1. (1) These Rules may be called the Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010.
(2)They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010, against serial number 1 relating to the post of Postman,--
Column No.8
Matriculation or Equivalent from a recognized Board or University for direct recruitment from open market. No education qualification is prescribed for direct recruitment limited to Gramin Dak Sevaks.
(i) in column (8), in the entry, after the word “Matriculation”, the words “or Equivalent” shall be omitted.
Column No.11
(a)25% by promotion by selection of Multi Tasking Staff of the recruiting division;
(b)25% on the basis of Limited Depart-mental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in , if any, against an erstwhile Group’D’ post on regular basis as on the 1st January of the year to which the vacancy(ies) belong failing which by direct recruitment.
(C)25% by recruitment on the basis of Competitive examination limited to Gramin Dak Sevaks* of the recruiting Division who have worked for at least five years in that capacity as on the 1st day of January of the year to which the vacancy(ies) belong failing which by direct recruitment;
*Gramin Dak Sevaks are holders of Civil posts but they are outside the regular Civil Service due to which their appoint-ment will be by direct recruitment.
(d)25% by direct recruitment from open market.
Note:1: The scheme for Direct Recruit-ment shall be as per administrative instructions issued by the Department from time to time.
(ii)in column (11), the entry,-
(A)for clauses (a) and (b) the following clause shall be substituted namely:-
“(a)50% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group’D’ post on regular basis as on he 1st January of the year to which the vacancy(ies) belong failing which, from amongst Multi Tasking Staff of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from open market”

(B)for clauses (c) and (d), the following clause shall be substituted, namely:-
“(b)50% by direct recruitment on the basis of Competitive Examination Limited to Gramin Dak Sevaks* of the recruiting Division who have worked for  at least five years in that capacity as on the 1st day of January of the year to which the vacancy(ies) belong, failing which from amongst Gramin Dak Sevaks of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from open market.
*Gramin Dak Sevaks are holders of Civil posts by they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”;

(i)25% by promotion of Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group D post on regular basis.
Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
(ii)25% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in , if any , against an erstwhile Group’D’ post on regular basis.

Note 2 : [Applicable for (i) and (ii) above] :
For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 (the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding pay/pay scale extended based on the recommendations of the Pay Commission.

Note 3: The scheme for Limited Depart-mental Competitive Examination shall be as per administrative instructions issued by the Department from time to time.
(iii)in column (12), in the entry,-
(A)for clause(i), Note 1 and clause (ii), the following clause shall be substituted, namely:-
“50% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group’D’ post on regular basis as on the 1st January of the year to which the vacancy(ies) belong, failing which from amongst Multi Tasking Staff of the neighbouring Division/ Unit on the basis of the said Examination, failing which by direct recruitment from open market”;
(B)”Note 2” shall be re-numbered as “Note 1” as so re-numbered, the brackets, words and figures” [Applicable for (i) and (ii) above]” shall be omitted;
(C)”Note 3”shall be renumbered as “Note 2.”

According to Amended Recruitment Rules, 2012 :

50% -- MTS/Gr.D - COMPETITIVE EXAMINATION ( 3Years Service)

50% -- GDS - COMPETITIVE EXAMINATION  (5 years Service)

Column No.7
18-27 years (Relaxable for  Government Servants up to 35 years for candidates Castes / Scheduled Tribes up to five years and for candidates belonging to Other Backward belonging to Other Backward Classes up to three years in accordance with the instructions issued by the Govt. of India.

Note 1: The crucial date for determining the age-limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakah Division of Chamba district of Himachal Pradesh, Andaman and Nicobar Ilsands or Lakshadweep).

Note 2: In the case of recruitment made through the Employment Exchange, the crucial date for determining the age limit shall be the last date up to which the Employment Exchange is asked to submit the names.
(i)against serial number 1 relating to the post of Multi Tasking Staff, in column 7, in the entry,

in “Note 1” after the words “Lakakh Division of”, the words “Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub-Division of” shall be inserted;

Not applicable in the case of Gramin Dak Sewaks. If the Gramin Dak Sewak selected for appointment by direct recruitment is non Matriculate, he shall be given training before he is appointed.

In case a Casual Labourer to be appointed as Multi Tasking Staff is non Matriculate he shall be given training before he is appointed.
(ii)against Serial number 2 relating to the post of Multi Tasking Staff,--

(a)in column (8), in the entry, after the word “Matriculation”, the words “or Equivalent” shall be omitted;

(iii)(a)25% by appointment of Casual Labourers conferred with temporary status on the basis of selection-cum-seniority failing which by;

(c)appointment of Casual Labourers conferred with temporary status in the neighboring Division or Unit on the basis of selection –cum-seniority, failing which by;
(d)appointment of Casual Labourers engaged on or before 1-9-1993 working for eight full hours in a day in the neighboring Division or Unit; on the basis of selection-cum-seniority, failing which by;
(e)appointment of part time Casual Labourers engaged on or before 1-9-1993 of the recruiting Division or Unit on the basis of  selection-cum-seniority failing which by;
(f)by direct recruitment from amongst Gramin Dak Sevaks on the basis of their seniority in the Division or Unit.

