BRANCH POST OFFICES & FUNCTIONS

What a Branch Post Master should do ?

1.Treat the public with courtesy and meet their convenience in every way consistent with the      rules of the Post Office.

2.Paste neately on the notice board all departmental notices of interest to the public. Remove all     obsolete notices.

3. Keep a sufficient stock of postage stamps, postcards and embossed envelopes for sale to the  public.

4. Keep in his own possession the keys  of the office letter box and other boxes in the office.

5. Lock up stamps and seals when not in use.

6. Count all money received and lock it up once in  secure place.

7. Examine every bag received, weigh the cash bags and compare their weight with the entry on the B.O slip, keep the bags in his custody until they are disposed of. Personally open the bags intended to be opened in the office.

8. Keep the bags prepared for dispatch in his custody till the time fixed for dispatch.

9. Fasten and seal every bag dispatched. Weigh the cash bags and record their weight in the B.O Daily Account. Put a small piece of paper under the knot of the cord with which a bag is tied, so as to obtain a good impression of the seal and avoid damaging the bag.

10. Personally exchange mails with the carriers.

11. Turn bag inside out and examine them to see that none of the contents remain in them.

12. Report by first mail the short receipt or excess receipt of any bag, articles or documents or the occurrence of any other serious irregularity.

13. Take particular care to obliterate postage stamps to stamp articles clearly and to properly tax articles with postage due.

14. Examine the signatures of the persons franking “O.I.G.S” covers posted in the office and satisfy himself that they are genuine.

15. Return acknowledgements for registered and parcel mail articles punctually.

16. Write up all his books etc., neatly, clearly and carefully. If a mistake is made, score it out and write the correct entry above it in red ink and then attest the correction with his initials.

17. Verify cash balance by counting the cash and postage stamps in the office every evening and also see that the balances due from the postman, village postman or the extra departmental delivery agent and on articles in deposit are correct.

18. Look strictly after the work of the postman or village postman or extra departmental delivery agent and make every effort to deliver articles to the addressees.

19. On receipt of Savings Certificates, promptly send intimation in the prescribed form to the purchaser and take over the preliminary receipt held by him before the certificates are delivered to him.

Madam,

I would like to draw your kind attention to the  reference cited above where in the amount of financial assistance payable to the family / dependents of postal employees / GDSs / full time and part time casual labourers  has been revised from the existing  Rs.7000 to Rs.10,000 in case of death due to accident while on duty.

There is no mention about the normal death duly applying the enhanced amount. Since the minutes causes some ambiguity in respect of relief to normal death, it is requested to cause specific clarification in this regard duly applying the enhanced amount as immediate death relief to normal cases.

A line in reply about the action taken is highly solicited.

Sub:- Reduction of allowances to GDS BPMs  arbitrarily at lower levels – request guidelines - regarding .

Madam,

I would like to draw your kind attention that the monthly allowances of GDS BPMs are being drastically reduced by taking up the cases for Revision of allowances to BPMs in many divisions of all Circles.

It is reported that the item of Rs.20,000 for one point is being taken into account while calculating the work load of the BPMs. The cash remittances from AO to BO vice versa has not been included despite the facts that the BPMs have to handle lakhs of rupees for disbursement of NREGS. Even the incentive to NREGS work has not been given for the first 20 transactions.

The reduction is now to the tune of rs.1200 to Rs.1800 per month even after protection of allowances is applied. The situation is very discouraging and pathetic to the family of GDSs.

It is well aware that the said item was earlier discussed with the Staffside and agreed to revise the norms as well as taking the cash remittance for TRCA purpose and it is still under consideration of the Dept. and further instructions are awaited.

DA detailed note is furnished along with this letter on the issue for your kind consideration.

Hence, it is requested to issue suitable instructions to the authorities concerned to keep the orders in abeyance on revision of allowances of BPMs till finalization of the same by the Directorate.

A line in reply about the action taken is highly solicited.

