28-06-2012 ONE DAY DHARNA PROGRAM

AIPEU-GDS (NFPE)  CALL THE ALL GRAMIN DAK SEVAKS  TO HOLD ONE DAY DHARNA PROGRAM AT ALL OFFICES OF CHIEF POSTMASTER GENERAL / POSTMASTER GENERAL / SUPDT. OF POST OFFICES ON 28-06-2012

LONG PENDING DEMANDS OF GRAMIN DAK SEVAKS ARE BEING RETAINED FOR YEARS / MONTHS TOGETHER EVEN AFTER THE ASSURANCES GIVEN DURING NEGOTIATIONS / MEETINGS WITH OUR FEDERATION & JCA NO PROGRESS - NO DEVELOPMENT  TILL DATE.

IT IS DECIDED BY THE CHQ OF AIPEU-GDS(NFPE) DURING ITS CENTRAL WORKING COMMITTEE MEETING HELD ON 23-05-2012 AT HYDERABAD TO HOLD ONE DAY DHARNA PROGRAM WITH ALL NFPE UNIONS AT ALL LEVELS.

ALL THE BRANCH / DIVISIONAL SECRETARIES OF AIPEU-GDS(NFPE) ARE REQUESTED TO MOBILIZE THE GDS MEMBERS TO MAKE THE PROGRAM A GRAND SUCCESS.

CHARTER OF DEMANDS:



1. Departmentalization of Gramin Dak Sevaks and all benefits of departmental employees extended to GDS as recommended by Justice Talwar Committee.

2. Constitute 7th CPC and refer GDS wage revision also to the consideration of Pay Commission.

3. Withdraw the new GDS (Conduct & Engagement) Rules, 2011 and restore GDS (Conduct & Employment) Rules.

4. Ensure minimum statutory monthly pension of Rs.3500/- to GDS and grant other retirement benefits like gratuity etc., based on the formula applicable to departmental employees and under Gratuity Act 1972 besides family pension facility to GDS.

5.  Enhance the bonus quantum ceiling from Rs.2500/- to Rs.3500/- and end the discrimination.

6.  Reduce cash handling norms from Rs.20,000 to Rs.4,000 and also stamp sale norms.

7.  Ensure full protection of existing TRCA when there is fall in the work load. TRCA should not be reduced under any circumstances.

8. Remove the 25% outside recruitment quota for Postman Recruitment  and 100% Postman vacancies be given to GDS.

9. Remove the 50 points compulsory condition and provide compassionate appointment to all eligible dependents in the families of deceased GDS.

10. Introduce medical reimbursement scheme for GDS.

11. Grant full trade union facilities including special casual leave and Foreign Service facilities to GDS Union representatives.

12. Enhance to 6 months maternity leave to female GDS instead of three months and grant child care leave.

13. Grant full transfer facility to GDS and ensure protection of the existing TRCA on transfer.

14. Grant revised TRCA slabs upto 125 points to BPMs based on the workload as on 01.01.2006.

15.Grant three time bound financial up gradations  to all GDS on 10th, 20th and 25th year.

16.Merge 50% DA with TRCA of GDS.

17.Grant all advances to GDS at par with regular employees.

18. Stop combination of duties of GDSMD with that of BPM as it will result in restriction of business hours of BO thereby causing loss of revenue.

19.  Enhance age limit for the departmental examination for promotion to the cadre of Postal Assistant from GDS at par with Postman cadre.

20. Modify date of superannuation of GDS as the last working day of the month.

21.  Remove the monthly ceiling limit of Rs.50 for cash allowance for conveyance of cash from BO to AO and vice versa.

22. Grant of LTC and  home town LTC facilities to GDS.

23. Remove the discrimination in grant of welfare assistance to GDS in respect of prolonged illness, Book awards, educational assistance etc,.

24. Provide norms for MNREGS work at par with SB transactions and also for cash conveyance from BO to AO and vice versa.

25.  Relax the embargo of fixing of minimum TRCA in respect of new appointees. Minimum should be the entitled TRCA drawn by the earlier incumbent. No fresh statistics need to be compiled.

26. Fix norms for all new items of work entrusted to GDS and until then grant enhanced incentives.

27.  Payment of rent for BO to be borne by the department and till that time grant enhancement of Office Maintenance Allowance (OMA) @ Rs.500 per month.

28. Redeployment of GDS should not be done beyond 5 kms and full protection of TRCA should be given in case of redeployment from one post to another. Eligible Women GDS working as GDS MC/MD/Pkr will be given opportunity to the posts of GDS BPM when fall vacant, in the name of transfer.

29. Prompt issuing of SDBS cards to all GDS employees.

30. Grant Children Educational Allowance and small family incentive to all GDS.

31. Fill up all GDS posts in RMS and convert  all GDS MM posts as MTS.

32. Make early payment of RPLI incentive and remove the minimum condition and maximum limit in grant of NREGS incentive.

AIPEU-GDS(NFPE) - A.P CIRCLE - CONVENTION HELD ON 10-06-2012 AT GUDUR


AIPEU-GDS(NFPE) CIRCLE CONVENTION  OF ANDHRA PRADESH CIRCLE HAS BEEN HELD ON 10-06-2012 AT GUDUR (NL), NELLORE Dt.

