Today meeting with department

Today meeting held in Dak Bhawan at 11.00am
Meeting conducted under the Chairmanship of DG (Posts), Member (P), DDG (Estt.), DDG (SR & Legal), ADG (Estt), ADG (GDS) and other officers of the department attended.
Union Side : All three General Secretaries and other representatives, General Secretary, NAPE attended.
Detailed discussion held between Administration and Union Representatives on the basis of JCA memorandum, major issues viz., date of implementation of new scales, payment of arrears, gratuity, financial upgradation, leave etc.,
Department categorically replied that in case of financial implication issues like date of implementation of new scales, arrears formula as already cleared by Cabinet and it can not be reopened. Regarding all other issues viz., Leave, Children Education Allowance, GIS, Transfer, ESI facility, SDBS, Financial upgradation etc will be considered positively and orders will be issued as early as possible.
But union representatives expressed their resentment and deep concern over the date of implementation of new scales, arrears payment formula and strongly demanded for reconsideration.
Department proposed the unions to submit a detailed note on all the issues raised in the meeting for further consideration at appropriate level.
The General Secretaries of GDS Unions discussed over the today’s meeting and decided to submit a detailed note soon. Further decided to meet again to decide further course of programme of action seriously.

Will the Minister of COMMUNICATIONS be pleased to state :-
(a) whether the efficiency of most of the private courier agencies in the country is considered better than the Speed Post service of India Posts;

(b) if so, the major factors due to which private courier agencies have gained better creditability;

(c) whether Government has any plans to improve Speed Post services at par with private courier agencies; and

(d) if so, the details thereof?

(a) & (b) The traffic and revenue of Speed Post has shown continuous growth over the years indicating the trust of the customers in the service. The Comptroller and Auditor General (CAG) has also mentioned in its 20th report of 2015 – Union Government, Communications and IT Sector laid in the Parliament, at Chapter-III, “The delivery performance of speed post was better than those of private couriers in major cities, at the tehsil level and at village level.”

The traffic and revenue generated from Speed Post for last three years is as follows :

(c) & (d) Department of Posts reviews its services and products from time to time in view of the changing needs of the market and customers, industry benchmarks etc. and takes steps to improve service features and introduce new value additions to meet the customer expectations. Some of them are as follows :

• Online track and trace system for Speed Post has been strengthened. Complete end to end status of an article can be tracked on the website of the Department of Posts by logging onto www.indiapost.gov.in. In addition to this, status of an article can also be tracked through mobile application.

• SMS alert has been introduced to provide delivery status of articles to customers.

• Cash-on-delivery facility especially for e-Commerce companies has been provided as a value addition to the Speed Post.

• Book Now Pay Later (BNPL) and National Account Facility have been introduced under Speed Post for contractual customers.

• Apart from delivery through postman, Outsourced Postal Agents scheme has been introduced with a view to extend door step delivery of various kinds of articles and pickup from customer’s premises.

• Mobile phones have been provided to postman for delivery through postman mobile app to capture delivery on real time basis.

• Computerization, infrastructure and site upgradation of sorting and mail processing offices has been carried out.

• Dedicated point to point road transport for fast and secure transmission of Speed Post articles has been introduced.

• Departmental vehicles have been equipped with Geo-positioning-system (GPS) for monitoring their movement on real time basis.

• Nodal Mechanized Delivery Centres for delivery of Speed Post articles have been established in selected cities.

• Quality Monitoring Cells have been established in the circles to monitor mail performance. Centrally, through the Mail Network Optimization Project, the mail movement has been rationalized and is monitored on a regular basis.

Palamaner Branch : Chittoor Divison (AP Circle) Conference (29-07-2018)

A joint general body meeting of AIPEU Gr.C., P4 & AIPEU-GDS, Palamaner Branch Under Chittoor Division (AP) has been held on 29-07-2018. 

Com.P.Pandurangarao, General Secretary, AIPEU-GDS attended and addressed the conference. Com.P.Nagamuni, Ex-President, Gr.C., Chittoor Division  presided the meeting. Com.Sardar, Orgg. Circle Secretary, Gr.C., Com.V.Sudhakarnaidu, Ex-Orgg C/S, Gr.C., Com.C.Narayanareddy, Orgg. Circle Secretary, AIPEU-GDS and many other NFPE leaders of Chittoor, Madanapalle Br.,  also attended and addressed the meeting. An elaborate discussion was taken place in the meeting between leaders and participants on various of issues of GDS and thoroughly clarified.

A new set of office bearers were elected unanimously for the ensuing period for Gr.C., P4 & AIPEU-GDS Unions.

A State level convention and seminar have been convened in Chennai on 22-07-2018 under the Presidium of Com. Angel Sathiyanathan, President, Chennai City North Division and Com. V.Parthipan, Vice President, Chennai City Central Division.

The meeting organized by Com.P.Senthilkumar, Divisional Secretary, Gr.C, Chennai City Central Division.

Speakers made deliberations on various subjects, viz.,

Pension to Sports persons

Minister of State (Independent Charge) for Youth Affairs and Sports Col. Rajyavardhan Rathore has said that government gives lifelong pension under the Scheme of 'Pension to Meritorious Sports persons', sports persons who have won medals for the country in the international competitions only and have retired from active sports. In a written reply in Lok Sabha today, the Minister said at present, 588 Sports persons are getting pension. The rate of pension has been revised with effect from 1.4.2018. The rate of pension has been doubled of the rates of pension existing earlier.

The revised rates of pension with effect from 1.4.2018 are as under:

AIPEU GDS : Meeting in Gudur Division

A general body meeting of AIPEU GDS has been held on 19-07-2018 in Gudur to review the 16 days  GDS strike and the implementation of the recommendations of Kamalesh Chandra Committee Report and other organizational issues.

Respected Sir,

On behalf of 2.76 lakhs Gramin Dak Sevaks in the Department of Posts, we submit the memorandum for your kind consideration and favourable action.

The Government of India constituted One Man Committee under the Chairmanship of Sri. Kamalesh Chandra, Retired Postal Board Member to examine the wage structure and service conditions of Gramin Dak Sevaks (GDS) in November, 2015.

The Committee submitted a report to the Department of Posts in November 2016.

The Union Cabinet has approved the report on 06.06.2018. The major recommendations of the committee were overlooked and neglected by Union Cabinet and the Department of Posts. The committee has been wrongfully manipulated and amended. This manipulation and unjustified amendment of the report of the committee has been given the serious detriment of the GDS employees and has put them to  a cumulative loss of lakhs of rupees.

You are humbly requested to take up these issues in the parliament by using your good offices.

Date of Implementation
The Committee recommends that the date of implementation of increase of wages should be effective from 01.01.2016 as in the case of recommendation of 7th CPC for regular Central Government employees.

The GDS Committee recommends following to rationalize the categories of GDS’s. The same approved and other unapproved categories of GDS merged into two categories.
a) Branch Post Masters.
b) Asst. Branch Post Masters  /