Failing (i), (ii) and (iii) above by direct recruitment from open market.

(If there are more than one neighboring Division or Unit, the senior most Casual Labourer of that status amongst them shall be appointed)

Explanation:--
1.For Postal Division or Unit, the neighboring Division of Unit as the case may be, shall be the Railway Mail Service Sub Division and vice-versa.

2.The above mentioned examination shall be governed by the instructions issued by the Department of Posts regarding the short listing criteria of the applicants from open market, syllabus and pattern of the test, etc., from time to time.
(b) in column (11), the entry,--
(A) in clause(i) for the figures “50%”, the figures “25%” shall be substituted;
(B) after clause (iii), the following clause shall be inserted, namely –
“(iv) 25% by direct recruitment from open market”

            Sub:-Seeking Assistance to form Divisional Unions – Reg.

The main intention to form our Union is to work unitedly with NFPE and all its affiliated unions. Therefore we applied for Associate Membership in NFPE till we could modify the restrictions to become an affiliated union.

NFPE in its Federal Secretariat held on 21-05-2012 decided to accord status of “Associate Membership” and communicated its decision through its circular.

Similarly, the General Secretary, Gr.C has also circulated through his General Secretary’s Desk requesting the Branch / Divisional Secretaries to extend all possible assistance to form our Union at their level.

We are seeking the earnest cooperation of all Gr.C Divisional & Branch Secretaries & well wishers of NFPE  to kindly extend their assistance in forming our GDS Union by nominating the representative in respect of your Division.

With your fullest and extended cooperation our Union will grow and  assure that we will work with full coordination of Gr.C and P-IV unions at all levels.

GENERAL SECRETARY'S LETTER TO CHQ OFFICE BEARERS :

Dear Comrade,

            You are well aware that our AIPEU-GDS(NFPE) CHQ has decided in its Central Working Committee meeting held on 23-05-2012 at Hyderabad  to hold a day long dharna on 28-06-2012 in front of all Chief PMG offices and Divisional offices in every Circle with the coordination of NFPE affiliated unions of the Circle concerned.

            The said above dharna held in many divisions and encouraging results received by our CHQ and conveys its greetings to all; published in our website.
           
            This is the first program of action on GDS issues after the formation of our Union and every responsibility shouldered by our comrades to draw attention of the GDS membership that the AIPEU-GDS(NFPE) has its own liability towards redress the GDS problems in continuation of struggles  under the banner of NFPE. I can say this program made a grand success at divisional level and circle level  and leads in a same manner to next program of action i.e, “March to Parliament on 26-07-2012’ “NFPE convention on 26-07-2012 at 3.30pm’ and “Parliament Dharna on 27-07-2012”

            We are being encouraged and supported by our leadership of NFPE and its affiliated union in many Circles that the growth and development of the Union will fruitfully resulted in near future.

            At this instance, it is pertinent to mention some important developments taken place after the formation of our Union in some Circles.

Organization :

== Kerala Circle AIPEU-GDS(NFPE) formed in its joint Circle Conference held from 13th to 15th of May, 2012 and almost all the Divsional and Branch Unions formed.

== Assom Circle AIPEU-GDS(NFPE) ad hoc committee formed and the formation of divisional and branch unions are under progress.

== Andhra Pradesh Circle convention was held on 10-06-2012 and Circle organizing body formed
and nearly 50 Divisions/branches submitted their organizing body lists to the Circle union.

== Orissa circle level organizing body formed on 27-05-2012 and many divisional/branch unions formations over, remaining under progress

== West Bengal Circle Conference of AIPEU-GDS(NFPE) held on 17-06-2012 and the formation of divisional and branch unions almost completed.

== Karnataka Circle level organizing body formed on 17-06-2012 and the process of under progress to form divisional and branch unions.

== Tamil Nadu circle, many branch and Divisional Unions formed and process is in progress.

== Uttar Pradesh Circle convention is going to be held on 15-07-2012.

== Madhya Pradesh Circle, the efforts are being put to form our Union at branch level soon.

In remaining Circles, the NFPE leadership is in action with some progress and some GDS comrades are interested to form our union.

First Central Working Committee meeting of AIPEU-GDS (NFPE) CHQ was held on 23-06-2012 at Hyderabad and discussed the organizational issues, constitution of AIPEU-GDS(NFPE), financial issues besides program of action on GDS issues.

NFPE in its Federal Secretariat meeting held on 21-05-2012 discussed and decided to accord “Associate Membership” to AIPEU-GDS(NFPE) to function unitedly at all levels.

CHQ function : Our CHQ has stared its function from the CHQ of AIPEU Gr.C, Dada Gosh Bhawan, New Delhi -8; accommodation was provided with all office facilities and the day to day updation of our web site >www.aipeugdsnfpe.blogspot.com< with the help of our Gr.C  & NFPE leadership is going on smoothly.

A journal “GDS Crusader” was released for May-June, 2012 and distributed among all the rank and file of postal employees in all Circles.

Program of action : Our CHQ is concentrated not only on the organizational development but also on the issues of GDS by preparing a 32 charter of demands and the same is  forwarded to Secretary, Posts on the day of our first program of action day long dharna on 28-06-2012.