Madam,
        I have the honour to draw your kind attention to this letter regarding the revision on evaluation of  work norms for GDS BPMs, such work assigned to a Committee needs to consider some valid points on the items from GDS side.

Item :(a) the revised cash handling norm of granting one point for Rs.20,000/-
        This is a big task for BPMs at present as the department expected the flow of money into BOs by making such arrangements and tie-ups with other financial or insurance companies/ financial organizations in future. Where at present, the cash handing in BOs merely depending upon the small savings schemes viz., POSB, PORD, POTD, RPLI which could never suffice the norm for Rs.20,000 / one point and where the cash regarding NREGS and other business development schemes are not being taken into account.
        Eg. Previously, a BPM had made transactions on the above said items of work  @ Rs.1000- / one  point and with some difficult he got 50 points of work load by achieving Rs.50,000- per month to get the TRCA in higher slab including with other items of work viz., No. of transactions, sale of stamps etc.,
        The same 50 points now has to reach by making cash transactions to the tune of Rs.10 lakhs per month (@Rs.20,000- / one point) i.e, an average of Rs.40,000- to 50,000-cash should be made under the said transactions in a BO, which is highly impracticable except  manipulation of transactions  for statistical figures.
        And we can say to go for increase of transactions (@10 transactions / 1 point), the BPM has to do at least 900 - 1000 per month with an average of 35 per day is also not practicable as one transaction takes 5 mts for Deposit and 7 mts for With drawl and place high burden on SPMs for preparing of LoT and other statements caused disruption between our staff.
        Further  to make high value transactions to certain BPMs / BOs, the line limit of conveyance of cash has not been revised besides the with drawl power to a  BPM increased to Rs.5000-

        Now, there is no scope for sale of stamps in BO as the one-man committee expected Rs.900- / 1 point.

Item : (b) exclusion of the cash received and sent from / to Account office by Branch Post Office from “cash handled”.
        Still there are transactions with lower denominations, relating cash handled at BOs  takes much time to count and process of remittance to Account Office. Similarly cash received from the AO has to be made to lower denominations for transactions. The time taken for such cash handling needs to given weightage in the norms of workload.

Item : (c) giving protection of allowances to GDS BPM based on five TRCA slabs in place of two TRCA slabs.
        The concept of protection of allowances based on natural justice as the work load falls down, related allowance reduced to the corresponding workload thrown the GDS in to discourage besides the family into starvation. The fluctuation in workload depending upon so many factors such could not be derived in any manner except the ill efforts made by GDS. We all well aware that depending upon the viability of economic and financial conditions prevailing in and around the BO  caused the increase / decrease in workload.
However, the workload falls down, the protection should be given to the corresponding TRCA (in five TRCA slabs) instead of basing on points. Otherwise the BPM will be discouraged and seeking further source of income for his livelihood, leaving the concentration on BO work and may try to increase the work in succeeding 3rd year where further revision of periodicity is going to takes place.

Apart from the above, there are further related items needs to be taking into consideration: -

(i)               Cash line limit has to be revised depending upon the mode of  transactions in the BO.

(ii)            Memo of Authorised Balance of the BO needs to be revised depending upon the quantum of transactions.

(iii)          Revision of allowances to be taken up with a periodicity of 3 years with half-yearly / quarterly mode instead of the month where the past revision taken place.

(iv)          At least two years average (24 months) work load of the BO should be calculated instead of four quarterly months of the preceeding year of periodical revision.

(v)             All items of work needs to be taken into consideration for workload of the BO  as there is diversity of schemes being introduced in the BO varied from division to division or region to region and circle to circle.

        I hope that the kind authority may consider my view points in a positive way and result oriented revision of norms will be offered to the GDS.

MONEY ORDER TRHOUGH SMS - TRAILS COMPLETED AND THE SERVICES ARE EXPECTED TO BE LAUNCHED SOON -- NEWS


NEW DELHI : (August,12, 2012)
Here is a good news for the customers of postal services. Now, the money orders will become hassle-free and can be disbursed via an SMS. The trials are completed and the services are expected to be launched soon.

