            It is to bring to your kind notice that the process of verification of GDS membership was started from March-2016 as the term of last verification was going to expire in April-2016.

            But it is a matter of great concern that after a lapse of more than one year period the schedule for verification has not been issued yet.

            It is therefore, requested to kindly look into the matter and cause suitable instructions to complete the process of GDS membership verification as early as possible..

            An early action is highly solicited.

Over one lakh India Post ATM cards issued in Karnataka, get popular after banks hike fees

With private and public sector banks, including SBI, hiking minimum balance and transaction fees, Post Office Savings Bank (POSB) comes to your rescue. Opening a savings account, which comes with an ATM card, costs no more than Rs 50 and India Post has so far issued over one lakh ATM cards in Karnataka. Currently, it has 76 ATM counters in the state, including 14 in Bengaluru alone.

A minimum deposit of Rs 500 for cheque book, unlimited transactions at India Post branches and ATMs with a maximum withdrawal limit of Rs 25,000 per day is certainly good news.

 This is in sharp contrast to public sector and private banks insisting on a minimum balance of more than Rs 5,000, limited free transactions, heavy transaction fees and hidden charges. India Post is also planning to launch the internet and mobile banking shortly.

“We are getting an overwhelming response for POSB especially after banks, including SBI, recently hiked transaction fees and other charges. We have distributed more than 50,000 ATM cards in the state over the last five months. Our account holders can also withdraw money from any bank ATMs,” said a senior official of India Post (Karnataka Circle).

Across the country, 23,292 post offices have been migrated to Core Banking Solution and a total of 970 ATMs are operational. India Post is also planning to increase the number of ATMs and banks to attract more people.

Many regular bank customers are also happy. “SBI insists that savings bank account customers in metros should maintain a monthly balance of Rs 5,000. Otherwise, they will impose fines ranging from Rs 50 to Rs 100 (plus service tax). SBI also doesn’t allow unlimited cash withdrawals from their ATMs. It’s not possible to maintain a minimum of Rs 5,000 from my monthly salary. So I’ve decided to close the SBI account and to start an account in India Post bank,” said S Manjunath, a delivery boy in Koramangala.

“We will set up more ATMs at our post office premises in the coming years. We have a presence in every nook and corner of the country. So customers can avail banking services from any of our postal banks without any additional charges,” the official said.

Under Rural Information Communication & Technology (RICT) project, India Post has also started a doorstep banking to provide services like cash deposit, cash withdrawal and balance enquiry. “We have started a pilot project in Channapatna and will extend it to all rural areas of the state. This facility is useful to senior citizens and differently-abled people who cannot visit post offices,” the official added.

Central Government notifies Exemption from Quoting Aadhaar / Enrolment ID to certain individuals -- PIB

The Central Government vide notification dated 11th May, 2017 has notified that the requirement of quoting of Aadhaar / Enrolment ID shall not apply to the following individuals if they do not possess the Aadhaar / Enrolment ID:

1. An individual who is residing in the state of Assam, Jammu and Kashmir and Meghalaya. 
2. An individual who is a non-resident as per the Income-tax Act, 1961. 
3. An individual of the age of eighty years or more at any time during the previous year. 
4. An individual who is not a citizen of India. 

The notification is available on the Income Tax website www.incometaxindia.gov.in.

Section 139AA of the Income-tax Act, 1961, as inserted by the Finance Act, 2017 provides for mandatory quoting of Aadhaar / Enrolment ID of Aadhaar application form for filing of return of income and for making an application for allotment of Permanent Account Number with effect from 1st July, 2017. Section 139AA (3) of the Act empowers the Central Government to notify the person(s) or State(s) to which the requirement of quoting of Aadhaar / Enrolment ID shall not apply.

CONFEDERATION ALL INDIA TRADE UNION EDUCATION CAMP HELD AT TRIVANDRUM ON 6^th & 7^th MAY 2017

        The 2 days Trade Union Education Camp organised by confederation CHQ at Thiruvananthapuram became a different experience for the delegates because of the presence of eminent and expert teachers, selection of relevant subjects and the wonderful arrangements made by the Reception Committee. The outcome of the camp will be a guidance for the future agitiations of Central Govt. employees. 193 delegates representing 20 COCs and 27 affiliated organisations were participated in the camp.

        Programme started on 6th morning at 9.30AM. Com. KKN Kutty National President hoisted the Confederation flag and then the leaders and delegates paid homages to martyrs column. Inauguration started at sharp 10 AM by Com. A. K. Padmanabhan, All India Vice President of CITU presenting the subject "Challenges and responsibilities in the trade union front". Comrade AKP elaborated the Neo liberal policies of the NDA Govt. and its impacts on the working class including C.G. employees. He explained in detail the role & responsibilities of Central Govt. employees in countering the neo liberal attacks. He also mentioned that continuous and united struggle is the only way to overcome it and CG employees under the banner of confederation will take part in that movement. Com. K.K.N Kutty presided. Com. P. V. Rajendran G/S COC Kerala made the welcome speech and Com.V. Sreekumar COC President delivered the vote of thanks.

