Postal employees under the banner of National Federation of Postal Employees have participated in all the national strikes organized by the Central Trade Unions. This 2nd AIC of AIPEU GDS (NFPE) congratulates the workers and employees who participated in the united struggle of the working class and we shall continue our struggle and shall always identify ourselves with the mainstream of the working class.

3.   Along with the Central Govt. Employees GDS are also the victims of the neo-liberal economic policies pursued by the Central Govt. from 1991 onwards.  During the last twenty years more than 60,000 posts are abolished.  Further thousands of posts are lying vacant in our cadre. Even the workload is increased with the introduction of many BD activities and Schemes in BOs after modernization and computerization Govt & Department is still under dilemma to departmentalize the BOs and regularize the GDS.  Further sticking on to the GDS Conduct and Engagements Rules to kept GDS as bonded labour. Social security schemes converted under GDS CWF Scheme with our contribution.  Statutory pension scheme is given a go-bye.  Instead Service Discharge Benefit Scheme with the modalities of NPS (lite) is introduced with our monthly contribution.  2.60 lakh Gramin Dak Sevaks are denied of their legitimate rights.  Even compassionate appointments are denied, imposing arbitrary restrictions.  Bonus ceiling not yet raised.  Merger of 50% D.A. with pay, Interim Relief, inclusion of GDS under 7th CPC stands rejected by Govt. This 2nd AIC of AIPEU GDS (NFPE), while saluting the Central Govt. Employees, particularly Postal employees, for their participation in all agitational programmes calls upon the Postal JCA for GDS to carry forward the struggle till the demands are met by the Government, and reversion of the policy of down-sizing, outsourcing, contractorisation and privatisation.

4.   In the Postal sector the Government want to implement the Task Force Report which aims to corporatize the Postal Services by dividing the existing service sector into six and make five corporations and leave the letter delivery services as the Government Services. This is nothing but to privatise the Postal in the future by entering PPP and FDI in the Postal Communication sector and granting licenses to the multi-national courier services.  Government wants to close down post offices in the name of loss.  Posts are abolished without any justification.  Workload has increased but new posts are not created and combination of duties is increased.  The National Federation of Postal Employees (NFPE) has taken initiative to organise agitational programmes and mobilise the employees for action including indefinite strike and as a result the Postal Administration was compelled to stop their move with the intervention of the Minister and the strike is deferred with the assurance of the Govt. 

5.   The Government is reluctant to settle the issues relating to Gramin Dak Sevaks and casual labourers and in particular in remitting their cases for consideration by the Seventh Pay Commission. 

6.   This AIC affirms that our Union will stand with the NFPE and all its affiliated unions by all means for the emancipation of our cadre. This AIC demand the Government to consider the demand of remitting GDS causes to the Seventh Pay Commission. This Union is committed for the cause of GDS and appeals the entire circle and divisional secretaries of all NFPE affiliated unions to form the GDS divisional branches in all the circles which are the firm commitment of ours as a policy. Only through a united struggle of the entire Postal employees the policy offensives of the Govt. can be resisted and also the pending issues of the Postal employees including Gramin Dak Sevaks can be settled.  This 2nd AIC of AIPEU GDS (NFPE) appreciates the positive steps taken by NFPE & Confederation and also NJCM in strengthening the unity of the Postal employees and also for making sustained efforts for settling the sectional demands of the Postal employees including GDS.  This conference further calls upon NFPE to chalk-out agitational programmes in a phased manner for realisation of the pending demands of GDS.