In continuation of the above next program of action viz., “Dharna at Parliament” on 27-07-2012 exclusively on GDS demands and memorandum will submitted to the Govt. and Department on the same day.

Like wise, the CHQ is moving in a certain direction and in a positive way with the total support and encouragement of NFPE and Gr.C & P-4 unions besides all other affiliated unions.

Ofcourse, some elements from other quarters commenting us with mere disgust, became aloof from the united postal movement and satisfying their membership that their union is still recognized and audaciously using unparliamentary words. But we had such courage to face them all and we can reach our goal steadily with strong base of GDS membership.

I suggest you that it is better to create an individual e-mail for sending Circulars and correspondence, if any, as there is unusual delay in transmission of letter mail and reach in odd times and the purpose will not be served fruitfully. Further, requesting you to utilize efforts to launch website for the circle and link with CHQ web site positively.

I request you to utilize every opportunity to maintain communication with CHQ and report the developments taking place at your end and follow the information on our websites, no need to hesitate in disclosing your expressions/formulations with regard to our organization and have the good interaction with our NFPE leaders for further guidance and suggestions.

Steepest fall in postal dept deficit in 10 years - NEWS


Gap between revenue and expenditure narrows by Rs 550 cr, dept's revenue up 13%

Mirroring signs of revival, the Department of Posts (DoP) has registered the highest decline in deficit in more than 10 years at Rs 550.73 crore in 2011-12 on the back of increase in revenues, mainly from financial services.

Total  revenues of the department in 2011-12 rose by 13.62% to Rs 7,910.51 crore while expenditure stood at Rs 13,705.4 crore, leaving a deficit of Rs 5,794.89 crore.

In the previous fiscal, DoP had revenues of Rs 6,962.33 crore and expenditure of Rs 13,307.95 crore, reflecting a gap of Rs 6,345.62 crore.

DoP's deficit had jumped over 80% to 6,641.30 crore in 2009-10 from 3,593.09 crore in 2008-09 due to implementation of the Sixth Pay Commission's recommendations.

"In the last one year we have developed an integrated strategy to make India Post, commercially and socially relevant. The financial performance of the last year indicates that we have succeeded to an extent. But a lot more need to be done," Minister for Communications and IT Kapil Sibal told PTI.


According to the Financial Performance report prepared by Department of Posts for 2011-2012, revenues from financial services grew by 20.8% at Rs 4,304.07 crore in 2011-12 compared to Rs 3,562.77 crore in FY'11.

Revenue from postal operations grew by 6.08% to Rs 3,606.44 crore in 2011-12 from Rs 3,399.56 crore it registered in FY'11.

Sibal said that he is expecting revenue of DoP to grow by 20% in the current financial year.

 "This financial year we are targeting revenue increase of plus 20%. I am happy that India Post is moving in the right direction. Now we need to increase our speed," he said.

DoP has appointed Boston Consulting Group to prepare an appropriate business structure for the emerging and premium services of India Post.


The postal department has floated expression of interest to appoint a consultant for preparing detailed project report (DPR) of its ambitious Post Bank projects and this report is expected to be finalised by end of this calendar year.

"The Post Bank project will rejuvenate financial services offered through post offices," Sibal said.

DoP has already announced to set-up 1000 ATMs across country as part of its financial services.

Sibal has also asked DoP introduce premium logistics services in select 80 to 90 cities within six months to tap the expanding e-commerce market in the country and enhance its revenue by 15%.

In its ongoing transformation process, the department entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones for which it expects to start pilot project by September.

The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

"The Department has signed an agreement with BSNL for providing money remittance through mobile phones," Department of Posts (DoP) said in an official statement today.

As per the pact, BSNL has been provided with the requirements of DoP for development of the software.

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012.

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said.

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred.

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.

(iii) Similarly, all the Circle/Divisional Secretaries shall organize solidarity support to GDS union by participation the Dharna programme organized in front of parliament on 27.07.2012.

(iv)  The CWC hailed the decision of NFPE for granting Associate membership to AIPEU GDS (NFPE) union and appeals all the Divisional/Branch Secretaries to extend all support to form branches at all levels to the newly formed AIPEU GDS (NFPE) union.

Our tasks & responsibilities

The reason for extending patronage to the newly formed GDS union under the banner of NFPE was well explained by all the leaders. This became inevitable due to the adamant and indifferent and egoistic attitude of some leadership as well as anti NFPE stand propagated by them.

Since the AIPEU GDS NFPE has accorded the Associate membership under NFPE, we have no other option except to extend all helps to this union as per the decision of the CWC as well as the provisions of the constitution of our union.


All the Branch/Divisional Secretaries are requested to extend all assistances to form the new GDS union under NFPE either by converting the existing leadership at local level or in case of non agreeing by the existing GDs leadership, find out other second line leadership who are willing to work and coordinate with our unions and form the union. P3 has to render all assistance and this is our prime duty and responsibility.

I fervently appeal all of you once again to extend all your best to the AIPEU – GDS NFPE union.