The state-owned Bharat Sanchar Nigam Limited (BSNL) has developed a customized application to facilitate money order service to 155,000 post offices across India. BSNL is the technology enabler and this service will remain operator neutral.

Speaking to CIOL, BSNL CMD RK Upadhyay said that they are working as per the memorandum of understanding (MoU) signed with the department of post (DoP). "We are in the final stages of service rollout" he informed.

The government initially chose Bihar and Punjab to initiate the service since a lot of immigrant workers hail from these states.

India Posts Secretary, Manjula Prasher had on an earlier occasion told CIOL that mobile money orders would be a good initiative to help immigrant workers who remit money to their home states.

The project will empower designated post offices with mobile devices that have pre-embedded the application. While transferring, the remittance senders' need to furnish basic details that includes receivers' mobile number.

The receiver will get a 16-digit transaction code via SMS from which money can be claimed from a local post office. The government has planned to allow instant money order service up to Rs. 50,000.

                                                                     HIGHLIGHTS
(1). As per the result of Census Enquiries, the total regular employment under Central  Government as on 31st  March, 2009  was 30.99 lakh as against 31.12 lakh on 31 st  March,  2008.  The employment has, thus, recorded a decline of 0.42% in 2009 over 2008.
 
(2). Employment in Ministry of Railways was the highest (44.74%) followed by the  Ministry of Home Affairs (24.14%), Defence civilian (11.77%), Communications & IT  (7.06%) and Finance (3.49%).  Other Ministries/Departments collectively shared the rest  of 9% of the total Central Government regular employment. 

(3). Out of 30.99 lakh regular employees, 3.11 lakh were women.  The proportion of  women in  the total employment is almost static, around 10% in the year 2009, 2008 and  2006. 

(4). About 95% of regular Central Government employees were Non-Gazetted.  The  overall ratio of Gazetted to Non-Gazetted employees was 1:19.  In case of Ministry of  Railways, however, this ratio was 1:114. 

(5). Amongst regular Central Government employees, 63% were holding Group-‘C’  posts and 26% were in Group-‘D’ posts. About 8% were holding Group-‘B’ posts  where as employees holding Group –‘A’ posts were only about 3%. 

(6). About 90% of regular Central Government employees were found in the Grade  pay of Rs. upto 1800 to Rs. 5400 which mainly consists of Group ‘B’, Group ‘C’ and  Group ‘D’ posts. Only 0.16% employees were in the highest scale i.e. HAG+Apex & Cabinet Secretary level.  

(7). Amongst regular Central Government employees,  18% were working at offices located in ‘X’ class cities and 29% in ‘Y’ class cities. The percentage of employees in all the cities/areas other than class X and Y cities was 53%. 

(8). Amongst  States and Union Territory Administrations, the highest number of regular Central Government employees was in the State of Uttar Pradesh (9.51%) followed by Maharashtra (9.06%), West Bengal (8.54%), Delhi (6.55%), Andhra Pradesh (5.97%), Tamil Nadu (4.79%) and Madhya Pradesh (4.07%).  In remaining States/U.Ts the proportion was less than 4%

GOVT. LOOK AT A PARALLEL WAY TO BOs : NEWS


Panchayat Sanchar Sewa Yojana

Panchayat Sanchar Sewa Kendras (PSSKs) under the ‘Panchayat Sanchar Sewa Yojana’ scheme are opened at the Gram Panchayat Headquarters which are without Post Offices to provide basic postal facilities at Gram Panchayat Headquarters. This scheme is being implemented by the Gram Panchayats through agents appointed by them (Gram Panchayats) with the written consent of the concerned Superintendent/ Senior Superintendent of Post Offices. This is also subject to receipt of applications from the heads of the Gram Panchayats.