           At 2 PM in 2nd class Com. M. B. Rajesh MP presented the subject "Trade Union and Social issues". Com. Rajesh pointed out the communal agenda imposing by the NDA Govt. and Sangh parivar movement and the working class is most affected due to this divide and rule policy. Strengthening the class oriented working class movement is the only way to overcome it. Com. R. N. Parashar SG, NFPE presided. In the interactive session Com. K.K.N Kutty presented the subject "7^th CPC related and other issues of central Govt. Employees - Role of confederation". General secretaries of affiliated organisations and many delegates participated the discussion by raising doubts and questions. Com. K. V. Jayaraj, Atomic Energy Presided in that session. In the evening Kerala folk instrumental music "CHENDA MELAM" was arranged by the reception committee and the delegates enjoyed the programme.

        On 7^th morning Com. K. Chandran Pillai CITU National Secretary and Ex MP presented the subject"25 years of Neo liberal reforms and role of working class". Com. Chandran Pillai presented the subject in a very effective manner using power point presentation and it was informative and interesting with datas and examples. Com. Vrigu Bhattacharjee, Financial Secretary of Confederation presided. In class V, Com.M. Krisnan S|G Confederation presented the subject "Significance of Joint campaign by central and state Govt. employees against NPS and outsourcing" in his own style inspiring the delegates. Com. R. Seethalakshmi, All India Womens Commitee convenor presided.

        The 2 days camp concluded at 3 PM. In all sessions delegates actively participated in the discussions by putting doubts and raising questions. In all aspects the Trivandrum camp was a different experience and it will become a catalyst for our future struggles. Participation of delegates is as follows. Kerala 64. Dear Comrades,

              After reviewing the unprecedented success of the nationwide one day strike organised by Confederation of Central Government employees and workers on16-03-2017, the National Secretariat of Confederation which met at New Delhi on 13-04-2017 has decided to continue its struggle against the totally indifferent and negative attitude of the BJP-led NDA Government against the Central Government employees, Central Govt. Pensioners, Autonomous body employees and Autonomous body pensioners.

              The four months time limit fixed by the Group of Ministers on 30-06-2016, for implementation of the assurances given to NJCA Leaders was over on 30-10-2016. Now almost ten months are over, Confederation was compelled to organise independent protest action such as dharna, Black Day, Parliament March and one day strike on 16-03-2017, as the leadership of NJCA (other than Confederation and Postal Federations) are not ready to revive the deferred indefinite strike of 2016 July 11th.  Even after a lapse of ten months there is no visible change in the stand of NJCA leadership.  Taking advantage of this situation the Government has gone back from all its assurances and has succeeded in indefinitely delaying the implementation of assurances given by Group of Ministers to NJCA including grant of revised HRA and other allowances with effect from 01-01-2016.  It is in this background, the National Secretariat of the Confederation has decided to organise massive dharna in front of Finance Minister’s Office at North Block, New Delhi on 23rd May 2017.

              There is no improvement in the revision of minimum wage and fitment formula.  Allowance committee headed by Finance Secretary has delayed its report indefinitely as per the wishes of the Finance Minister and Government. Pension Committee headed by Secretary, Pension has submitted its report rejecting the demand of the JCM staff side for implementing Option-I parity for pensioners, recommended by 7th CPC.  The NPS Committee constituted, after giving much expectations to the younger generation employees who are under NPS, has belied their hope by stating that withdrawal of NPS or guaranteeing minimum pension is not under the purview of the NPS Committee, due to the stringent conditions imposed on MACP thousands of employees are denied eligible promotion, revision of pay of autonomous body employees could not be implemented by the Ministries due to many retrograde conditions imposed by Finance Ministry, orders for revision of Pension and grant of Dearness Relief to Autonomous body Pensioners are not yet issued by the Government.  Wage revision of three lakhs Gramin Dak Sevaks of Postal Department is still pending.  The demand for regularisation of Casual, Contract and Daily rated mazdoors are not considered favourably.  All other demands including upgradation of LDC/UDC Pay Scale, grant of parity to various cadres with Central Secretariat staff etc. submitted to Government by NJCA and Confederation still remains unsettled.

              As the NJCA leadership is not ready to revive the indefinite strike, for reasons best known to them, Confederation has to take the lead to channelise the anger, protest, disappointment and discontentment of entire Central Government employees and pensioners, including autonomous body employees and Pensioners.

              It is decided that not less than 2000 (two thousand) employees and pensioners shall sit on dharna in front of the Finance Minister’s office on 23-05-2017.  Confederation National Secretariat calls upon all affiliates and COCs and also all Central Government employees and Pensioners including Autonomous body employees and Pensioners to participate in large numbers in the massive dharna on 23-05-2017.  All pensioners organisations are also requested to extend full support and solidarity by ensuring maximum participation of their members in the dharna programme. 

              Travel arrangements for those who are participating in the dharna should be made well in advance.

              Protest demonstrations may be organised at all other places of the country on 23-05-2017.

II.           NEXT PHASE OF AGITATION- ORGANISE HUMAN CHAIN OF CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS ON 22-06-2017 (THURSDAY) AT ALL IMPORTANT CENTRES.