LARGE PARTICIPATION OF GDS MEMBERSHIP ALONG WITH Gr.C., POSTMAN/Gr.D MEMBERS OF NFPE (MORE THAN 500) FROM ALL CORNERS OF  ANDHA PRADESH WERE WITNESSED THE CONVENTION AND MADE  IT A GRAND SUCCESS.

COM.K.RAGHVENDRAN, WORKING PRESIDENT, CCGE&W,  COM.K.V.SRIDHARAN, GENREAL SECRETARY, AIPEU Gr.C.,(CHQ) COM.SK.HUMAYUN, PRESIDENT, AIPEU PM&MSE/Gr.D (CHQ)  ARE THE CHIEF GUETS AND ADDRESSED THE SESSION.

THE GDS DELEGATES COMPRISES DIVISIONAL SECRETARIES, BRANCH SECRETARIES, MEMBERS ATTENDED FROM 35 DIVISIONS AND 30 BRANCHES IN THE CIRCLE.

THE CONVENTION INAUGURATED BY COM.K.RAGHAVENDRAN BY ENGHLITING THE POLICIES OF NFPE, HISTORICAL  BACKGROUND AND ITS MILITANT ACTIVITIES FOR THE EMANCIPATION OF GDS AND THE NEED OF FORMATION OF AIPEU-GDS(NFPE) IN A DETAILED MANNER.

COM.K.V.SRIDHARAN IN HIS SPEECH  CATEGORICALLY POINTED OUT THE NEED OF RURAL POSTAL NET WORK AND THE ROLE OF GDS IN THE DEPARTMENT, POSIBILITY FOR THE DEPARTMENTALIZATION OF BOs AND REGULARIZATION OF GDS, FUTURE ACTIVITIES OF THE AIPEU-GDS(NFPE) AND DIRECTED ALL THE CIRCLE LEADERSHIP TO BUILD THE NEW GDS UNION AS A STRONGEST ONE IN A.P CIRCLE.

THE DELEGATES IN THEIR DELIBERATIONS EXPRESSED TOTAL SOLIDARITY AND SUPPORT TO AIPEU-GDS(NFPE) AND uttered THE RESPONSIBILITY TO STRENGTHEN THE NFPE FOR THE CAUSE OF FIGHTING AGAINST THE ANTI-WORKER POLICIES OF THE GOVT. AND TO PREVENT THE PRIVATIZATION OF THE DEPARTMENT OF POSTS BESIDES THE DEPARTMENTALIZATION OF GDS SYSTEM AND REGULARIZATION OF GRAMIN DAK SEVAKS.

PROCUREMENT OF BICYCLE FOR POSTMEN


DG(POSTS) No 1-6/2011                                                                             Dated 04th June 2012
            The Department intends to provide specially designed bicycles to the Postmen all over the country during 12th Five Year Plan to help delivery staff carrying the mail of various sizes of articles in their beats for delivery to the public.

            It is proposed to design and develop the box of fiberglass or any other light weight durable material for carrying the mail/articles to be attached with the postal bicycle.

            A committee has been constituted comprising of PMG, Agra Region, Agra as a Chairperson, Director Postal Service (Mails & Speed post), O/o CPMG, Delhi Circle, Director (MV), Mail Business Dn. Postal Directorate and two representatives of recognized postmen service unions, Shri. I.S.Dabas, General Secretary, AIPE, Postman & Group 'D', NFPE and Shri T.N. Rahate, General Secretary, N.U.Federation of National Postal Organizations are nominated as members who will look into the design, development of the bag/box of fiberglass/PBC or any other light weight durable material for carrying the mail/articles to be provided  with the postman bicycles.  The bicycles design should also look like as the brand ambassador of Department of Posts.

            The committee will submit their report within 3 months.

Tax on almost all services except funeral, gambling

New Delhi June 6, 2012(PTI):

Funerals, betting and gambling have been exempted while almost all other services will be taxed from July 1.

Under the new Service Tax regime, only 17 services are in the negative list, which means they will not be subjected to tax.

The government has widened the definition of ‘Services’ to bring in more activities under the tax net. At present, 119 services that come under ‘positive list’ are levied.

The ‘negative list” approach was proposed in the Budget. Following assent of the President to the Finance Bill, the Finance Ministry said the new service tax regime will come into force from July 1. 

The Budget also hiked the service tax rate by two per cent to 12 per cent.

Services like metered taxis, auto rickshaws, betting, gambling, lottery, entry to amusement parks, transport of goods or passengers and electricity transmission or distribution by discoms have been kept in the negative list.

Other important services which will not attract the tax include funeral, burial, mutate services and transport of deceased.

Coaching classes and training institutions will come under the net, though the tax will not be levied on school, university education and approved vocational courses,
Travel in first class and in air-conditioned rail coaches, too, will attract service tax.

The services sector account for about 60 per cent of the country’s Gross Domestic Product.

In order to bring as many services as possible in the net, the government has come out with a very wide definition of service. With some exception, it has been defined service as “any activity carried out by a person for consideration”.

The government aims to garner Rs 1.24 lakh crore from the Service Tax during 2012-13.