The extent to which the scheme achieves its objetive of providing basic postal facilities at Gram Panchayat Headquarters is dependent upon the --

(i) level of interest shown on part of Panchayat Sanchar Sewa Yogana agents; 

(ii) the level of commitment shown by the PSSK agents over the functioning of the Panchayat Sanchar Sewa Kendra; and 

(iii) the selection of suitable candidates by Gram Panchayats.

The functioning of the PSSKs are being monitored regularly by the Field Officer viz. Inspector of Post Offices/ Asstt. Superintendent of Post Offices/ Senior/ Superintendent of Post Offices during their visits to these kendras. The PSSK agents have been allowed to work as direct agent of Rural Postal Life Insurance (RPLI) business for increasing the volume of business and income of the PSSKs.

This was stated by Shri Sachin Pilot, the minister of State in the Ministry of Communication and Information Technology in response to a question in Lok Sabha today.

Main focus of the DoP is reaching common man: Sibal

New Delhi, Aug 8 (PTI) 

The Consultative Committee on Communications and Information Technology, chaired by Telecom Minister Kapil Sibal, met here to discuss the role post offices can play in the development of rural India.

"The Post office can be the centre of activity, be it communication, banking, insurance, remittance and retailing service. The fundamental focus of the Department of Posts (DoP) is to reach the ''Aam Aadmi''," Sibal said.


The meeting, held last evening, was attended by the two Ministers of State, Sachin Pilot and Milind Deora, as well as Members of Parliament P K Biju, Vinay Kumar Pandey and Shri Shivraj Singh Lodhi.


The Telecom Minister said the post office network offers tremendous potential to contribute towards development of rural areas and people of that area.


Like any other development activity, development of rural areas requires an adequate support of appropriate infrastructure, he said.


"With its more than 1.39 lakh post offices in rural areas, DoP provides support in various critical functions through communication, financial services, life insurance products and other retail services.


"Reach, credibility ,experience, trained manpower, time tested operating and accounting procedures put the post offices in unique position of being the most suitable vehicle for rural development," Sibal said.


The rural Information Communication Technology (ICT) programme will further strengthen the delivery mechanism of all social security schemes, reduce the delay in payments and improve the quality and collection and sharing of information between post offices and state governments, he added.


The members participating also emphasised that the potential of the Indian Postal Network should be used to the maximum to offer services and products to the common man in rural areas.


They said employment generation in rural areas and improving the service hours and conditions of Gramin Dak Sewaks should be regarded important for revenue generation.

India Post Selects Infosys to Transform its Financial Services

NEW DELHI, India, Aug. 9, 2012 

 - Infosys, a global leader in consulting and technology, today announced that it has been selected by the Department of Post, Ministry of Communications and Information Technology, Government of India for a mission critical program that will enhance India Post's financial services across 150,000 post offices in the country. This is part of the 'India Post 2012' modernization program that aims at bringing transparency, agility, flexibility and scalability to India Post's operations.

Under the agreement, Infosys and India Post will embark on a transformational initiative, which encompasses Financial Services System Integration. This project, estimated at INR 700 crores, aims to transform India Post into a technology-enabled and autonomous market leader, by revolutionizing its financial operations and end-user services. 

As Financial Services System Integrator, Infosys will implement and manage its flagship Finacle™ Core Banking and McCamish™ Insurance products to help India Post transform its banking and insurance operations - covering more than 200 million banking customers across urban and rural India; including a large base of insurance customers. Infosys will be installing 1,000 ATMs for India Post as part of this program to increase the effectiveness of its delivery channel and will also implement an electronic Content Management system to manage millions of documents generated as part of India Post's financial operations.

For the project, Infosys will support India Post in the following areas:
  • Complete System Integration including designing, building, supplying, installing and commissioning hardware and software
  • Data migration and deployment of the platforms and solutions across all identified post offices
  • Supporting multi-year managed services, application support and infrastructure operations
  • Training more than 35,000 India Post employees across the country on the usage and deployment of the new platform and solutions
Speaking about this deal, Mr. A. S.
